SAN DIEGO (CNS) - Prior to today's San Diego County Credit Union Holiday Bowl, the Port of San Diego will host the annual Solar Turbines 5K run/walk and the Holiday Bowl Parade along Harbor Drive.The Port will host the 24th annual Solar Turbines 5K run and walk at 9:45 a.m. and the parade at 10 a.m. Participants in the 5K will run and walk from the corner of Harbor Drive and Ash Street to Ruocco Park. The parade will begin in front of the County Administration Building and process south down Harbor Drive to its intersection with Pacific Highway.According to Port officials, the parade will include 29 giant balloons, 10 marching bands and multiple floats and drill teams. The marching bands from Northwestern University and the University of Utah, the two teams playing in the Holiday Bowl, will perform during the parade."The Port of San Diego Holiday Bowl Parade is one of the Port's signature events, bringing approximately 100,000 spectators, including many from out of state, to the beautiful San Diego bayfront," said Board of Port Commissioners Chairman Rafael Castellanos. Karen Stubkjaer said.The regional law enforcement agency worked with the telecommunications company to determine the source of the problem, Stubkjaer said.Officials advised anyone having trouble being heard by a sheriff's dispatcher to hang up, after which the emergency operator will immediately call back.The connection problems were tending to go away on the return calls, Stubkjaer said.By mid-afternoon, the New York-based wireless carrier had identified and resolved the problem, according to Stubkjaer.A Verizon spokesperson did not immediately return a call seeking comment on the issue. 962

SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to expand city-imposed curfews on five local parks in North Park, City Heights and near Balboa Park. The vote will establish a midnight-to-6 a.m. curfew at Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park and a 9 p.m. to 5 a.m. curfew at City Heights Square Mini Park. The council added curfews to the five parks after residents expressed concerns about people breaking the law after-hours on park grounds. The city does not currently have a blanket park curfew, which would make it illegal to be in a park after a certain time, but many of the city's parks generally close at or some time after sunset. Multiple City Council members expressed concern that the curfews could unfairly target homeless residents. North Park, City Heights and areas adjacent to Balboa Park currently have a significant portion of the city's homeless population. "This is about trying to address legitimate public safety concerns," said City Councilman Chris Ward, who represents the district encompassing all five parks. "A huge focus of mine is to make sure that this is not inappropriately used to criminalize homelessness." SAN DIEGO (CNS) - Police Friday identified a 44-year-old man who was found fatally wounded inside a vehicle in the Encanto area of San Diego.The man was identified as Gilbert Lee Johnson, of San Diego, the San Diego Police Department reported.Officers found Johnson about 7:40 p.m. Wednesday in the area of Varney and Theodore drives, said Officer Robert Heims of the San Diego Police Department.After police received multiple calls of gunshots heard in the area, officers reported finding him slumped over in the vehicle suffering from at least one apparent gunshot wound. Paramedics rushed him to an area hospital, where he was pronounced dead, said San Diego police Lt. Matt Dobbs."It appears the victim was in the area talking to an acquaintance when another vehicle pulled up near the victim. The suspect got out of his vehicle and fired several rounds at the victim," Dobbs said. SAN DIEGO (CNS) - San Diego County public health officials have reported 408 new COVID-19 infections and one more death from the illness, raising the county's totals to 50,551 cases and 826 fatalities.The death of one man was noted Saturday. He was in his mid-40s and had an underlying medical condition.Of the 9,875 tests reported Saturday, 4% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.9%. The seven-day daily average of tests was 10,281.Of the total number of cases in the county, 3,681 -- or 7.3% -- have required hospitalization and 851 -- or 1.7% of all cases -- had to be admitted to an intensive care unit.Seven new community outbreaks were reported Saturday, one in a faith- based agency, one in a restaurant, one in a grocery setting, two in businesses and two in restaurant/bar settings.In the past seven days, Oct. 4 through Oct. 10, 45 community outbreaks were confirmed, well above the trigger of seven or more in a week's time. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.The county remains in the second -- or red -- tier of the state's four- tier COVID-19 reopening plan. San Diego's state-calculated, adjusted case rate is 6.5 per 100,000 residents, down from 6.7. The unadjusted case rate is 7.0, down from 7.2.The testing positivity percentage is 3.5%, the same as last week, and it is in the third -- or orange -- tier.On Saturday, the county allowed private gatherings of up to three households, based on the state's new guidance issued Friday.The gatherings must take place outdoors. If at someone's home, guests may go inside to use the bathroom.Participants in a gathering need to stay at least six feet apart from non-household members and wear face coverings. Gatherings should be kept to two hours or less, the new guidelines state.A health equity metric will now be used to determine how quickly a county may advance through the reopening plan, San Diego Public Health Officer Dr. Wilma Wooten said Wednesday.A community can only be as well as its unhealthiest quartile, she said, and while counties with a large disparity between the least and most sick members of a community will not be punished for the disparity by sliding back into more restrictive tiers, such a disparity will stop counties from advancing to less-restrictive tiers.According to the state guidelines, the health equity will measure socially determined health circumstances, such as a community's transportation, housing, access to health care and testing, access to healthy food and parks.Neighborhoods are grouped and scored by census tracts on the Healthy Places Index, https://healthyplacesindex.org/.
