LOS ANGELES, Calif. – The mayor of Los Angeles is authorizing the city to shut off the utilities at homes and businesses that host large parties during the COVID-19 pandemic.Mayor Eric Garcetti made the announcement Wednesday, arguing that such large gatherings put the entire community at risk of contracting the deadly coronavirus.Garcetti says he will allow the city to shut off Los Angeles Department of Water and Power service in “egregious” cases, in which houses, businesses and other venues are hosting unpermitted large gatherings.“While we have already closed all nightclubs and bars, these large house parties have essentially become nightclubs in the hills,” said Garcetti. “Many times, the homes are vacant or used for short term rentals. And beyond the noise, traffic and nuisance, these large parties are unsafe and can cost Angelinos their lives.”Starting on Friday night, Garcetti says if the Los Angeles Police Department responds and verifies that a large gathering is occurring at a reoffending property, officers will provide notice and initiate the process to request that DWP shut off service within the next 48 hours.The mayor’s announcement came hours after a city councilman introduced a motion to increase penalties for property owners who hold large parties in violation of public health orders. Inside, face masks labeled for each physician.“We have paper bags on our window sills with a bunch of masks. In there, we have 3-4-5 masks we’re rotating through. Those have to be kept covered to protect them from splatter or anything because once they get dirty, then they have to be thrown out,” Dr. Daniel Gold said. “We circulate gowns as well.”Gold is an E.N.T., which is the medical and surgical choice for anything having to do with the ears, nose or throat. It's a profession that is very much in your face, so protective gear is of utmost importance.“After wearing them for 5-10 minutes, you get short of breath and you’re like this is really hard,” he said.Doctors like Gold are having a hard time getting more gear. In fact, Dr. Gold often uses shields that are designed for sheet metal work because medical grade equipment is back ordered, or entirely unavailable. They're asking the government to step in."We urge Congress to prioritize the production, distribution, and availability of PPE and testing, and accelerate efforts to conduct contact tracing,” the letter read. “All of these are essential to the safe reopening of medical practices and the economy and must be prioritized for all health care workers."They're also asking for financial help as their costs to operate, while seeing half the patient volume, are mounting.“These additional precautions and equipment is running us about per patient,” Dr. Gold said. “It’s about a million in extra overhead a month just in these extra masks, and gowns, and gloves and wipes. Many districts across the country are looking ahead to this fall and trying to make plans about how students could, or should, return to the classroom. A nationwide pediatric group is urging local leaders, parents and education systems to collaborate and create policies that allow for as much in-person learning this fall as possible.The American Academy of Pediatrics released guidance on their website based on in-person attendance at schools being not only fundamental to children’s mental, social and physical development, but also playing “a critical role in addressing racial and social inequality … it is critical to reflect on the differential impact SARS-CoV-2 and the associated school closures have had on different races, ethnic and vulnerable populations.”The recommendations include masks, physical distancing, and outdoor play, with more specifics. Such as, the AAP recommends placing desks 3-to-6 feet apart as long as it allows children to attend school; the 3-foot distance can be used when face coverings are also being worn.Middle and high schools should avoid groupings of students inside doing activities involving exhalation, i.e. singing, exercising, etc. according to the recommendations. The AAP also encourages limiting locker use and moving from room-to-room for classes.The guidance extends to school faculty and staff, with the AAP urging districts to make sure adults in schools get the support they need to set a good example and stay healthy.“In the same way that students are going to need support to effectively return to school and to be prepared to be ready to process the information they are being taught, teachers cannot be expected to be successful at teaching children without having their mental health needs supported.The U.S. Centers for Disease Control and Prevention last updated their guidance to schools and care facilities in April and it is focused on quickly stopping an outbreak, cleaning facilities and maintaining continuity in education and meal accessibility.AAP acknowledges any school policy this fall should be flexible and nimble, able to respond to new information about the coronavirus and specific needs in each school, district and region.“Although schools should be prepared to be agile to meet evolving needs and respond to increasing knowledge related to the pandemic and may need to institute partial or complete closures when the public health need requires, they should recognize that staff, students, and families will benefit from sufficient time to understand and adjust to changes in routine and practices.” 2591

Mental health experts are concerned that people who are unemployed amid the COVID-19 pandemic may be experiencing more mental health issues.Art Goldsmith, a professor of economics at Washinton and Lee University, says that some people who don't have a financial buffer — particularly minorities or people who have young kids — might become more emotionally distressed by losing their job.Unemployed people are normally optimistic at first. But after five or six weeks, feelings of hopelessness or anxiety increase."That's when I would say the psychological distress really arise, and poor emotional well-being starts to become a footprint of that bout of unemployment," Goldsmith siad.According to Maria Heidkamp, the director of the New Start Career Network at Rutgers University, that's concerning because the number of people who have been unemployed long-term has ballooned during the pandemic. She says that combing the stress of the health emergency with the pressure of being unemployed compounds an already difficult process."Your self-esteem can take a beating if you apply for jobs and get a series of rejections, and you don't know why. Or maybe you don't hear anything." Heidkamp said. "Even pre-pandemic, we know how stressful it is. "Heidkamp says that unemployed people should break up their job search and related goals into small, manageable steps. She suggests re-doing resumes or building an online presence in small chunks.She also suggests finding activities that reduce stress during unemployment and searching for part-time work while continuing to look for full-time employment.New Start Career Network is also partnering with the Mental Health Association of New Jersey to offer online health and wellness workshops. 1749
