CHULA VISTA, Calif. (KGTV) -- A family in Otay Ranch is hoping a group of teens will face consequences for allegedly assaulting their teenage son.The incident was captured on cell phone video and posted to social media by the teen's mother. The family says their teen was waiting for his mom to pick him up at Cotixan Mexican Restaurant on Thursday after school, when a group of teens walked in and started kicking and punching the boy. RELATED: Group calls for investigation into bullying of Muslim student in El CajonIn the video, you can see someone on the ground getting repeatedly punched and kicked. At one point in the seven-second clip, you can see someone throw a chair on the teen. The boy's father, Margarito Martin, tells 10News he was shocked when he saw the video. He says everything started days before on Instagram, when, he says, his son told someone to stop harassing one of his friends. Martin says one teen then started messaging his son telling him he was going to beat him up. Martin says the incident was reported to Chula Vista Police but he's worried the teens will get away with what they did. CHULA VISTA, Calif. (KGTV) -- When you ask Chula Vista City councilman Steve Padilla what he learned during 2020, he'll say it was to appreciate the little things in life. Things like valuing every moment and never take time for granted. ABC 10News caught up with Padilla as part of our Positively San Diego, A Season of Hope series. Padilla beat COVID-19 after spending weeks in the ICU, 11 days on a ventilator. Padilla says the love and support of the community has been overwhelming. After beating COVID-19 and weeks of recovery, Padilla got back to work as city councilman, while also campaigning for reelection. He won his reelection by a landslide. The councilman says he is incredibly thankful for the healthcare workers still battling this pandemic, especially the ones that saved his life. While he says he's looking forward to the new year and being able to hug people he hasn't hugged in months, he recognizes there is still so much work to be done before the pandemic is under control. 1008

CINCINNATI -- Police in North Carolina detained a Cincinnati-bound American Airlines passenger Monday after the man reportedly ran off the plane onto the tarmac and swung a punch at an airport worker, Business Insider reported. While boarding Flight 5466 from Charlotte, North Carolina to Cincinnati on Feb. 26, the man appeared disoriented, according to the report. Another passenger on the plan, Kelly Smekens, told video licensing agency Storyful that airline officials asked the man to leave the flight because of his behavior. CHULA VISTA, Calif., (KGTV) — Students at eight high schools and two middle schools in Chula Vista spent part of their day protesting the newly proposed budget for Sweetwater Union High School District. The school system is million in the hole, and they plan to lay off nearly 240 teachers and staff by May. While their parents take to the polls, hundreds of students at Eastlake High School are also raising their voices. "It's frustrating, and almost like, betrayal," Eastlake Senior, Isabella Borquez said. Borquez said she could not get behind the district board's decision to lay off nearly 240 teachers, librarians, and learning center staff, all the fix the district's million debt. "They're getting rid of people who we, the students trust and connect with," Borquez said. "And they just want to rip those people away from us."The district says the shortfall in money is not caused by mismanagement of funds. They say it is because of the decline in student enrollment and a decline in revenue.Meanwhile, at the Sweetwater Union High School District office in Downtown Chula Vista, parents too held a protest. They said the district is doing everything but follow their mantra, "Putting students first.""If you have less teachers to teach these kids, it is going to hurt them in the end," Jean Arce said. Her son is a student at Hilltop High School, who is expecting three of his current teachers to be pink-slipped this month. "This is not putting your students first. This is when you are putting finances first, and taking from the students."10News looked at teacher salaries. They range from about ,000 to 7,000. There is a large difference compared to that of Superintendent Dr. Karen Janney, who in 2018, took home 7,000. We asked the district if there were other proposals on the table that include cutting back on management salaries, instead of pink-slipping teachers. In response, the district sent this statement: 1959

CHULA VISTA, Calif. (KGTV) - Chula Vista’s Police Chief and a city councilman hosted a public safety meeting in a community where most would think safety isn’t an issue.  Chief Roxana Kennedy and Councilman John McCann met with several residents Wednesday night at the Montevalle Community Center.“I feel the balance is like this:  Housing, people, lights, traffic, less parking and police protection and presence are here,” said Chula Vista resident Dianne Farsetta while holding one hand up and one hand down. “It is a little scary.  We want to be in a safe environment.”Community groups on Facebook and Nextdoor appear to post more instances of crimes throughout the communities of Eastlake and Otay Ranch. Farsetta said the city is growing faster than its police force. However, Councilman McCann says the crime in his district is still less than half the crime level in other Chula Vista districts.  Additionally, McCann said Chula Vista is still one of the safest cities of its size in the country.  Nevertheless, McCann and Chief Kennedy listened to the community Wednesday night.“We want to make sure that we’re working with our police and our community to continue to make it as safe as it is,” he said.Farsetta and several others want to see more police on the streets and a police substation on the city’s eastern side.  Headquarters is on the western side of the city.McCann said the city’s immediate need is more officers on patrol.  He added he wants a substation but that the estimated million price tag is too much for Chula Vista. 1598
