San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. Residents say they're concerned the pipeline could break, wreaking havoc on the area. "Our concern is if that line was ruptured, bnecause it's under so miuch pressure, that it would spew raw sewage into the environment," said Ruth DeSantis, a longtime U.C. resident who heads the area's community foundation. DeSantis added that neighbors are concerned over traffic, noise, property values, and even smells seeping out of vents. There's a middle school, park, and hundreds of homes nearby. The city says it took various measures to minimize health and safety hazards, although some impacts like noise and traffic are unavoidable during construction.San Diego spokesman Jerry McCormick added that sewage geysers would not be possible under the pipeline system."Unlike a potable water system, where there are multiple loops to provide continuous pressure and in time of a rupture must be isolated by multiple valves, often times creating large releases of water, this system will not operate like that," McCormick said. "Instead, if there is a rupture, we can shut down the pumps and the flow will come to a very abrupt and quick stop."Community groups in University City are now teaming up with those in Clairemont to fight the project."We can put everything in Clairemont and Clairemont is sleeping, and I just wanted to say, that's not right," said Roseline Feral, of the nonprofit Clairemont Town Council. The city is aiming to have about a third of its water supply be reclaimed water by 2035. SAN FRANCISCO (AP) — Oakland on Tuesday became the second U.S. city to decriminalize magic mushrooms after a string of people shared how psychedelics helped them overcome depression, drug addiction and post-traumatic stress disorder.The City Council voted unanimously to decriminalize the adult use and possession of magic mushrooms and other entheogenic, or psychoactive, plants. Denver voters approved a similar measure for people 21 and older last month.Speakers overwhelmingly supported the move, describing substances like peyote as traditional plant-based medicines. One man who described himself as a former heroin addict said such plants saved his life. Some offered mystical descriptions of the hallucinogens as providing spiritual healing.The vote makes the investigation and arrest of adults who grow, possess, use or distribute entheogenic plants one of the lowest priorities for police. No city money could be used to enforce laws criminalizing the substances, and the Alameda County district attorney would stop prosecuting people who have been apprehended for use or possession.Council member Noel Gallo, who introduced the resolution, had said decriminalizing such plants would enable Oakland police to focus on serious crime.Amendments offered by Council member Loren Taylor added caveats that the substances "are not for everyone," recommending that people with PTSD or major depression seek professional help before using them and that people "don't go solo" but seek expert guidance and have a trusted friend present during the use.The ordinance also directs the city administrator to come back within a year to provide the council with an assessment of the law's impact on the community."Entheogenic plants and fungi are tremendous for helping to enable healing, particularly for folks who have experienced trauma in their lives," Carlos Plazola, chairman of the advocacy group Decriminalize Nature Oakland, said before the council meeting. "These plants are being recommended pretty extensively undercover, underground, by doctors and therapists."The Oakland Police Department did not respond to emailed messages from The Associated Press seeking comment before the meeting. Alameda County Deputy District Attorney Teresa Drenick declined to comment.Magic mushrooms are still illegal under federal and state law. Entheogenic substances are considered Schedule 1 drugs under the federal Controlled Substances Act, which categorizes drugs that have potential for abuse and no medical value.Skeptics had raised concerns about unsafe use, especially in schools.To address such concerns, Gallo said, lawmakers would have to establish rules and regulations about the use of such substances, including what exactly can be used, how to use them and what the associated risks are.Entheogenic plants have long been used in religious and cultural contexts. Gallo remembers his grandmother treating his family members with plants, including entheogenic ones, for a variety of ailments."Growing up in the Mexican community, this was our cure," Gallo said.Hemp oils, mushrooms and yerba buenas — an aromatic plant known for its medicinal properties — "that was our Walgreens. We didn't have a Walgreens. We didn't have a way to pay for any drugs. These are plants we have known for thousands of years in our community and that we continue to use." 3363

SAN DIEGO — The driver of the McLaren sports car involved in a fiery fatal crash on Interstate 805 Thursday has been identified.Trevor Heitmann, 18, was behind the wheel of the 2014 sports car that collided with an SUV, killing himself, and a 43-year-old woman and her 12-year-old daughter, according to the San Diego Medical Examiner.The mother and daughter have yet to be identified. The medical examiner is using an alternative means to identify the bodies because of how badly they were burned, according to the California Highway Patrol.Heitmann was traveling at a high rate of speed heading southbound in a northbound HOV lane at about 4:30 p.m. near La Jolla Village Dr. before the collision, CHP said. Troopers believe he entered via an HOV lane access at Carol Canyon Rd.The two vehicles collided and exploded into flames, witnesses said, causing a chain reaction of crashes with at least five other vehicles.Heitmann was killed of blunt force trauma and pronounced dead at the scene, the medical examiner reported.The two occupants of the SUV died due to the fire which engulfed the vehicle after the crash, the report said.It's still not clear why Heitmann was traveling at such a high rate of speed in the wrong direction. According to the California Department of Motor Vehicles, his driving record was clear.CHP said Heitmann's vehicle was linked to an incident at Ashley Falls Elementary School in Carmel Valley before the crash, in which several students said the driver of a sports car drove through a fence. Del Mar Union School District said the driver got out of the car and broke a window, though no classes were in session.Heitmann is allegedly a popular YouTube personality who goes by the name of "McSkillet," according to numerous gaming website reports.McSkillet's YouTube page lists numerous videos surrounding the video game Counter-Strike: Global Offensive including "skins" or weapon customizations and tips on earning sponsors.One of the videos on McSkillet's page shows off a black McLaren and talks about how his earnings as a YouTube and Counter-Strike "Steam" content producer helped pay for the luxury sports car.Watch the CHP's press conference here:All lanes on northbound I- 805 at La Jolla Village Drive were shut down for about 10 hours due to the investigation and clean-up effort. 2426

  

San Diego Democratic delegate Jess Durfee has attended the last four of his party's conventions to select the presidential nominee.Some days, he spends more than 15 hours attending meetings, luncheons and waiting for major speeches on the floor."There is nothing like attending a convention," he says.There is also nothing like the Democratic National Convention for 2020, which begins Monday. It's going all virtual in the midst of the Coronavirus outbreak. It starts with a keynote speech from Sen. Bernie Sanders, and will conclude Thursday when Joe Biden officially accepts the presidential nomination. Durfee used to attend with his San Diego counterparts. This year he was supposed to go to the convention in Milwaukee. Instead, he'll be joining from his home office in University Heights. "We would normally be seeing one another, even having breakfast together... We'd grab a couple of tables, and say 'these are San Diego tables, get away,'" he said, jokingly.The same virtual format will apply for the Republican National Convention, happening next week. Thad Kousser, a political scientist at UC San Diego, says these conventions are essentially one long political ad. The business of the party is not the priority - it's getting voters excited for November."The big question here is whether America will want to watch something that looks like the Zoom meetings many of us have been in all day," he said. But Kousser said there is intense political interest that could push up viewership. In 2016, 26 million people tuned in for the opening night of the Democratic National Convention.Durfee said if there is a drop off in viewership for the Democrats, he expects the same issue next week when the Republicans hold their convention. 1752

  

SAN FRANCISCO (AP) — California lawmakers will consider next year whether to decriminalize psychedelic drugs. The San Francisco Chronicle reports state Sen. Scott Wiener said Tuesday that he plans to introduce a bill decriminalizing possession of hallucinogenic mushrooms and other psychedelics. Oakland adopted a resolution last year decriminalizing certain natural psychedelics that come from plants and fungi. Oregon last week became the first state to legalize psychedelic mushrooms. Wiener said he was encouraged by those developments and is talking with experts about exactly what form his proposal should take. He said he was leaning toward Oregon’s supervised-use approach,. 690
