BEIJING, Aug. 6 (Xinhua) -- Flood-triggered disasters have killed more than 1,450 Chinese this year, with another 669 missing, according to the Ministry of Civil Affairs.Lingering rainstorms have been slashing provinces including Shaanxi, Sichuan and Jilin this year, triggering floods and landslides, which have affected a population of 200 million and forced more than 12 million to evacuate, according to the ministry.Nearly 13.5 million hectares of crops were affected by heavy rains and floods, with 2.09 million hectares destroyed, while floods have also leveled more than 1.36 million houses.The total economic loss was put at more than 275 billion yuan(40.6 billion U.S dollars), according to the ministry.The central finance authority has recently allocated 195 million yuan to subsidize local governments in those regions worst-hit by natural disasters such as rainstorms and typhoons.The fund, which has been channeled to Jilin, Guangdong, Sichuan and Shaanxi, as well as the Guangxi Zhuang Autonomous Region, will be used in relocating residents, helping people rebuild homes and offering relief for residents who lost family members.

BEIJING, July 15 (Xinhua) -- China issued an orange alert on Thursday for wave surges, the second highest level warning, forecasting that Typhoon Conson may reach land Friday on the southeast coast of China' s Hainan province.The National Marine Environment Forecast Center warned of a 6-metre wave surge in the middle and the north of the South China Sea from Thursday night through Friday.Meanwhile, warnings were also issued for a possible 5-metre wave surge off the east shore of Hainan province and a 3-metre wave surge off the west shore of Guangdong province and the southern coast of Hainan.The Center also issued a yellow-level alert for a storm surge which might affect Guangdong and Hainan province.The center suggested local governments gear up for a disaster response.Conson is currently wreaking havoc in the Philippines, killing at least 26 people and injuring 14 others as of Thursday.

BEIJING, July 10 (Xinhua) - The first Chinese language study program for foreign diplomats concluded on Saturday at Hanban, the executive body of the Chinese Language Council International.The program, which started on February 27 with a two-hour class every Saturday, had attracted 31 diplomats from 16 countries to China. The countries included Slovenia, Benin, Poland, Cameroon, Kenya, Nepal, Namibia, Tanzania, Zimbabwe, Malawi, Hungary, Romania, Bulgaria, Mexico, Afghanistan, and the Philippines."We have a lot to do in China and that makes us feel that it is necessary to learn Chinese. Not only have we learnt the Chinese language, we have also made friends with the dedicated teachers and volunteer students," said Tadeusz Chomicki, Polish Ambassador to China.During the 17-weeks of classes, the foreign diplomats learned how to greet others, shop and ask time in Chinese. TAIPEI, June 16 (Xinhua) -- China's eastern Zhejiang Province and Taiwan have agreed to deepen cooperation in agriculture, tourism, finance and other sectors, according to sources with a Zhejiang delegation which concluded its eight-day visit to the island on Wednesday.The sources said that the delegation, led by Zhejiang governor Lu Zushan, purchased 31 million yuan (4.5 million U.S. dollars) worth fruits and tea products from local farmers in Kaohsiung and Nantou.Zhejiang provincial government also pledged to help Taiwan farmers to sell their agricultural products in Hangzhou, Ningbo, Yiwu and other cities in the province and offer them preferential treatment in participating farm produce exhibitions.Zhejiang Province plans to increase its imports from Taiwan to about 10 billion U.S. dollars by the end of this year, from last year's 7.7 billion U.S. dollars.After the first six Zhejiang companies which have been permitted to conduct investment in Taiwan, Zhejiang government will promote more companies to invest in the island.Commercial banks in Zhejiang and Taiwan have also achieved cooperation agreement on financial service, insurance, futures trading and other services for small and medium-sized companies on both sides.Zhejiang is where many Taiwan people come from.The province is also a magnet for Taiwanese investment. BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.
