Tony Cardenas of California last week."Affording those who have been held accountable for their crimes an opportunity to become contributing members of society is a critical element of criminal justice that can reduce our crime rates and prison populations, decrease burdens to the American taxpayer, and make America safer," Trump said in his proclamation.The President goes on to urge the implementation of "evidence-based programs" in prison systems at the federal, state and local level that focus on job training, mentoring and treatment for drug and mental health issues.Trump made promises to crack down on crime a prominent part of his 2016 campaign for the White House. In a speech at the Republican National Convention after winning the Republican presidential nomination, Trump vowed that under his leadership the US would "be a country of law and order."Trump also delivered a combative speech in July 2017 calling gang members "animals" and praising law enforcement for being "rough."In January, Trump held a listening session on prison reform with Republican lawmakers and reform advocates in attendance. CNN reported at the time that Jared Kushner, senior adviser to the President and Trump's son-in-law, was spearheading the White House prison reform push.The New York Times reported on Wednesday that Kushner's interest in prison reform is in tension, however, with the tough-on-crime mentality of Attorney General Jeff Sessions. The contrast in the two approaches to criminal justice has, in turn, "left both Democratic and Republican lawmakers confused and has contributed to skepticism that the Trump administration is serious about its own proposals," the Times reported. 2403

No matter the nominee, they will face one of the most challenging nomination processes ever seen.Election Day is just 43 days away, which will make for a shorter nomination process than typically seen. Also, the Senate generally takes the weeks leading up to the election off to allow for senators to campaign. Nomination hearings might force senators to stay closer to Washington in the critical days leading to the election.The timing has both frustrated and stymied Democrats. In 2016, Senate Majority Leader Mitch McConnell would not consider President Barack Obama’s nomination of Merrick Garland to replace Justice Antonin Scalia, who died in February 2016. That left the Supreme Court down to eight justices for over an entire year.But this time, McConnell says its different with Republicans holding both the Senate and White House.“The American people re-elected our majority in 2016,” McConnell said. “They strengthened it further in 2018 because we pledged to work with President trump on the most critical issues facing our country. The federal judiciary was right at the top of the list. Ironically it was the democratic leader who went out of his way to declare the midterm 2018 elections a referendum on the handle of the Supreme Court."Senate Minority Leader Chuck Schumer fired back at McConnell."To decide it at this late moment is despicable and wrong and against democracy,” he said.McConnell and Trump could face hurdles from within the party. Republicans hold a 53-47 Senate advantage and a 50-50 tie would be broken by Vice President Mike Pence. If four Republicans choose to vote against a confirmation, the vote likely fails.So far, Republican Sens. Susan Collins and Lisa Murkowski have said they would wait until after the election to vote for a nominee. There are three other Republican senators, Mitt Romney, Chuck Grassley and Cory Gardner, whose vote is still in question. Then, a Swedish Parliament member nominated Trump after he helped secure a deal for normalized economic relations between Serbia and Kosovo.Also this week, former Vice President Joe Biden was nominated for the Nobel Peace Prize by a member of the British Parliament.“When others have resorted to violent solutions, he has argued that the best force is the force of argument,” Chris Bryant told the Evening Standard. “Because guns can stop a heart but well-placed words can change many hearts, and many hearts can change a world.”The Norwegian Nobel Committee begins accepting nominations in September for the following year. The deadline to submit a nomination is February 1 for the year of the award. Winners are then announced in early October.Both Trump and Biden’s nominations will be considered for the 2021 prize.There is no minimum or maximum number of nominations a person or group needs in order to be considered for the Nobel awards.The Nobel Committee has a 50-year secrecy rule on naming nominees. The group will not release the name of any nominee to the media, to the nominee themselves, or anyone until after 50 years.“In so far as certain names crop up in the advance speculations as to who will be awarded any given year’s Prize, this is either sheer guesswork or information put out by the person or persons behind the nomination,” the committee states on their website.According to Alfred Nobel’s will, the prize recognizes someone who has "done the most or the best work for fraternity between nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses". 2334
