WASHINGTON — The course of President-elect Joe Biden's transition to power is dependent in part on an obscure declaration called “ascertainment.” The formal presidential transition doesn’t begin until the administrator of the federal General Services Administration ascertains the “apparent successful candidate” in the general election. Neither the Presidential Transition Act nor federal regulations specify how that determination should be made. That decision greenlights the entire federal government’s moves toward preparing for a handover of power. It includes millions of dollars in funding for the new team, office space, and makes administration officials available. The administrator of the GSA, Emily Murphy, was appointed by President Donald Trump. She has not given any indication on when she would start the process. The General Services Administration is a government agency that is in charge of federal buildings. The GSA’s leadership is supposed to act independently and in a nonpartisan manner, and at least some elements of the federal government already have begun implementing transition plans. Aviation officials, for instance, have restricted the airspace over Biden’s lakefront home in Wilmington, Delaware, while the Secret Service has begun using agents from its presidential protective detail for the president-elect and his family. The most notable transition delay in modern history was in 2000, between outgoing President Bill Clinton and incoming President George W. Bush. The Supreme Court didn't decided a recount dispute between Al Gore and Bush until December. 1603

VISTA, Calif. – A Carlsbad pastor whose wife caught him molesting a female family member was sentenced to 15 years in prison Tuesday afternoon. Matthew Tague stood in Superior Court in Vista to read a statement of apology; taking 100 per cent responsibility for hurting those closest to him and saying he's getting counseling for his sex addiction."For all these things, I am and will be truly and profoundly repentant and in light of my terrible and reprehensible actions. I would like to share why I'm grateful that I was discovered on May 5, 2017."His wife stood then, talking about rehabilitation and forgiveness. "This sentence my husband faces, we all know is indeed lifelong; no matter what number of years is decided, these events will follow him for the rest of his life."Deputy district attorney Patricia Lavermicocca hammered on Tague's role in the community, as pastor of North Coast Calvary Chapel. "This isn't just a father; he is a pastor who teaches the community the morally right thing to do."Judge Daniel Goldstein noted Tague's selfishness and aggression, calling his acts outrageous and heinous. "I do consider that you never had a criminal history but you stepped off the deep end."Tague, 44, pleaded guilty in February to two counts of lewd act on a child.According to Deputy District Attorney Patricia Lavermicicca, Tague repeatedly molested the victim between 2016 and 2017 when she was 12 and 13 years old.RELATED: Carlsbad pastor arrested on child molestation chargesTague’s wife reported him to the authorities after catching him in the act in May of 2017. 1597

WASHINGTON (AP) — A statue of Confederate Gen. Robert E. Lee that represented Virginia in the U.S. Capitol has been removed.Virginia Gov. Ralph Northam said in a statement that workers removed the statue from the National Statuary Hall Collection early Monday.“The Confederacy is a symbol of Virginia’s racist and divisive history, and it is past time we tell our story with images of perseverance, diversity, and inclusion,” said Northam. Each state is entitled to display two statues in the collection. Lee’s statue had stood with George Washington’s statue since 1909 as Virginia’s representatives in the Capitol. The Lee statue had been one among 13 located in the Crypt of the Capitol, representing the 13 original colonies.Northam had requested its removal and a state commission has recommended replacing Lee’s statue with a likeness of Barbara Johns.Johns was an American civil rights leader who protested poor conditions at her all-Black high school in the town of Farmville in 1951. Her court case became part of a landmark U.S. Supreme Court decision that struck down racial segregation in public schools.Virginia’s General Assembly must approve the replacement before a sculptor can be commissioned for the new statue. If approved, Johns would stand alongside Washington, and would be the only teenager represented in the collection.“I look forward to seeing a trailblazing young woman of color represent Virginia in the U.S. Capitol, where visitors will learn about Barbara Johns’ contributions to America and be empowered to create positive change in their communities just like she did,” said the governor.U.S. Sen. Tim Kaine of Virginia tweeted out a video of the Lee statue being taken down. 4:02 am. 12/21/20. Crypt of the US Capitol. pic.twitter.com/2ttGecsj5B— Tim Kaine (@timkaine) December 21, 2020 1827
