SAN DIEGO (KGTV) - UC San Diego began welcoming some students back to campus housing, with a host of COVID-19 safety precautions.As with all things during this pandemic, move-in weekend at UCSD didn’t look quite the same."Kinda nervous, but excited," said freshman Alexis Estrada.Along with the normal nervous excitement, there was the new normal. Each student given a mask and hand sanitizer, along with a coronavirus test - results within 48 hours.The move-in for some 7,500 students - staggered throughout a 10-day span.Residential adviser Summer Thai says the actual moving in is taking longer."Definitely different. More difficult to get more stuff into the room ... in elevators, we practice social distancing. One family unit at a time," said Thai.While a vast majority of classes will be remote learning, any student going to a UCSD location will have to a complete a daily health self-screening. Students living and going to class on campus will be tested twice a month.Freshman Nicole Rodriguez says while the pandemic life is challenging."I can’t really hang out with suitemates. It's kind of isolating ... But these precautions are the right thing to do," said Rodriguez.UCSD officials are hoping to avoid the outbreak situation unfolding at San Diego State University, with more than 700 positive cases. UCSD is going high tech to ease those worries. Ongoing wastewater testing is serving as a warning system. Also, a voluntary pilot program will utilize smartphone technology to notify students if they may have been exposed.Classes begin September 28. Nearly 90% of classes will be online. 1612

SAN DIEGO (KGTV) - 10News got an exclusive interview with the young San Diego man who says a local ICE agent pointed a gun at his head before being arrested, in part, for driving under the influence.“I’m 20 years-old and for him to pull a gun on me just for test-riding my motorcycle on the street is definitely not okay,” says Jonathan Levenson.A spokesperson for Immigration and Customs Enforcement (ICE) confirms ICE Agent Ed Zuchelli is on administrative leave while officers investigate a criminal matter.San Diego police confirm the incident happened on February 16th on Blue Lake Drive in the community around Lake Murray.Levenson says he was test-riding his dirt bike on his street when he saw the agent walk into the middle of the street to block him.“He had it pointed at me at a ‘shooter’s position’. That’s when I knew it was definitely a gun,” he tells us of the agent, who is his neighbor. “When he first came up to me I could smell some beer on his breath but nothing too strong,” he adds.Levenson says he rode around the agent, but the agent got into his vehicle and followed. “He turned on his lights and sirens and started yelling at me through his microphone. [He was] telling me he was a federal agent and not to mess with him,” says Levenson.Levenson adds that the agent showed him his federal ID badge.SDPD confirms Zuchelli was in a government-issued vehicle at the time of arrest.Police say he was arrested for alleged DUI, showing a weapon and making threats. San Diego (KGTV)- A new affordable housing building with studio- style apartments will be coming soon to East Village. The building will be used to house the homeless. City leaders and developers broke ground on the project this morning. “Every time we get the chance to break ground on another supportive housing opportunity means that we’re going to be able to help dozens of San Diegans who need that supportive services and housing,” says Council Member Chris Ward. The building will have over 70 units for people who have experienced homelessness. There will be at least a dozen more units for those who earn 50% or less of the median average income in San Diego. The 7-story building, which includes parking, will have a glass-encased lobby, community room, laundry facilities, and counseling offices. The project aligns with the mayor’s budget proposal. In the plan, .2 million will be used for homeless programs. City leaders say combating this issue is a priority and San Diegans could see more housing, like The Link building, in the future. “If we can do this one project at a time, we can actually get to the number of units that we need in 2 years to house all of the unsheltered, chronic homeless that we see every day,” says Ward.Developers hope to have the project done by early 2021. 1312

SAN DIEGO (KGTV)- A man was arrested last month after allegedly using a body bag and gurney to steal from a deceased man’s home, according to the San Diego County Sheriff’s Department.On August 31st, around noon, sheriff’s deputies responded to a welfare check at a Spring Valley home and discovered a 60-year-old man dead inside.They say he died of natural causes and was transported to a mortuary by a contracted independent mortuary service.A couple of days later, the victim’s family reported missing items, including a gun and a safe. They then watched surveillance video from the home and learned it had been burglarized.The alleged burglary happened about 11 hours after deputies responded to the welfare check.In the video provided by the sheriff's department, you see a man, now identified as Sammy Willie Gates, rolling a gurney and body bag out of the house and into a white van.Detectives say the body bag was full of stolen items.Gates is the owner of Mortuary Transportation services, a contracted independent mortuary service; however, deputies say his company was not used to transport the victim’s body earlier.It’s unclear how Gates would have known the home was empty.Detectives from the Rancho San Diego Sheriff’s Station served a search warrant at Gates home in unincorporated El Cajon on September 9th.Inside, they found the victim’s safe and gun, along with 16 more firearms, two additional safes, jewelry, watches, war medals, comic books, thousands of dollars in collectible coins, and multiple personal identifying documents.Detectives also found a gurney and body bag matching the items in the video in Gate’s white utility van.He was arrested and charged with felonies, including Burglary of the First Degree and Receiving Stolen Property.Gates has prior felonies and is due in court for a preliminary hearing in January. 1857
