SANTA ANA (CNS) - Orange County was removed from California's coronavirus monitoring list Sunday, starting the clock for all public schools in the county to potentially reopen in early September.The state mandates a county must be off the watch list for 15 days before all schools can reopen. Orange County's data on hospitalizations and other key metrics have been moving in the right direction, with the rate of county residents testing positive for COVID-19 at 5-point-4 percent, below the state's desired threshold of 8 percent.Underscoring the positive trends, county health officials reported just 153 newly confirmed cases of COVID-19 and one additional death Sunday, bringing the county's totals to 45,954 cases and 897 fatalities.The data on hospitalizations continued to move in the right direction, with 380 people hospitalized and 111 of those in intensive care. Those numbers were 392 and 110 on Saturday, 397 and 117 on Friday, and 400 and 118 on Thursday, according to the Orange County Health Care Agency.The county's case rate per 100,000 residents dropped from 92.9 to 90.2, which is still far higher than the California Department of Public Health threshold of 25 per 100,000 residents.The county has 29% of intensive care unit beds available, which is better than the state's 20% threshold. And the county's hospitals have 58% of their ventilators available, well above the state standard of 25%.The OCHCA reported that 594,082 COVID-19 tests have been conducted, including 5,163 reported Sunday. There have been 37,452 documented recoveries.Orange County could be placed back on the list should it be flagged for exceeding any one of six different metrics for three consecutive days. Those metrics are the case rate, the percentage of positive tests, the average number of tests a county is able to perform daily, changes in the number of hospitalized patients and the percentage of ventilators and intensive care beds available.The decision to reopen schools would still be left to individual districts. Orange County officials say 24 elementary schools have already been approved to reopen, including six in the Los Alamitos Unified School District.For parents still leery of returning students to classrooms, Dr. Clayton Chau, the county's interim chief health officer and director of the Orange County Health Care Agency, said the county "encourages" them to continue online learning, "especially children who are at a higher risk."The county will provide tests for staff and students and a "full medical team" that includes pediatricians, while infectious disease experts from Children's Hospital of Orange County and UC Irvine "will be standing by to assist when needed," Chau said.Wednesday was the first day the county fell below the state's monitoring thresholds, Chau said.It is possible various business sectors that are shut down for commerce indoors may be allowed to return to normal, Chau said. (KGTV) - A San Diego Police motorcycle officer suffered leg injuries after being struck by a vehicle in the South Bay Friday.The collision was reported just before 10 a.m. on westbound SR-905 at I-805. The officer was conducting a vehicle stop of a red SUV when a white pickup collided with the officer's motorcycle. The motorcycle then collided with the SUV, knocking the officer 70 feet down an embankment.The officer was able to call in the collision on their own. (KGTV) - After seven years of planning and more than a year of construction, Mast Park in Santee is almost ready to reopen.The new park features all modern technology and brand new amenities, but planners wanted to make sure it kept its original feel of being surrounded by nature."If you think of Santee's parks along the river as a string of pearls, this one was the oldest and needed some polishing," says Bill Maertz, the City of Santee's Director of Community Services."We've kept the feel of the natural park," he adds. "So we have a brand new park here, but we've got 100-year-old trees here."The park's new features include three picnic shelters, a larger parking lot with electric car charging stations, three larger dog parks, a nature discovery play area, a forest-themed playground, a new basketball court, and an enhanced disc golf course.There are also more than 100 new trees planted throughout the 80-acre park, as well as native and drought-resistant landscaping."A portion of the park is part of the San Diego River Trail. So we wanted to keep that natural experience along the river," says Maertz.Multiple public meetings also showed that the community wanted to help kids build a connection to nature through the park."Children have a nature deficit disorder, there's too much time with screens, TVs and stuff," says Maertz. "So, we're trying to get them reconnected back to nature."The park will also have an active storm-water drainage system that runs through it like a river. Water runoff from nearby apartment complexes and businesses will filter through the park, with natural elements helping to clean it and block debris and trash from entering the San Diego River. The city built 12 bridges in the park to let people walk over the runoff areas like they're walking through a forest."The only reason we have 12 bridges is that we didn't have room for 13," jokes Maertz.The park will also have new bathrooms and a concession stand. The struggling retailer announced plans to close another 46 Sears and Kmart stores.The company has already closed more than 100 stores this year -- including the last remaining Sears in its hometown of Chicago -- as it attempts to stem losses.Employees at 13 Kmart stores and 33 Sears stores were notified that their locations would close by November.When Sears and Kmart merged in 2005, they had about 3,500 US stores between them. About 900 US stores remain, and more closings are likely."We continue to evaluate our network of stores, which is a critical component to our integrated retail transformation, and will make further adjustments as needed," the company said in a statement.Liquidation sales at some of the stores will start as soon as August 30.Sears has lost .2 billion since 2010, its last profitable year and sales have plunged 60% in that time.The company has been looking at selling assets as a way to raise money. SAN TAN VALLEY, Ariz. — In-person schooling was supposed to begin Monday for the J. O. Combs School District, but a move by teachers and staff forced the district to cancel school for the day.On Friday, a J. O. Combs Spokesperson said 109 teachers and staff requested not to work on Monday."Due to these insufficient staffing levels, schools will not be able to re-open on Monday as planned. This means that all classes, including virtual learning, will be canceled," wrote J. O. Combs Superintendent Dr. Gregory Wyman in a letter to parents on Friday. "At this time, we do not know the duration of these staff absences, and cannot yet confirm when in-person instruction may resume."A teacher in the district said that one of the reasons teachers decided to call out Monday was that they felt unprepared to teach students virtually and in-person.Teachers are expected to simultaneously instruct students in the classroom and those at home via live stream. One teacher believes they were not adequately prepared to cater to both types of learners, since all of the educators' attention has been on executing online learning."The issue is that [a] teacher would not be able to tend to the online learners that are on Google," said a teacher in the district. "Even in-class learning must be modified for online. So it's a lose-lose for both types of learners."That teacher said only one hour of training was given for the live stream equipment."Some classes have as many as 36 [on] their roster or more. About half are choosing to stay home, so we really need to service our online learners."Aside from the feeling of unpreparedness from teachers, many feel unsafe since benchmarks set by the Arizona Department of Health Services have yet to be met by any of the school districts."My coworkers do not feel safe. Metrics being met is a big deal.
