TOKYO, March 29 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), arrived in Tokyo to kick off his official goodwill visit Sunday afternoon. Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, conveyed sincere greeting from the Chinese people to the Japanese people in a written statement delivered at the airport. "China and Japan are important countries in Asia and the world at large. Chinese President Hu Jintao paid a successful visit to Japan last year, during which the leaders of the two countries reached important consensus to fully advance the China-Japan strategic relations of mutual benefits," he said in the statement. "Sino-Japanese relations now stands in a new historic point and faces an important opportunity to go further ahead," he said. "With concerted efforts made by both, I believe the visit can meet the pre-set goal of increasing political mutual trust, deepening mutually beneficial economic cooperation, expanding friendly communication and pushing forward our strategic relations of mutual benefits," he said. Li is the highest-ranking official who visits Japan this year. Soon after his arrival, Li met with Japanese Foreign Minister Hirofumi Nakasone. Li is expected to meet with Japanese Prime Minister Taro Aso Monday. During his stay, he will also meet with leaders of ruling and opposition parties and people from all walks of life. Japan is the third leg of Li's four-nation tour which will also take him to the Republic of Korea. He has already visited Australia and Myanmar.
BEIJING, Feb. 20 (Xinhua) -- China's lenders have been urged to be flexible and innovative concerning loan repayment from smaller firms. The China Banking Regulatory Commission (CBRC) said Friday it is trying to help small firms facing financing difficulties by extending the loan period. According to a notice sent to various lenders, banks and small firms could stipulate such terms in loan contracts which would allow the borrower to file a new request for a credit checkup before the loan is due. If no problem is found, the borrower could directly extend the loan period without starting all over again by signing a new contract. Extra conditions that come along with the extended loan period could be worked out by both sides through negotiations, the commission said. However, the commission did not define which small firms would be entitled to such favorable policies.

Many provinces in China have set up police centers to handle household violence after a national regulation that was issued in September last year requiring police to be dispatched whenever they receive a 110 emergency call regarding household violence. According to the All-China Women's Federation, domestic violence poses a severe threat to women's rights in China with the authorities receiving about 50,000 complaints annually. In fact, women in China have had more channels to protect their rights and interests. On Saturday, a hot line - 12338 for protection of women's rights was opened in eastern Zhejiang Province. The hot line was set up to provide legal help for women, including migrant workers, in Zhejiang. The Zhejiang provincial women's federation said the province has had 280,000 volunteers and 25,000 community or village centers for women rights protection. The issuing of a regulation to prevent and curb household violence has been put on the agenda of the provincial legislature this year, it said. In Beijing, the Chaoyang District People's Court opened a hot line for protection of rights and interests of women and children on Wednesday. The line was the first among the capital's court system. The hot line will offer legal aid to women and children. "The whole society has been attaching increasing attention to the protection of women's rights in marriage, employment and family life in recent years," said Shi Yan, a judge of the court. The court set up a collegial panel specially for women and children in December 2007. Similar panels have also been set up in courts of other provinces across the country to better protect women's rights.

BEIJING, March 14 (Xinhua) -- China will foster a number of globally competitive logistics companies by 2011, said a stimulus plan of the country's logistics industry released on the government website on Friday. All departments and local governments are urged to make efforts to achieve the goal, according to the plan, issued by the State Council, or the cabinet. It said local authorities should help logistics companies solve problems in their development, realize a 10-percent annual growth in their output and lower the proportion of logistics expenses in the country's GDP. The cabinet said in a notice that the country's logistics industry was affected by the unfolding global financial crisis. The stimulus plan was designated not only to promote its industrial upgrade but support development of other industries, expand consumption and increase employment. As a composite service industry, logistics, comprising transport, storage, information industries and freight agencies, is an important part of national economy, said the plan. The cabinet has rolled out support plans for ten industries including steel, auto and textile, targeting industrial growth, as well as restructuring and upgrading.
