BEIJING, April 15 (Xinhua) -- The goal of China's foreign trade policy in 2010 was to improve its trade balance while maintaining steady export growth, said the Ministry of Commerce (MOC) spokesman Thursday. The country's trade surplus was expected to shrink by another 100 billion U.S. dollars in 2010, said Yao Jian, the MOC spokesman, at a press conference. The statement came less than a week after the country posted its first monthly trade deficit for March in six years, which was valued at 7.24 billion U.S. dollars, according to the General Administration of Customs (GAC) last Saturday. The GAC said the March deficit mainly stemmed from shrinking exports of labor intensive products, surging imports volumes and rising commodity prices, and predicted the country's trade surplus might continue decrease for the rest of the year.Echoing the GAC, Yao said the country's foreign trade was likely to keep heading toward a more balanced state, while some experts predicted China's trade would soon return to surplus."The trade deficit registered in March demonstrated expanding domestic demand accompanied by lukewarm demand in the international market," Yao said."Because such a situation would continue, the monthly trade deficit seen in March would remain, at least in the first half of 2010," he said. The deficit also proved that, in an era of economic globalization, it was market supply and demand, and other factors that decided trade balance rather than exchange rates, said Yao.Yao portrayed the deficit in March as the continuation of a shrinking trade surplus that started to appear in 2008, and also as a result of the central government's macroeconomic policy in balancing the economy. In recent years, China has worked hard to restructure its economy away from excessive dependence on exports and the manufacturing sector, while a whole range of measures have been taken to expand domestic demand. The goal of China's foreign trade policy was to further balance trade while maintaining stable growth in exports, he said.Yao expected the ratio of China's trade surplus to its gross domestic product (GDP) to fall to 3 to 4 percent from last year's 5.7 percent. When an economy's ratio stays between 5 percent and minus 5 percent, its trade can be considered as more or less balanced, said Yao Jian, citing a commonly accepted standard adopted in the economics field. The conclusion coincides with another set of data provided by the GAC chief Sheng Guangzu in an exclusive interview with Xinhua on Wednesday.Sheng said the ratio of China's trade surplus to its total trade volume declined to 2.3 percent in the first quarter this year from more than 10 percent registered between 2006 and 2008."When the ratio is below 10 percent, it means the country's foreign trade can be deemed as balanced," said Sheng citing an international standard.Sheng also said that China never worked towards having a trade surplus and the country was committed to making its foreign trade more balanced.China's trade surplus would continue to shrink as a result of the country's efforts to restructure and balance its foreign trade, he said, echoing the views of Yao.

BEIJING, April 22 (Xinhua) -- China's top food safety authority issued new regulations Thursday, setting more stringent requirements on the use and the approval of food additives. The Ministry of Health's "Regulations of New Food Additives," published on its website, set six new restrictions on the use of food additives. The new regulations forbid the use of food additives to mislead consumers about the content and quality of food or to fake food content.Using food additives to disguise decaying and bad quality food is also forbidden.Under the new regulations, food producers are required to use the minimum amount of necessary food additives, and are not allowed to use those that would reduce the nutritional value of food. The ministry would approve new food additives, only if they are proved to be necessary in food production and safe for humans in tests organized by the ministry, the new regulations stipulate. The ministry must conduct reassessments of the safety of its approved food additives, when their necessity and safety are questioned by new research results. The new regulations takes effective Thursday.Food quality in China has been a major concern after a series of scandals. In 2004, at least 13 babies died from malnutrition in the east China's Anhui Province and another 171 were hospitalized, after consuming infant milk powder that contained too little protein. In November 2006, the country's food safety authorities found seven companies producing salted red-yolk eggs with cancer-causing red Sudan dyes to make their eggs look redder and fresher. And in 2008, six babies died and 300,000 others fell ill after being fed with baby formula made from milk contaminated with the industrial chemical melamine.

BEIJING, April 28 (Xinhua) -- Industrial enterprises in China's 24 regions reported combined profits of 690.8 billion yuan (101.2 billion U.S. dollars) in the first quarter, more than double the figure of the same period last year, the National Bureau of Statistics (NBS) said in a statement Wednesday. The NBS did not provide reasons for the 102.6-percent profit surge. The figure was down 21.1 percentage points for the first two months of the year, the statement said.Analysts attributed the growth to a low comparison base during the first quarter of 2009 when the country's economic growth was dragged down by the global economic downturn. The economic recovery, backed by government stimulus measures, also helped lift profits. The People's Bank of China, the central bank, said in a statement last week that industrial production in the first quarter had accelerated and profits of enterprises continued to expand on growing domestic demand.Altogether 38 of the 39 major industrial sectors saw year-on-year growth in profits, with profits of the steel industry up 3,380 percent and those of the power sector up 1,540 percent, the statement said.

BEIJING, April 17 (Xinhua) -- China is disappointed the European Union (EU) has decided to launch an anti-subsidy investigation into imported Chinese coated paper, Ministry of Commerce (MOC) spokesman Yao Jian said Saturday."China will closely follow this issue and reserves its right to take necessary measures in accordance with WTO rules," Yao said.He said the coated paper probe is the EU's first anti-subsidy investigation into Chinese products. The EU launched an anti-dumping investigation on Chinese coated paper two months ago, he said.Increased trade protectionism is a major threat to the world economy recovery, Yao said."To create a win-win situation, China and the EU should settle trade disputes cooperatively," he added.MOC data shows the EU initiated seven anti-dumping investigations against China in 2009.The EU is China's largest trade partner, with bilateral trade volume exceeding 360 billion U.S. dollars last year.

BEIJING, April 8 (Xinhua) -- China expressed its concerns Thursday about a Chinese coal ship that ran aground off the eastern coast of Australia.Chinese Foreign Ministry spokesperson Jiang Yu told a regular press briefing China is paying close attention to the incident and has taken immediate action to deal with it.China is concerned an oil spill may pollute Australia's Great Barrier Reef, Jiang said, adding that the related shipping company and Australian authorities should enhance cooperation to appropriately address the issue.Jiang said China's embassy in Australia contacted local authorities and urged them to ensure the crew's safety.Australia has taken rescue measures in time, she said, noting that the body of the ship has been kept stable and the crew are safe. The Chinese-owned, 230m-long bulk coal carrier Shen Neng 1 ran aground about 70 km east of Great Keppel Island shortly after 05:00 p.m. local time on Saturday. About two tonnes of fuel oil have spilled, creating a slick about 3 km long and 100 meters wide. The vessel, carrying 950 tonnes of heavy fuel oil and 65,000 tonnes of coal, was bound for China.
