SAN DIEGO (KGTV) - Environmental groups are increasing pressure on members of Congress to support the Green New Deal.On Friday, about two dozen demonstrators rallied outside Democratic Congressman Scott Peters' office in the UTC area to get him to sign on. "We're intent on pushing forward with what seems to be the strongest commitment to making important action on climate change by our government," said Karl Aldinger, a Fallbrook resident and member of the a group called Sunrise Movement.Congresswoman Alexandria Ocasio-Cortez introduced the deal in February. It lays out a series of goals, including getting the U.S. to 100 percent renewable energy by 2030. It also touches on issues surrounding education and wages. Peters, who represents the 52nd District, is the only San Diego County democrat not to sign onto the deal. He said he prefers a more direct approach through specific actions that can get bipartisan approval. Peters pointed to a series of bills that just passed out of committee."We don't want to scare away people from solutions," Peters said. "This is a problem we only have 10 or 12 years to solve. It can't be done just by Democrats, it can't be done just by liberals. It has to be done by everybody."Political analyst John Dadian says more moederate approaches could play a hand in the 2020 election."This dovetails into why we're seeing, in the last 10 years, what's increased every cycle, the rise of the independent, because the independents are saying I don't want to be Republican or Democrat, I don't always agree, I want to make my own decisions," he said. Dadian said what happens now could very well be remembered in 2020. So far, Democratic representatives Susan Davis, Juan Vargas and Mike Levin are supporting the deal. SAN DIEGO (KGTV) -- High School sports in the fall has been a big question mark due to the COVID-19 pandemic, and next week, the California Scholastic Federation is expected to make a decision as to whether the students athletes will be taking the field. But one local head coach is encouraging parents to step up, and voice their opinion on the matter. Scripps Ranch football coach Marlon Gardinera, has formed "Letfamiliesdecide.org"."So if everybody really wants the kids in school, what we have to do is give them a voice in letting them get back to high school sports. As an example, at Scripps Ranch High School, ninety-four percent of the families said not only do they want their kids back in school, but they want them on campus."Currently, coach Gardinera says the number of players has increased at the Falcons summer's workouts"Parents are deciding they want their kids on campus. Thirty percent more of them are sending their kids out to football this summer. The kids have been cooped up in the house, and parents want them participating in a controlled activity."Of course with safety being the number one priority."We take everyone's temperature, and we ask them five symptom related questions before we let them loose. They arrive and leave with masks."So without a doubt, the sixty-four thousand dollar question is this. Should sports begin in the fall if students are not back on campus? Coach Gardinera says that is a tough call."My personal opinion, I think to some degree, is yes. SAN DIEGO (KGTV) - Homeowners in Chula Vista's Eastlake III Community Association are fighting back against proposed parking updates for the HOA. If passed neighbors would be required to park their cars in the garage before parking in their driveway or on the street.The Board of Directors distributed proposed updates to the Community Association Handbook for a homeowner review and comment; and will vote on Tuesday, August 20.Among the proposed changes:Street parking is permitted only after all garage spaces, and driveway spaces, are utilized to its maximum designed capacityThe Association's management company is permitted to perform a garage inspection of a residence to ensure compliance with the Association's governing documentsHomeowner Jose Esquer believes an inspection would be an invasion of people's property."They seem to want the right to inspect your garage, and that's private property. What I have in my garage shouldn't be anybody's business, but whoever is inside my house. I have a problem with them trying to police what we do once inside our house," said Esquer. Becky Niemiec already parks her car in the garage but still believes the changes would be an overstep. "We don't have attics, we don't have basements, we have no storage, people should be able to use their garage however they want to," said Niemiec.Niemiec says the issue has drawn a lot of debate on Nextdoor. She says while some argue the changes could help beautify the neighborhood, she believes that group is in the minority. SAN DIEGO (KGTV) -- Economic forecasters are beginning to warn of a possible 2020 recession, and the impact they say will be felt in the Golden State, according to a new report by UCLA.“Don’t celebrate the 3.1% GDP growth estimate for the first quarter of 2019,” writes UCLA Anderson Professor Emeritus Edward Leamer. Leamer is quoted in a recent report produced by the UCLA Anderson School of Management. According to Leamer, the data actually increases the risk of a recession at some point in the next couple of years. Nationally, economic growth is expected to slow marginally to 2.1 percent in the fourth quarter of 2019 and 1.4 percent in the fourth quarter of 2020. RELATED: Fed cuts interest rates for the first time since recessionThe good news is that the report predicts an economic rebound, growing again to 2.1 percent in the fourth quarter of 2021. So what picture does the report paint for California? One forecaster says you can expect California unemployment to rise modestly. “Weakness in housing as well as the slowing U.S. economy is reflected in a very modest growth rate in the U.S. in late 2020,” UCLA Anderson Forecast director Jerry Nickelsburg writes. “As a consequence, we expect California’s average unemployment rate to rise slightly to an average of 4.6% in the first quarter of 2021. For the entire year for 2020 and 2021, we expect average unemployment rates of 4.3% and 4.4%, respectively.”Meanwhile, personal income growth in the state of California is forecast at 2.9 percent in 2019. But the report warns that income growth is expected to slow to 1.9 percent by 2020.It’s not all bad news, however, income growth is expected to rise fairly quickly again in 2021, and is forecast to reach 2.1 percent by the end of the year. According to officials with the Workforce Partnership, walk-ins won’t be accepted, however some services will be available by appointment only.“Our resources have always been available online, and actually the number one way people file for unemployment in or out of a public health emergency is online,” said Andrew Picard, chief program Officer at the San Diego Workforce Partnership.Picard said if people don't have a computer or internet access, don't worry, the phone still works. Career agents and advisors with the organization can walk you through a job search or the unemployment process.“We have teams of career agents and advisors standing by over the phone and with online tools to do virtual meetings,” Picard said. “A great deal of resources and programs that are still in operation and still available to the community.”Unemployment assistance isn’t just for people who recently lost their job.According to the Employment Development Department, “You are encouraged to apply for Unemployment Insurance (UI) benefits if you are unemployed, which includes reasons such as, your hours are reduced due to the quarantine, you were separated from your employer during the quarantine, you are subject to a quarantine required by a medical professional or state or local health officer.”Last week Governor Gavin Newsom sped up the time it takes to get financial assistance.
