OMAHA, Neb. — Authorities in Omaha say two people died and two others are in critical condition after a home explosion and subsequent fire early Tuesday morning.Following the deadly explosion, it was discovered that the homeowner, 74-year-old Theresa Toledo, had filed a petition for a domestic abuse protection order against 27-year-old Alexander Toledo, stating her relationship as his grandmother. Theresa and her daughter, Angela Toledo, both died in the fire that broke out in the 4800 block of South 51st Street. A dog also was found dead at the scene. According to the Omaha World Herald, Alexander and another person who lived in the home suffered critical injuries.Theresa wrote in the petition, "Alex is on meth, mushrooms that I'm aware of, I haven't been able to see my grandchildren since summer because they are afraid of him as he talks to himself and says his stepfather is in his head, which is not true...he has put holes in the basement walls where he stays and you can't even walk in the basement. He has electronics in the walls & ceiling. I'm afraid he will start my house on fire."Toledo also described her grandson's alleged criminal history with narcotics. She concluded the petition by writing, "I need Alex out of my house now before he destroys my house or harms me, the drugs make him crazy."According to Omaha Fire Department Battalion Chief Scott Fitzpatrick, crews arrived on the scene at 8:15 a.m. Tuesday, with a second alarm called at 8:23 a.m. The entire block was initially evacuated before authorities determined there was no threat to other residents.The house that exploded is a complete loss and was leveled in the explosion. Some surrounding homes have extensive damage.Neighbors described the scene as horrifying and said it sounded like a bomb went off. "I heard a very loud explosion. It sounded almost like something was bombed and I flew out of the house thinking it was my house and when I got outside I could see the house was on fire and someone was running down the hill and saying to call 911," said Marianne Distefano, a neighbor. When fire rescue arrived at the scene, the house was engulfed in flames. "It was horrible. I mean it was just in flames and after that, smoke, but you could see it was bad. It looked like someone had bombed the house," Distefano said. Distefano saw one neighbor jump to action. Jeff Mell ran towards the flames when he saw what was happening. "I heard something fall, it sounded like something fell on our house, I thought it was a tree or whatever so I came out front angry and I looked down the street and saw flames coming and I automatically just started running," Mell said. He and another neighbor wrapped a man in blankets and helped him to a safer area. Fire investigators are probing the cause of the explosion. "There are so many variables to tell right now, that’s why we have to investigate and kind of piece it together to see exactly what it was that made that house explode. As you can see, the explosion was pretty big," said Fitzpatrick. They struck between 5:00 p.m. and 6:00 p.m. about 14.3 miles east-southeast of Ocotillo Wells in San Diego County.The U.S. Geological Survey reported a 3.5-magnitude quake struck the region at 5:34 p.m. A 3.4-magnitude quake struck only a few minutes prior.Two aftershocks followed suit. A 3.1-magnitude quake shook the area at 5:37 p.m. and the last earthquake reported struck around 5:48 p.m with a 3.3-magnitude. 523

OCEAN BEACH, Calif. (KGTV) — Every summer, a unique, orange ball can be seen bobbing on the ocean's horizon just off the shore of Ocean Beach.The "David Buoy" was placed off Ocean Beach pier last week, heralding in a summer tradition for the beach town.The buoy is one of several deployed by San Diego lifeguards between North Pacific Beach and Ocean Beach every year for lifeguards to utilize as a workout destination. Rick Strobel and James Murphy, a junior lifeguard program director, helped to standardize the use of buoys every summer for workout programs. In Ocean Beach, a group of Obecians asked Strobel about the buoy and started to swim out to it themselves, Strobel told 10News."It became a topic of discussion, 'did you swim the buoy today,'" Strobel said. "They were also big David Bowie fans and the named it 'David Buoy.'"Strobel says the following year, the group gave him a David Bowie sticker and asked him to place it on the buoy before it was set. Oregon became the first state to decriminalize drugs like meth, cocaine and heroin this past election through Measure 110. The decision does not legalize these drugs, but supporters say it can help lead people away from jail and into treatment.“We work primarily with folks who are injecting heroin and methamphetamines,” Haven Wheelock said. She runs drug user health services at medical clinic Outside In, in Portland. “It’s really about engaging people who are using substances and helping to give them tools to be happy, healthy and hopefully survive.”One of the programs they provide is a syringe exchange service, to give users clean needles and materials to use.“I have seen for decades how our current system of criminalizing drug use and addiction has really damaged lives and harmed people I care about,” she said.That system is changing. “Most of the clients I've had the opportunity to talk to about this really have this sense of relief, honestly,” Wheelock said. “The measure effectively decriminalizes personal use amounts of substances as well as provides funding for addiction and recovery support services across the state of Oregon.”However, decriminalization is different from legalization.“Decriminalization is basically making something so that it is no longer a criminal offense if you were to do it, it is still seen as a violation,” said Christopher Campbell, an Assistant Professor of Criminology and Criminal Justice at Portland State University. “Full blown legalization is more like there is no violation whatsoever associated with it, within certain degrees.”With decriminalization, instead of going to jail for having personal amounts of a drug on you, “you have a choice then of a 0 fine, or you take this chemical dependent screener assessment that determines if you are a good candidate for treatment,” Campbell explained.This puts the focus on treatment, not jail.“If you have fewer arrests based on possession, you're going to have fewer people in pre-trial detention,” Campbell said. “So you'll have fewer people going to prison. It’s kind of a chain reaction.”In many states across the U.S., personal use possession of drugs like these is a felony offense. Back in 2017, the Oregon governor signed a bill making it a misdemeanor.“I don't think it’s going to dramatically decrease the prison population. It might decrease it a little bit. I think the biggest one we’ve seen was felony to misdemeanor,” Campbell said.The impacts of a drug-related felony charge is something Bobby Byrd has experienced his whole life.“For the small possession of drugs,” Byrd explained. “That conviction ruined my life in a lot of ways. Kept me from getting jobs. Kept me from getting apartments.”Byrd was arrested decades ago in the 1990s.“I know this may not be able to help my past, but I don't want what happened to me to happen to anybody else in their future,” he said. “People don’t need punishment for their addiction, people need help for their addiction.”That’s exactly why he’s been vocal in his backing of Measure 110. The measure is also paving a path for easier access to treatment.“You won't have to have gotten in trouble in order to access these services,” Wheelock said.“Oregon has kind of been primed for this. We’ve been very much on this progressive slate,” Campbell said.From the first to decriminalize marijuana in 1973, to decriminalizing most other drugs, Oregon has paved the path to a lot of drug-related policy. Campbell said if it does what it intends, increase treatment and decrease use, other states may look to Oregon.“I think there's a good chance that a lot of states will be interested in this,” he said. 3669
