SAN DIEGO (KGTV) - A tow truck driver helped San Diego Police capture a man who the driver said was starting a fire Thursday along Interstate 15 in central San Diego.Police said the tow truck driver reported the man near the 15 and 94 freeways in Mount Hope about 1 p.m.Officers handcuffed the man and placed him inside a patrol car, but he managed to get out of his restraints. Police said he fought back and they removed him from the car to restrain him again.“The gentleman attempted to bite two of the officers on their hands as they were attempting to place him in the body wrap system,” said SDPD Sgt. Nathan Chambers.Arson investigators who responded to the fire scene found charred wood and grass. There was no evidence of a large fire.10News asked police if the man is connected to other recent fires in the area but officers said that has not been determined. SAN DIEGO (KGTV) - An El Centro teacher was arraigned Tuesday after she was accused of providing marijuana and alcohol to students on a school camping trip.Monique Garcia, 50, faces two felony charges and three misdemeanor charges garnering a maximum sentence of 8 years and 4 months in state prison, according to the District Attorney's Office.Deputy District Attorney Stephen Marquardt said a 17-year-old student on the trip gave Garcia a ride to a grocery store where she bought alcohol and then drove to a dispensary where she bought cannabis, including edibles.Marquardt said students were intoxicated and became sick after consuming the alcohol and/or cannabis.According to the Southwest High School website, Garcia was head of the math department. The Central Union High School District sent a statement to 10News reading in full: "In order to protect the integrity of the judicial process, Central Union High School District does not comment on ongoing or pending proceedings. Monique Garcia is no longer employed by the District. Due to the sensitive nature of the allegations the District will continue to respect the privacy of all those involved."Southwest High School's Outdoor Adventure Club went on a three-day camping trip in February of 2019, according to the Imperial Valley Press.IVP named Garcia as the head adviser of the club and stated she was on that trip with 29 students.The trip took place, according to IVP, at the Laguna Campground from Feb. 15-18.This is the first criminal case resulting from the newly formed Student Safety in School Systems Task Force, under the San Diego County District Attorney.Garcia will be in court for a preliminary hearing June 18.A restraining order was filed, to keep Garcia from contacting 18 individuals, whom Marquardt said she texted before and after the trip.A LinkedIn profile with the same name lists Garcia as a teacher at Southwest High School from August 2008 - present and at Gompers Charter Middle School from August of 2006 - June of 2007.The San Diego Unified School District confirmed Garcia worked at Crawford High School from Sept. 28, 2007 to June 30, 2008. 2143

SAN DIEGO (KGTV) -- An investigation is underway to find the driver in a hit-and-run crash that injured two passengers in City Heights.Police say the female driver crashed into multiple parked cars on Fairmount Avenue just after midnight on Wednesday.Witnesses told police they heard the crash, and then saw the driver jump out of the car and run, leaving the two female passengers behind.Both women managed to crawl out of the mangled car with the help of nearby neighbors. One of the passengers was seriously injured, but neighbors say they kept her calm and stable until paramedics arrived.Police are investigating what led up to the crash.This is a developing story stay with ABC 10news for updates. 711

SAN DIEGO (KGTV) -- A San Diego woman said her ex-boyfriend stole naked pictures of her and posted one online without her permission. She said people saw the post and took screenshots of it.She’s now suing the man she says posted the photo, her ex-boyfriend William Ashley Oliver III."This pretty much consumed my life,” she told Team 10 investigator Adam Racusin.That’s L.S describing how one social media post of her naked body wrecked her sense of security. 10News is not naming the woman, but instead using the initials L.S. as they appear in her lawsuit against Oliver to protect her identity.“He was threatening for so long to do it that I didn't think he'd really do it,” she said.Their relationship started as most do: Girl meets boy, they fall in love and move in together. "I felt like I really got to know him fast and fell in love fast,” she said.Just like many relationships, everything was great until it wasn't. Unlike the typical breakup story, here's where this takes a different path.L.S. said she moved back to California in October of last year, about eight months after the relationship started.Oliver came to visit in late November, but things did not go well, she said.She said her ex-boyfriend became aggressive."He smashed my laptop in two, he smashed my brand new iPhone on the ground until it was shattered, and was calling me really horrible things,” she said.According to the lawsuit she filed, before leaving, Oliver took L.S’s passport and jewelry from the bathroom sink.A few days after that incident, while Oliver was still in San Diego, he began sending harassing text messages and copies of private photographs to L.S. to make it clear that at some point in their relationship he illegally accessed her computers and cell phones and stole sexually explicit and private digital photographs without her consent, the lawsuit stated."The pictures that he had were never sent to him they were taken before I ever met him," she said.According to the lawsuit, Oliver texted her: “Posted all your naked pics to the industry whore boards.” It said he also wrote among other things: “Your pics are getting blasted on services Moxy.”The lawsuit says L.S.’s pleas for Oliver to stop had no effect on him. The lawsuit claims Oliver then posted a sexually explicit photo of her on his public Instagram account, accessible by anyone, followed with the text: “(y)our naked pics are starting to proliferate.""My best friend sent me a text message, and she just said oh my god, and it was a screenshot of the picture that Will had posted on Instagram of me,” she said.Team 10 investigator Adam Racusin asked her what she thought when she saw that.“I was just so scared,” she said. “I was just devastated.”According to the lawsuit, Oliver admitted he posted the picture. SAN DIEGO (KGTV) -- A Team 10 investigation discovered a North County deputy was found deceptive to a question on a polygraph exam before he was employed with the San Diego County Sheriff’s Department.A transcript from a separate case involving the deputy, which is currently working its way through the federal court system, revealed this new information.According to the transcript from that case, Deputy Kyle Klein denied ever being associated with a white supremacist organization during a polygraph exam. The polygraph exam report indicated he was being deceptive to that question, the court transcript said.Klein is being sued for allegedly using excessive force against a North County man.The lawsuit filed by Thomas deLeon III alleges that in December 2016 he was thrown to the ground and repeatedly punched and kicked in the area of his head, face, neck and spine."Looked like he got beat up, like a whole bunch of guys punched him in the face," said deLeon's sister Marlene deLeon.Marlene said physical injuries aside, her brother is suffering emotionally. He was not up for an interview for this story, but his sister said wanted to tell his story. She said since his 2016 encounter with deputies he struggles to leave the house."What did he do to deserve that?” she still questions. "Why did he get beat up? Why did that happen?”According to court documents, deLeon was on his bike when deputies stopped him.“Thomas slowly retrieved his identification from his wallet and handed it to deputies. At all times, Thomas was standing over his bicycle with it between his legs. He was not moving in any direction. Then, suddenly and without warning, Thomas was violently slammed to the ground, his head hitting the asphalt/concrete,” his suit states.A bystander at a nearby fast-food restaurant captured the incident on camera, but the video doesn’t begin until deLeon is already on the ground."He produced his identification, a brief conversation took place and the next thing was he was thrown to the ground,” said deLeon family attorney Brian Cline.Cline said deputies claim at some point Thomas deLeon resisted arrest and that’s why things got aggressive.DeLeon's lawsuit filed against the county, the sheriff and arresting deputies and others claims once on the ground Thomas deLeon was handcuffed, offered no resistance, and then violently beaten."If you've ever seen a professional fight at the point where they stop the fight because it’s gotten too violent, this is where it started and then they continued,” Cline said.The Sheriff's Department wouldn’t discuss the case with Team 10 saying the department can’t comment.
