EL CAJON, Calif. (KGTV) - A day after a massive fire broke out in an East County recycling plant, smoke was seen billowing from a building just a freeway exit away Thursday.San Diego firefighters responded to the site at about 12:30 p.m. Smoke could be seen pouring from a building in the 100 block of Fletcher Parkway in El Cajon. The site is that of the city's former police station, that has since sat abandoned.It's not clear if there were active flames inside the building, but footage from Sky10 showed thick smoke coming from the building.San Diego Police officers were also seen nearby with three individuals sitting on the ground. Police have not confirmed if anyone was in custody or being questioned.The site was approved for redevelopment last year, with plans to build a hotel and retail stores on the site.Wednesday, a metal recycling facility burst into flames, sending black smoke into the air. (KGTV) - At age 73, Brian Duncan is following his own advice: if you think you can do it, you probably can.When Duncan got out of the Navy in 1967 he wanted to become a police officer. At the time, however, he says departments wanted big, tall men with 20/20 vision. He didn't fit the mold and moved on to a career in the court system.Twelve years ago, the itch came back, and Duncan joined the El Cajon Police Department's Retired Senior Volunteer Patrol, also known as the RSVP program.Now he's taking his service even further, working to become a reserve police officer.If he lands a job, Duncan will be a sworn police officer able to make arrests and carry firearms. The only difference is he'll always have to work alongside a regular police officer.Duncan says his age is not a barrier and he's doing this to make a difference in the community."I've proven I can get through the academy, so I can do it. If I didn't think I could do it or would jeopardize someone's safety, I wouldn't do it," said Duncan.Reserve officers work voluntarily and are not paid.On Friday Duncan graduates from Grossmont College's 32nd Police Academy and already has an application out for a job.  1210

EL CAJON, Calif. (KGTV) -- The family and friends of the 31-year-old man accused of gunning down his wife and their kids in Paradise Hills over the weekend spoke Monday about the tragedy. Police say Jose Valdivia killed his wife, Sabrina Rosario, and their three children, 3-year-old Enzi, 5-year-old Zuriel, and 11-year-old Zeth. Valdivia also shot his 9-year-old son who survived but is in the hospital on life support. Family and friends say they do not agree with what Valdivia did, adding that they are also grieving the loss of their loved one, his wife, and their children. "We do not agree with what he did but as family and friends, we love him," said close friend Gavino Pinal.His friends called him a loving father and a hard-worker.
