NEW YORK -- A suspended NYPD officer is now facing criminal charges after using an apparent chokehold during a now-viral arrest in Queens last Sunday.Officer David Afanador has been charged with attempted aggravated strangulation and strangulation in the second degree, Queens District Attorney Melinda Katz said Thursday.The 39-year-old cop, who has a history of complaints against him, was arrested and booked at his own Queens precinct just after 9 a.m. Thursday, according to police.If convicted, Afanador faces up to seven years in prison, the DA's office said.DA Katz acknowledged that body-camera footage shows the officers being cursed at and badgered before the incident. "Everyday, however, police officers find themselves in circumstances that require them to exercise restraint and are charged with de-escalating potentially volatile conflicts," the district attorney said."Even under the most difficult of circumstances...this kind of action is exactly the kind of police conduct that the NYPD has banned and our State Legislature criminalized," Katz added.Afanador was suspended without pay Monday, just a day after being caught on video pinning 35-year-old Ricky Bellevue to the ground and apparently putting him in a banned chokehold in the confrontation on the Rockaway Beach boardwalk.Mayor Bill de Blasio said at the time it was the fastest he'd ever seen the NYPD discipline an officer.The NYPD released the body-cam video of the arrest almost immediately after bystander video of the incident went viral.Prosecutors opened the investigation into Afanador’s actions Monday, saying at the time "there must be zero tolerance for police misconduct."Afanador was acquitted in a prior case stemming from allegations he pistol-whipped a Bronx teenage suspect and broke two teeth in 2014.The officer has had eight Civilian Complaint Review Board complaints filed against him, including use of excessive force and denying medical attention, since he joined the force in 2005.The use of excessive force by police has sparked weeks of protests and rallies in New York City and nationwide.The outcries for police reform prompted Commissioner Shea to shake up leadership at the NYPD. But the most ambitious party plan is the illumination of the Batman signal.It will start at Fed Square in Melbourne, Australia. Northwestern University in the Chicago suburb of Evanston was under a lockdown order for nearly an hour after reports came in Wednesday afternoon of a person on campus with a gun and shots fired. It turns out that the whole incident was a hoax. According to ABC News, an Evanston Police official said that the report was a swatting incident. The emergency call to police claiming there was a gunman on Northwestern's campus came from out of state.  Swatting pranks have been taking place in recent years involving a call to police prompting a SWAT unit to respond to a person's home. The prank sometimes end up being deadly. In December, a 28-year-old Kansas man was shot and killed by police after a prankster claimed the man was holding his family hostage after shooting his father. When police arrived, the man reached for a waistband, causing police to kill the man. It turns out he was unarmed, and the call came from 1,400 miles away. Northwestern University originally reported that a person with a gun was located near Engelhart Hall. Evanston Police said that several streets nearby were closed. After an initial search, Evanston Police said they could not find any victims, gunmen or crime scene. Students and employees were being told to seek shelter around 2:40 p.m. local time. An hour after the initial lockdown order, Northwestern said that only those in Englehart Hall remained in shelter. An all clear was given shortly after 4 p.m. local time.  1540

NIPAWIN, Saskatchewan (AP) — Canadian police said early Saturday 14 people were killed and 14 people were injured after a truck collided with a bus carrying a junior hockey team to a playoff game in Western Canada.Police say there were 28 people, including the driver, on board the bus of the Humboldt Broncos team when the crash occurred around 5 p.m. Friday on Highway 35 in Saskatchewan."We can now confirm fourteen people have died as a result of this collision," The Royal Canadian Mounted Police said in a release early Saturday."The other fourteen people were sent to hospitals with a variety of injuries; three of these people have injuries that are critical in nature."No names were released, and police would not say whether players or coaches were among the dead. There was no mention of the truck driver.The team president said parents from across Western Canada were rushing to the scene as they struggled to cope with the tragedy."It's one of the hardest days of my life," said Kevin Garinger. "There have been multiple fatalities — our whole community is in shock, we are grieving and we will continue to grieve throughout this ordeal as we try to work toward supporting each other."Michelle Straschnitzki, who lives in Airdrie, said her 18-year old son Ryan had been taken to a hospital in Saskatoon, Saskatchewan."We talked to him, but he said he couldn't feel his lower extremities so I don't know what's going on," she said. "I am freaking out. I am so sad for all of the teammates and I am losing my mind."The team was on its way to play in Game 5 of a semi-final against the Nipawin Hawks.Darren Opp, president of the Hawks, said a semi T-boned the players' bus."It's a horrible accident, my God," he said. North Dakota Senator Heidi Heitkamp is facing the very real possibility that she may have to say good bye to the seat she's held for the past six years.Heitkamp is a moderate Democrat, who touts her ability to make tough choices and not always voting based on politics. One of the hardest moments for her was voting "no" to Supreme Court nominee Brett Kavanaugh."I think that a lot of people wrote the political obituary after that vote, and it may in fact be that," says Heitkamp.Voting against Trump was also a risky move, in a state that voted for the president by a 36-point margin.When asked if that factored into her decision at all, Heitkamp replied, “No, because when you’re making this decision, especially on a Supreme Court justice, there’s no do-overs.”In recent polls, Heitkamp trailed her opponent, Congressman Kevin Cramer, by double digits.Having someone always stand with Trump seems to be what some voters in North Dakota are looking for.“She voted ‘no’ on Kavanaugh; that was a big deal to me,” says one voter.But there were plenty who would say the opposite.“I really admired her for doing what was right in her heart, rather than what she was pressured to do,” says another voter. “So, I admire her independence on that.”Heitkamp hopes that come Tuesday she'll beat the odds and be elected to serve another term. 1346
