BEIJING, March 6 (Xinhua) -- China aims to "basically eradicate poverty" by 2020 while greatly raise its poverty line, in order to help more people in need, Chinese Premier Wen Jiabao said here Sunday.The State Council is drafting a new ten-year poverty-reduction plan (2011-2020), in which the current poverty line of 1,196 yuan per year (about 0.5 U.S. dollars a day) will be greatly raised, Wen told a panel meeting of the ongoing session of the National People's Congress (NPC).The nation will intensify its poverty alleviation efforts through aids and development, focusing on large areas of destitute population, he said to a group of NPC deputies from Gansu, one of the poorest regions in China.According to the United Nations' standard of one dollar per person each day, China still has 150 million people under the poverty line.Wen said lack of water was the bottleneck for Gansu's social-economic development, urging the province to expand the use of water conservancy technology.Wen also urged the province to coordinate economic development with environmental protection, and reverse environmental degradation in Dunhuang, a historical city with world cultural heritage threatened by decertification.

BEIJING, Jan. 30 (Xinhua) -- A total of 248 people were arrested in China last year for involvement in food safety cases, food safety authorities said Sunday.The country dealt with 130,000 cases involving food safety last year, including 115 criminal cases, according to a statement of the National Food Safety Regulating Work Office.The cases touched upon such areas as production of edible agricultural produce, food production, food circulation, catering services and food exports and imports,"No major incident occurred last year, and the overall food safety situation maintained stable," said the statement.Last year also saw a nationwide crackdown on "gutter oil", usually made from discarded kitchen waste that has been refined, after media reports that it was commonly used by small restaurants.Since July when the State Council, or Cabinet, ordered the eradication of "gutter oil", 165.7 tons of edible oil has been confirmed to have been disqualified and produced by unknown sources.Chinese authorities since July last year have also cracked down on the use of undisposed tainted milk powder produced before the melamine scandal of 2008.About 2,132 tonnes of melamine-tainted milk powder was seized in the latest crackdown, the statement said.A total of 191 officials were punished for failing to do their duty in food safety enforcement, with 26 of them fired, it said.In July last year, Dongyuan milk powder, produced in west China's Qinghai Province, was found to contain excessive levels of melamine, a toxic chemical normally used in the manufacturing of plastics, which triggered the nationwide crackdown.It is the latest blitz on tainted milk products since 2008 when melamine-tainted milk powder killed at least six infants and sickened 300,000 children across the country.

BRASILIA, March 15 (Xinhua) -- A nationwide program aimed at providing internet access to 80 percent of the country's population by 2014 is forging ahead in Brazil, Communications Minister Paulo Bernardo said on Tuesday.The National Broadband Plan (PNBL), with participation of 13 ministries, is coordinated by Bernardo, who explained details about the project on Tuesday along with Joao Santana, president of Telebras, the state-owned enterprise responsible for managing the project.The authorities have criticized companies that offer internet service for failing to spread internet use in Brazil, offering an expensive service with prices amounting to about 50 U.S. dollars monthly, inaccessible to low-income families."We ended 2010 with 34 percent of Brazilian households with Internet access, and service is also very poor. Almost half of connections are of 256 mbps. SAN FRANCISCO, March 7 (Xinhua) -- The world's leading hard rive producer Western Digital Corp. on Monday announced that it has agreed to buy Hitachi Ltd.'s hard disk drive unit for about 4. 3 billion U.S. dollars, a move that will create a dominant player in the industry.Western Digital said that it plans to acquire Hitachi Global Storage Technologies, a wholly-owned subsidiary of Hitachi Ltd., in cash and stock.The proposed combination will result in a customer-focused storage company with the industry's broadest product lineup backed by a rich technology portfolio, Western Digital said.According to their agreement, the resulting company will retain the Western Digital name and remain headquartered in Irvine in the U.S. state of California.The transaction has been approved by the board of directors of each company and is expected to close during the third quarter of 2011.With the purchase, Western Digital will claim 49.6 percent share of global hard disk drive unit shipments based on latest quarterly statistics, compared to 29.4 percent for Seagate Technology LLC, the industry's No. 2 supplier, research firm iSuppli pointed out.The deal will give Western Digital a lead of 20.2 percentage points over Seagate, up from a mere 2 points without the acquisition, iSuppli said in a research note released Monday.The acquisition will also allow Western Digital to enter the critical enterprise hard disk drive segment, where it currently is only a marginal player.Analysts believed that the purchase might be a consequence of declining hard disk drive shipments, which are being impacted by the rising sales of tablet computers, which don't use hard disk drives and are cutting into the sales of mobile PCs, a major market for hard drives."Amid weaker industry conditions, organic sales growth is more difficult to achieve, prompting hard disk drive suppliers to engage in acquisitions to gain market share," iSuppli noted.

SAN FRANCISCO, May 3 (Xinhua) -- Microsoft announced on Tuesday that its Bing search engine will become the default search and mapping application on Blackberry phones.Microsoft Chief Executive Officer Steve Ballmer announced the partnership with Research in Motion (RIM), which makes Blackberry phones, at the Blackberry World Conference in Orlando, Florida, according to a Microsoft blog post.Ballmer said Microsoft would invest uniquely in the Blackberry platform in addition to its own Windows Phone platform."Bing will be deeply integrated at the BlackBerry OS (operating system) level," Ballmer said.Central to the collaboration, Blackberry devices will use Bing as the preferred search provider in the browser, and Bing will be the default search and map application for new devices presented to mobile operators, both in the United States and internationally, said Microsoft's Bing team in the blog post.Meanwhile, Bing is also shipping as the default search experience and map application for the newly released Blackberry Playbook, a RIM tablet computer which made market debut on April 19.On Tuesday's Blackberry conference, Ballmer called Google's Android ecosystem "chaos" and the Apple iOS "limited" before he hailed Windows Phone 7 and Blackberry. Microsoft and RIM are both competing with Apple, which makes the iPhone and iPad, and Google, which makes the Android operating system for smartphones and tablets in the booming mobile device market.
