LA MESA, Calif. (KGTV) — Police arrested one person and rearrested another person this week in connection with looting in La Mesa following police protests last month.Both arrests were made without incident and for burglary during an emergency on May 30 during rioting in the East County city, according to La Mesa Police:On June 10, 26-year-old Helen Tewolde was arrested on suspicion of looting Sally’s Beauty Supply on May 30. An anonymous tip was submitted to police after video that appeared to show Tewolde at the scene looting appeared on social media, LMPD said.On June 11, 25-year-old Rey Estrada-Silva was arrested on suspicion of looting the Verizon store and Target in Grossmont Shopping Center on May 30. Estrada-Silva was previously arrested last week on suspicion on looting Play It Again Sports and was out on bail during Thursday's arrest, LMPD said.As night set on May 30, protests outside LMPD's headquarters turned chaotic, after vandals set fires to numerous buildings and vehicles. LAS VEGAS — Sheriff Joe Lombardo said during a press conference on Friday morning that it is still unknown why Stephen Paddock opened fire on concert-goers on the night of Oct. 1, 2017.58 people died and hundreds of people were injured during the worst mass shooting in modern history during a country music festival in Las Vegas. CLICK HERE TO READ THE FINAL REPORTLombardo stressed during the press conference that the focus of the final report is the criminal investigation and the report does not focus on the actions or lack of action of any individuals that night.Lombardo also said that Paddock was an "unremarkable man" and that there were no warning signs according to Paddock's family and doctor. The sheriff also told the press that Paddock lost a lot of money in the past year and that could have been part of the motive for what he did. The sheriff also admitted that although the shooting did not meet the federal definition of terrorism, he personally considers it an act of terrorism. Lombardo also said that there is no evidence of other gunmen and they do not expect to arrest anyone else.In addition, the sheriff admitted that the missing hard drive has not been located and that it was common practice for Paddock to remove and hide hard drives.When asked if something like this could happen again, the sheriff admitted that it could. He also talked about what they have done since the mass shooting to prevent such an event. The sheriff stressed that Las Vegas is a "safe" community.Other things discussed in the press conference included the communication system. Sheriff Lombardo described the system as "sound and robust" despite criticism from some. The final report will be released this morning. (KGTV) - An Uber driver says she was physically assaulted by a passenger Sunday night in La Mesa after a dispute over a mask."This is definitely the most insane experience driving with Uber that I've ever had," said Tia.Just past 6 p.m. Sunday, Tia, who first started driving for Uber last summer, arrived for a pickup outside the Echo Pointe apartments.Tia says a man and the passenger's sister ushered the passenger into the car with a warning for Tia: the passenger was drunk."She didn't have a mask on ... so I asked her if she could please put on a spare mask, which I had in the back seat. Took her awhile to put it on, but she did," said Tia.As the ride got started, Tia says her passenger wouldn't let it go."She said in a very snarky tone, 'Are you more comfortable now that I have a mask on?' She was very drunk, very belligerent, yelling," said Tia.Tia say she decided to end the ride."I was fed up with the disrespect," said Tia.Tia says she returned to the pickup spot and asked her to get out repeatedly, but the woman refused. Tia recorded some of it on her phone. Tia, who eventually called 911, says when she got out of the car and reached in to remove the woman's belongings, the passenger grabbed her neck from behind.According to Tia, the passenger became violent, chasing her around the car for several minutes, at one point hitting in the right eye. Tia says the passenger's sister and the man came out and subdued the woman, allowing Tia to drive away, and meet police and file a report."I was dumbfounded. I couldn’t believe I was assaulted for essentially wearing a mask ... People need to treat each other with respect. Wear a mask ... We're just trying to keep everybody safe," said Tia.Tia says she's still feeling pain in her eye but she's feeling better. She's hoping an arrest is made so a message is sent: this behavior is not acceptable.A La Mesa Police spokesperson says they are awaiting the report to be turned in by the officer before it is assigned to an investigator. 2030

LAKE ELSINORE, Calif. (KGTV) - The beautiful wildflower super bloom in Southern California is being met with some ugly behavior. A sea of bright orange poppies carpets the hills along Interstate 15 in Lake Elsinore. Word spread when the bloom erupted; now the area is a huge draw for visitors. "Came out here to see the beauty in nature, the poppies, they only come every few years, so you have to enjoy it,” said Lake Elsinore resident Jessica Rodriguez. She said she’s never seen so many people visit. To see the poppies, visitors must find a spot in a mile-long stretch of parked cars. Others opt to take photos from the freeway, which is illegal. "They want that perfect picture, they can get pretty ones but it’s at the expense of the habitat,” said Josh Reinig, MSHCP Reserve Manager.The parks department posted signs telling people not to step on flowers, and they created barriers to protect certain areas. "You're kind of seeing them a lot more trampled stepped on, people just sitting on them,” Reining said. Picking just one flower could mean 30 fewer flowers grow in the future. "Main thing; stay on trail, I understand people want to get the beautiful selfie in the flowers but if everyone did that, we wouldn't have these poppies." 1253

Like colleges and universities across the country, Tufts University in Medford, Massachusetts was forced to experiment with a complex new plan this year that allowed more than 5,000 students to come back to campus. At the same time, the university had to institute rigorous new guidelines to keep COVID-19 from spreading.The key to success has been testing. Every student is required to get tested at least twice a week."The testing frequency matters,” said Tuft's University President Anthony Monaco.“If you wait a week or 10 days to test someone, they could be fully symptomatic and spread it to an apartment or dorm cluster."University officials say testing has prevented any major outbreaks. So far, the university has conducted 76,000 tests, and 36 students have tested positive since Aug. 3. Most notable though is the university's positivity rate is at .05 percent."It was not just about protecting their own individual health, it was also about protecting the vulnerable residents who live in and around the university," Monaco said.To keep any student who may test positive from spreading the virus, the university has constructed an extra 200-modular units of dorm space. The idea of the modular facilities is to give campus health officials a contained area to monitor students who test positive for the virus, while at the same time, keeping them out of the general population.But not every college is testing as frequently as Tufts. A recent survey conducted by the College Crisis Initiative at Davidson College looked at 1,400 schools nationwide. A majority of which had no testing plan in place, which health experts say has led to many of the outbreaks major colleges and universities have seen throughout the fall.There's also another lesson Tufts and other universities have learned about managing their student populations."Don’t ignore your off-campus students,” Monaco added. “Many just focused on on-campus and didn’t get them involved in testing or protocols." 1991
