SAN DIEGO (KGTV) – San Diego police are investigating a series of scooter thefts that happened in the North Park neighborhood.Three scooters were stolen blocks from each other and reported one day apart.One was reported Tuesday in the 4800 block of Kansas Street.  Another two were reported stolen on Wednesday. SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. SAN DIEGO (KGTV) -- San Diegans may start to feel meaningful relief from the housing crisis within 10 years, state Assemblyman Todd Gloria said Thursday.Speaking to 10News before a forum on how to create housing for the middle class, Gloria said a series of new laws going into effect Jan. 1, and other efforts, could help bring relief to rising rents and home prices. “I think it’s reasonable within the decade to see change on this, this problem has become so acute that people really are demanding solutions,” Gloria said. “I think a lot of my colleagues in the legislature also understand that they have to do something. What’s been done in recent history is not working.”Gloria pointed to Governor-elect Gavin Newsom’s platform of radically increasing the amount of housing production in California. Gloria said he wants to pursue relaunching the state's redevelopment program, which paves the way for affordable housing.He said a series of new laws will also take effect Jan. 1, including one that provides financial incentives to developers who build housing for middle-income earners near transit centers. "You can pay your fees on a square footage basis rather than a per unit basis, that should result in some savings, and if done correclty at the right price points there can actually be less parking, which also saves costs,” Gloria said.Still, there is a long way to go. The average rent in the county is now about ,850 a month, and the median home price up to 0,000. She works at the Knotty Barrel on Market Street, relying on tips to help make the rent. “It’s a lot slower than in the summer, when we have baseball games and conventions,” said Devine. Devine among thousands of San Diegans competing for the region’s low supply of homes.The average rent in the county is now about ,900 a month, according to Marketpointe Realty Advisors.
