SAN DIEGO (KGTV) - A transgender San Diegan is calling for change when it comes to blood donation.Currently, the FDA’s recommendation to blood establishments is that in the context of the donor history questionnaire, male or female gender should be self-identified and self-reported for blood donation.Van Levy of Pacific Beach is non-binary transgender, meaning Van does not identify as male or female. Van goes by gender-neutral pronouns like 'they', 'them', 'their', or just Van.Van tells 10News when they reached out to the San Diego Blood Bank, they were told they would not be able to donate if they could not fully complete the donor history questionnaire, which has two gender-specific questions. Van was told if they cannot fill out 'male' or 'female' on the questionnaire they would not be able to donate blood. “It was really hurtful and painful, it reminded me we haven’t progressed as much as a lot of us like to believe we have, it just hurt," said Van. The two gender-specific questions are, in the past 12 months, have you:Male Donors: Had sexual contact with another male?Female donors: Had sexual contact with a male who had sexual contact with another male in the past 12 months?Helen Bixenman is Vice President of Quality and Regulatory Affairs at the San Diego Blood Bank. She's in charge of making sure blood from the San Diego Blood Bank is safe and pure, free from transfusion-transmitted infections. “It’s important for people to understand we have a wide range of questions, and these questions pertain to the safety of the donor as well as the safety of the blood products. They include medications, how you’re feeling, travel, risk behaviors," said Bixenman.She says they must adhere to the strict regulations and requirements of the FDA and AABB. She says if anyone fails to fill out the entire donor history questionnaire they will be turned away from donating blood.Van wants to see this regulation changed and believes it marginalizes a group of people who only want to help their community. “I definitely understand the rules and regulations that they have to adhere too and I think that there's ways to remove gender from the questions to get to same answers they’re seeking to protect people receiving blood," said Van. Bixenman says the San Diego Blood Bank does not want to turn people away from blood donation. She says this is the first time they've encountered the situation and that she would consider bringing the issue up to advocacy groups and the FDA. 2505

SAN DIEGO (KGTV) -- After months without any organized sports or youth activities, the San Diego Junior Lifeguard program resumed Monday under strict guidelines to prevent the spread of the coronavirus.For Addison Watson, it was a day she thought would never come. On Monday, she joined hundreds of other kids to take part in the San Diego Junior Lifeguard program.“I’ve been sitting in my room on a desk with my computer, staring at a screen. This is nice to be outside,” Addison said.When the COVID-19 pandemic shut everything down, there was a concern there wouldn’t be a program this summer.However, organizers pressed on and prepared just in case. Once the green light was given by San Diego County health officials, they had everything up and running.The program opened up with health measures in place, including having families do health screenings at home. Additionally, each participant and the entire staff will have to go through another health and temperature screening on site each day.Participants and staff are also required to wear masks and will have to follow social distancing guidelines. To help with distancing, the program will be spread out at more locations.The participants will also be broken up into smaller groups -- unlike before, they will stay within this group to keep the interaction to fewer people.Heather Rabe, program manager for the San Diego Junior Lifeguard Program, said, “We're following an operational safety protocol plan that we've been developing and working on and adjusting as new guidelines have come out for the last two months.”10News was also told other agencies within the state and outside of California will use this similar model when it comes to their aquatic programs. 1735

  

SAN DIEGO (KGTV) — A U.S. Marine stationed at MCAS Miramar has tested presumptive positive for coronavirus after returning from leave in Washington state.The Marine was returning to the base from leave in Washington state where he was visiting family, which is where officials believe he contracted the virus, officials on base familiar with the matter told 10News.A high level source in the military added that the Marine was tested on base for the virus after feeling ill and placed into quarantine while results were pending. The Marine is currently at home under quarantine, off base, that source added.A second Marine who returned from leave in Washington with the first service member is currently considered a person under investigation at Camp Pendleton. Gen. Joseph L. Osterman, commanding general of I MEF. "We understand the severity of this situation and are deliberate in our actions to help diminish the impact of COVID-19, but this has in no way degraded our operational readiness or the ability of our forces to rapidly deploy in support of missions in defense of our nation."Any Marines experiencing flu-like symptoms are asked to stay home and contact a doctor on base to visit them, officials said. All service members are required to self-report to medical personnel if they believe they are experiencing coronavirus symptoms, I MEF added.Symptoms for the coronavirus include fever, cough, and shortness of breath or difficulty breathing. Health experts encourage people to cover their cough or sneeze, wash their hands thoroughly and often, stay home if feeling ill, avoid touching their face and mouth, and clean surfaces often to protect themselves against the virus. 2651

  

SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. For months, San Diego police agencies have been working to release past records related to officer misconduct, following last year's groundbreaking order by the courts. It came after ABC10 News and other media sued to keep some police unions from blocking departments from giving up files.Fischer pleaded guilty last year to multiple assault charges, following accusations that he groped, hugged or tried to kiss more than a dozen women while he was on-duty.Records released show copies of texts from a woman who he pulled over. They read, in part, “He asks me if I wanted to make out. I swear to God [redacted] every single word of this is true."Several times throughout the audio recordings, he's asked about women who he had met while he was on calls or doing traffic stops. "Did you, um, ask her, if [she] were older if she would ever go on a date with you?" asked the interviewer. "I don't believe I did. No,” he responded. "Is it possible you asked her that?" she asked. He replied, "[I’m] probably [going to] say ‘no’. I don't remember asking her that."This May, Fischer was released from jail on custody credits, just months after being sentenced to four years behind bars. 2351
