SAN FRANCISCO (AP) — A U.S. judge in San Francisco has refused to immediately allow the Trump administration to enforce a ban on asylum for any immigrants who illegally cross the U.S.-Mexico border.Judge Jon Tigar on Friday rejected the Justice Department's request to suspend his earlier order temporarily blocking the ban. Tigar said the administration had still not shown that the ban was legal.At issue is President Donald Trump's Nov. 9 proclamation that barred anyone who crossed the U.S.-Mexico border between official ports of entry from seeking asylum. Trump issued the proclamation in response to caravans of migrants approaching the border.Tigar on Nov. 19 sided with legal groups who argued that federal law is clear that immigrants in the U.S. can request asylum regardless of whether they entered legally. 827

San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence. SAN DIEGO, Calif. (KGTV) - A group of San Diegans gathered at Balboa Park to honor the 22 lives lost in the El Paso shooting. A group of San Diegans organized the event held at the park next to Centro Cultural de la Raza, hoping to unite the city and advocate change."It hurts, it's going to take a while, we're not going to forget," Pat Palma said. She has friends and family in Texas and feared for their safety when the shots rang out August 3rd."Tried to locate everybody, it was hard, I finally did. Sunday I was just numb," she said."That person did not go to Walmart asking if you're a Democrat or a Republican or a Trump supporter or not. He went there to shoot brown people," Organizer Jessica Yanez Perez said.The victims range in age from 82-2-years-old.At the vigil, they held a prayer asking for support for the families experiencing grief, lit candles for those lost and had speakers who preached involvement to create change."This is something that touched close to home for a lot of us," Yanez Perez said El Paso and San Diego are the same city. She explained both cities are made up of the same people, "people of Mexican ethnicity, of immigrants, of people who cross the border to work."The organizers hope the crowd touched by the senseless killing can show unity, through more than the color of their skin, "what happens here, what can we do here, to prevent something like that and I think the biggest thing is coming together as a community reminding each other we are one we are San Diego." 1522
