CHULA VISTA, Calif. (KGTV) - Some unusual notices are showing up on front doors in the South Bay, sparking confusion and worries.On the first Saturday in May came the first encounter. Off J Street, Tony heard a knock and saw a casually dressed man at his door from a company called Pacific Home Remodeling. "He was looking to inspect homes for estimates of remodeling costs," said Tony, who asked us not to use his real name.Tony is a renter and told the man he wasn't interested. "I had to continually repeat, 'I'm not interested' before he finally left. He came back a second time a few days later - and the same situation," said Tony.Once again, the man was asked to leave. A week later, Tony and his cousin found a flyer stuck on their front door. It read 'NOTICE' in big block letters, and included a name and cell number, along with 'We were here for inspection and we missed you. Please call to arrange a new inspection.' The company at the bottom of the paper: Pacific Home Remodeling. A confused Tony set it aside. "I thought maybe they meant to put this notice on another house," said Tony.Then on Tuesday, the man turned up again. Tony's cousin was the only on home and heard a banging at the door. He was just inside the door, when he saw the man with his hand on the knob outside."He uses me cousin's name and my name saying we authorized him to come inspect home and look around. That wasn't true. My cousin told him to leave, and 10 minutes later, he returns and says he just got approval from me. Problem for him was I was on the phone," said Tony. Despite the notice, neither of them had given approval for an inspection. Tony later posted the incident on Nextdoor. Neighbors reported finding the same notices on their doors. One claimed a salesperson tried to talk his way into home past a confused elderly woman. A spokesperson with the company said they're looking into Tony's claims, but defended the use of the notices as "marketing material." Tony doesn't buy it. "It's deceptive. Very official looking. They put these notices on doors and hope people don't communicate with one another, and gain access to the house. It's very concerning," said Tony.Tony attempted to file a police report with Chula Vista Police, but says he was told there wasn't evidence a crime was committed.According to the Contractors State License Board, the Los-Angeles based Pacific Home Remodeling has had several citations dating back to 2015 and was put on probation. The latest accusations include poor work and failure to obtain permits. Hearing dates set for later this month and June could determine what happens to the company's license. 2764

CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

Children and the elderly may be good at spreading the coronavirus among their age groups, and young adults may be the primary source of community spread, or “super spreading,” according to a new study.The study, published Wednesday, involved the coronavirus testing results of a large contract tracing effort in two states in India. Superspreading has been suspected, but not really documented,” study leader Ramanan Laxminarayan of the Center for Disease Dynamics, Economics and Policy in New Delhi, and also of Princeton University, told CNN.“The greatest proportion of test-positive contacts within most age groups were exposed to index cases ages 20-44 years,” researchers found.While that age group resulted in the highest rate of secondary cases, children under 15 also had high rates of secondary spread among their own age group.During the time period researchers looked at, roughly March through August, schools were closed and there were still high rates of coronavirus recorded among children."While the role of children in transmission has been debated, we identify high prevalence of infection among children who were contacts of cases around their own age," the team wrote in their report, published in the journal Science.The data was collected thanks to rigorous surveillance and contact tracing measures.“Procedures include syndromic surveillance and (COVID-19) testing for all individuals seeking care for severe acute respiratory illness or influenza-like illness at healthcare facilities; delineation of 5km “containment zones” surrounding cases for daily house-to-house surveillance to identify individuals with symptoms; and daily follow-up of all contacts of laboratory-confirmed or suspect COVID-19 cases, with the aim of testing these individuals 5-14 days after their contact with a primary case, irrespective of symptoms, to identify onward transmission,” the study lays out. 2292

  

CHULA VISTA, Calif. (KGTV) — Popular South Bay brewery Novo Brazil is expanding its footprint in Chula Vista this month.Novo Brazil Brewery will hold a grand opening for its new brewpub on Dec. 11 in Otay Ranch Town Center.The 12,000-square-foot spot can host more than 950 guests and features a 300-seat restaurant, full bar, indoor and outdoor beer garden, two 14-foot-by-10-foot televisions, shuffleboard tables, and a kid's area with ping-pong tables, video games, and other activities.RELATED: Ballast Point purchased by Chicago-based brewerOn the production side, the brewpub boasts 60 taps with about 40 of those dispensing beer and the rest a combination of Novo's kombucha and hard seltzer creations. Canned cocktails are also in the works for the brewery. In addition to the restaurant and bar, the location will also house a five-barrel brewing system and fermentation tanks.“Our goal is to shift the axis of brewing tourism to southern San Diego attracting downtown and northern San Diego residents and tourists to experience our work and our community. With other local breweries we can put Chula Vista on the map as an official destination of the beer and gastronomic map,” said Tiago Carneiro, founder of Novo Brazil Brewery.Carneiro says they intend to brew more than 100 different beers using the massive system in their first year alone. The new brewery will allow Novo to brew specialty beers and test new recipes. The result is a black and white wave pattern across the building — inside and out— representative of Rio de Janeiro's Copacabana Beach. The bar, which owners say is the longest in the South Bay, curls around the facility and guests can kick back in furniture made from Brazilian wood around unique murals from Brazilian artists.“Our story began in Brazil, where we learned the art of brewing and created the most awarded brewery in South America," Carneiro said. "We believe our difference is our Brazilian way of showing the colorful culture and happiness of four homelands. CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079
