SAN FRANCISCO (AP) — The robotic car company created by Google is poised to attempt a major technological leap in California, where its vehicles will hit the roads without a human on hand to take control in emergencies.The regulatory approval announced Tuesday allows Waymo's driverless cars to cruise through California at speeds up to 65 miles per hour.The self-driving cars have traveled millions of miles on the state's roads since Waymo began as a secretive project within Google nearly a decade ago. But a backup driver had been required to be behind the wheel until new regulations in April set the stage for the transition to true autonomy.RELATED: 2018 could be a pivotal year for driverless carsWaymo is the first among dozens of companies testing self-driving cars in California to persuade state regulators its technology is safe enough to permit them on the roads without a safety driver in them. An engineer still must monitor the fully autonomous cars from a remote location and be able to steer and stop the vehicles if something goes wrong.California, however, won't be the first state to have Waymo's fully autonomous cars on its streets. Waymo has been giving rides to a group of volunteer passengers in Arizona in driverless cars since last year. To start, the fully autonomous cars will only give rides to Waymo's employees and confine their routes to roads in its home town of Mountain View, California, and four neighboring Silicon Valley cities — Sunnyvale, Los Altos, Los Altos Hills, and Palo Alto.If all goes well, Waymo will then seek volunteers who want to be transported in fully autonomous vehicles, similar to its early rider program in Arizona . That then could lead to a ride-hailing service like the one Waymo envisions in Arizona.But Waymo's critics are not convinced there is enough evidence that the fully autonomous cars can be trusted to be driving through neighborhoods without humans behind the wheel.RELATED: Potential "game changer" could make commutes more relaxing"This will allow Waymo to test its robotic cars using people as human guinea pigs," said John Simpson, privacy and technology project director for Consumer Watchdog, a group that has repeatedly raised doubts about the safety of self-driving cars.Those concerns escalated in March after fatal collision involving a self-driving car being tested by the leading ride-hailing service, Uber. In that incident, an Uber self-driving car with a human safety driver struck and killed a pedestrian crossing a darkened street in a Phoenix suburb.Waymo's cars with safety drivers have been involved in dozens of accidents in California, but those have mostly been minor fender benders at low speeds.RELATED: Waymo self-driving car crashes in ArizonaAll told, Waymo says its self-driving cars have collectively logged more than 10 million miles in 25 cities in a handful of states while in autonomous mode, although most of those trips have occurred with safety drivers.Waymo contends its robotic vehicles will save lives because so many crashes are caused by human motorists who are intoxicated, distracted or just bad drivers."If a Waymo vehicle comes across a situation it doesn't understand, it does what any good driver would do: comes to a safe stop until it does understand how to proceed," the company said Tuesday. 3827

SANTEE (CNS) - One person was found dead at the scene of an apparent single-vehicle crash this morning.A car was found off the roadway just before 8 a.m. near the 11400 block of Woodside Avenue, San Diego County Sheriff's Lt. SAN MARCOS, Calif. (KGTV) - After a heart attack nearly killed him at age 46, Adam Bavario is now thanking his doctors, and his dog.For 27 years Bavario was a medic and police officer in Los Angeles. He says while he loved the job it caused a lot of added stress on him physically and mentally. During his 30's Bavario started having health issues and chest pains, but every time doctors ran tests they couldn't find anything wrong.The misdiagnosis almost killed him five months ago. "I knew I was having a heart attack. I went to grab my phone and passed out on the floor," said Bavario.He was suffering one of the deadliest heart attacks, known as the widow maker. "One of his major arteries was 100 percent blocked, and if that doesn’t get opened in time or quickly, there's a potential for something catastrophic," said Dr. Karim El-Sherief, an Interventional Cardiologist at Tri-City Medical Center.While unconscious, Bavario's sleeping dog Roxy awoke and sensed he was in trouble, licking and nudging him until he woke up. “The ironic thing about Roxy is Roxy is completely deaf from birth, she had enough awareness to come in and get me up," said Bavario.He was able to call 911 and then first responders from the San Marcos Fire Department got Bavario to Tri-City Medical Center in minutes. Dr. El-Sherief and his team were able to treat Bavario in record time for the hospital, 27 minutes. Now Bavario is using his free time to advocate for cardiac awareness. "What I can tell you is get checked out, do your routines," Bavario says.Dr. El-Sherief says with proper screenings along with diet and exercise, these heart attacks can be prevented. SEATTLE, Wash. -- Home to Pike Place Market, rainy days and views of the Puget Sound, Seattle is also one of the first places in the U.S. to initially face the coronavirus and the fallout that followed.“We were the first city that really had to grapple with this,” said Don Blakeney, vice president of advocacy and economic development with the Downtown Seattle Association, a nonprofit representing about 2,000 businesses and residences.When COVID-19 first appeared, they worried that years of investment in the downtown core could be in jeopardy.“You saw overnight downtown clear out of employees,” Blakeney said.That made for a tough spring there, but then summer got hot when protests sparked nationwide.While the vast majority of protests across the country this past summer were peaceful, when they got out of control, some businesses paid the price. Damages from civil unrest became yet another blow to their bottom line, on top of the pandemic.“Viruses don't cause that physical damage,” said Sean Kevelighan, CEO of the Insurance Information Institute.Recently, the institute compared financial losses from civil unrest this year to similar events in the past.The Institute found that, based on today’s dollars, the most expensive civil unrest event in the U.S. happened during the L.A. riots in 1992, costing .4 billion.The rest of the top five were:L.A. Most have insurance that will cover physical damages caused by unrest, but there is no insuring for a pandemic.In Seattle, a few lessons emerged, such as taking health recommendations seriously early on and not hurrying a return to normalcy.“We haven't rushed it, but we've also seen that we need to be creative in the ways that we accommodate these small businesses,” Blakeney said.They also looked to streamline permitting, in order to get creative with public spaces, so businesses can expand beyond their usual four walls: even with the coming winter, which they’re already planning for.“How do you stay outside safely? You know, bring your own blanket, maybe some coverings, but it's largely, we're kind of learning as we have these new things that we're responding to,” Blakeney said.They are lessons that may help in their resiliency and that of businesses in other cities on the road to recovery. 2733
