BEIJING, Jan. 14 (Xinhua) -- A senior leader of the Communist Party of China (CPC) vowed Friday to enhance bilateral ties with Estonia.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made this pledge during his meeting with visiting President of the Parliament of the Republic of Estonia Ene Ergma in Beijing.Li praised the recent growth of relations and cooperation between the two nations, saying China values its ties with Estonia and regards the country as an important partner in the Baltic Sea region.China would work to increase the mutual political trust with Estonia, encourage the exchange and communications between the two business communities and strengthen the humanitarian exchange between the two peoples, Li said.Li recalled his visit to Estonia last September and applauded the close contact established between the CPC and the Estonian political parties, expressing his hope that the two sides could step up exchanges and cooperation based on the principles of independence, equality, mutual respect and non-interference in each other's internal affairs.He also briefed the Estonian guests about China's latest economic and social developments.Ergma, who was visiting Beijing at the invitation of Chinese top legislator Wu Bangguo, said Estonia attaches great importance to its relations with China and is expecting to expand cooperation with China in fields such as biology and information technology.The Estonian parliamentary delegation arrived in China on Wednesday. Besides Beijing, the delegation is scheduled to visit the southwestern province of Sichuan and the Hong Kong Special Administrative Region.

BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting.In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.

BEIJING, Dec. 6 (Xinhua) -- China's government-run welfare lottery has raised a total of 164.5 billion yuan (24.8 billion U.S. dollars) for public welfare funds over the last 23 years, the Welfare Lottery Distribution and Management Center (WLDMC) announced Monday.Total sales of welfare lottery tickets had amounted to 500 billion yuan (75.2 billion U.S. dollars) since the lottery started operation in 1987, said a statement issued by the WLDMC.Half of the funds were allocated to social welfare projects organized by local governments, and the rest to public welfare funds or projects administered by central authorities, including the Ministry of Civil Affairs (MCA), said the statement.The civil affair authorities for the past 23 years had supported more than 200,000 projects for the public good, the statement said.The projects included social welfare institutions, child welfare associations, homes for the aged in villages and towns, and community service centers.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council to raise welfare funds through lottery sales in 1987.

  

BEIJING, Nov. 27 (Xinhua) -- Two years of monetary easing policies helped China's economy emerge from the global financial crisis. Now, facing a runaway inflow of hot money, fast loan growth, and escalating inflation, China could become serious about tightening regulations to achieve a "soft landing".Analysts recently said China could see more interest rate hikes in the final month of 2010 in a bid to soak up excessive liquidity and prevent a potential overheating of the economy.Further, the People's Bank of China (PBOC) Deputy Governor Hu Xiaolian said on Oct. 24 that using multiple monetary policy tools to improve liquidity management and guide the money and credit growth back to normal would be the main task for the central bank in the remainder of this year.According to data released by the central bank Friday, in October those funds outstanding for foreign exchange (FOFE) hit 525.1 billion yuan (78.37 billion U.S. dollars), the second highest monthly record in history.That is to say, PBOC issued 519 billion yuan of Renminbi in October to purchase the same amount of fresh inflow of foreign exchanges, which usually enter the nation in the form of trade surplus, foreign direct investment and short-term international speculative funds."The huge inflow of hot money is an important reason behind the sharp rise in FOFE," said Zhang Ming, a researcher with the China Academy of Social Sciences (CASS).He noted, as the European debt crisis ceased, that speculative funds have returned to the emerging markets, notably after the U.S. Federal Reserve announced the second round of its quantitative easing policy."As the massive inflow of foreign exchange increases the domestic monetary base, it has become a major impetus of a broad money supply, which could exacerbate inflation," said Liu Yuhui, also a researcher with CASS.Hefty foreign exchange inflow usually goes together with soaring inflation. China's FOFE hit a record 525.1 billion yuan in April 2008. In the same month, China's Consumer Price Index (CPI), a main gauge of inflation, was up by 8.5 percent, which was unprecedented.Also, this October, the CPI rose by 4.4 percent, the highest amount in 25 months.Boosted by a massive trade surplus, the domestic monetary situation began easing in late 2008, as China's broad money supply exceeded 70 trillion yuan, surpassing the United States to become the world's largest.Li Daokui, a member of the monetary policy committee with the PBOC, said hefty money supplies posed huge risks to the nation' s banking system and, more imminently, would exacerbate the current inflation."The interest rate increase last month sent a signal that more such increases will come in the future," he said.

  

BEIJING, Dec. 30 (Xinhua) -- China has made steady progress in containing the spread of illegal publications and cracking down on the dissemination of lewd content through the Internet and mobile phones in 2010, according to the National Office Against Pornographic and Illegal Publications.The office has recently disclosed the following facts and figures about the related efforts China has made so far this year:-- Around 44.37 million copies of illegal publications, including 981,000 copies of lewd content, 37.35 million pirated copies, some 3.93 million illegal copies of newspapers and magazines, among others, have been confiscated across China.-- More than 16,000 cases, including over 10,000 ones of pirated publications, 1,669 cases involving pornography, and 371 cases involving fake journalists, news reports or media outlets, have been uncovered this year.-- China has shut down more than 60,000 porn websites since launching a crackdown in December 2009.-- Law enforcers across China during a campaign launched in April had destroyed a total of 36.39 million copies of pirated or illegal publications, audio and video discs.-- The office has received over 170,000 tip-offs, mostly about the online or cellphone-based spreading of porn content this year and 534 people have been rewarded 544,000 yuan (81,964 dollars) for the information provided.-- Authorities in Zhongshan City of southern Guangdong Province shut down a huge disc-producing outfit with five production lines and confiscated 3.87 million illegal discs.
