It's been several hours since Hurricane Laura made landfall, but the storm is still delivering devastating gusts of wind to inland Louisiana.In it's 4 a.m. CT update, the National Hurricane Center downgraded Laura from a Category 4 hurricane to a Category 3 hurricane. But the storm is still delivering maximum sustained winds of 120 mph, and "unsurvivable storm surge."According to the NHC, Laura will continue to deliver hurricane-force winds to central and northern Louisiana throughout the day on Thursday. The storm will then move to the northeast, bringing heavy rain to the Missouri Valley and Ohio Valley regions on Friday and through the weekend.Laura made landfall near Cameron, Louisiana at about 1 a.m. CT on Wednesday as an "extremely dangerous" Category 4 storm with 150 mph sustained winds. The Category 4 rating makes Laura is the strongest hurricane to make landfall in Louisiana in at least 60 years, according to the National Weather Service.The National Hurricane Center (NHC) said Wednesday that "Laura is expected to produce catastrophic impacts from the coast to well inland; life-threatening storm surge, extreme winds, torrential rain, flooding, and tornadoes."On early Thursday morning, NOAA's Coastal Inundation Dashboard showed storm surge warnings all across Louisiana's shoreline. The dashboard also noted that readings from Calcasieu Pass — a tributary near Cameron that flows into the Gulf of Mexico — showed that surge was recorded at about 9 feet as of 1:30 a.m. CT."Take the next few hours and get your family to a safe location," Louisiana Gov. John Bel Edwards said at a Wednesday afternoon press conference. He reminded residents that during a hurricane, it is hard to respond to emergency calls right away for people who decide to stay behind.The National Hurricane Center issued an "extreme wind warning" for areas of Southeast Texas and Southwest Louisiana at about 11 p.m. ET on Wednesday. A fairly new and rarely-used warning, it's issued for areas expected to see winds of 115 mph or higher. InfoWars, a far-right media organization run by Alex Jones and known for peddling unfounded conspiracy theories, is on thin ice with YouTube after it posted a video that portrayed the survivors of the Parkland school shooting as actors.The Alex Jones Channel, Infowar's biggest YouTube account, received one strike for that video, a source with knowledge of the account told CNN. YouTube's community guidelines say if an account receives three strikes in three months, the account is terminated.That video focused on David Hogg, a strong voice among survivors of the mass shooting at Marjory Stoneman Douglas High School. INDIANAPOLIS, Indiana — Police have arrested an Indianapolis man on a charge of murder in connection with the death of his friend on the Near Eastside earlier this month.Dewayne Sims, 32, was taken into custody Thursday night on a warrant for charges of murder and being a felon carrying a handgun in connection with the death of 36-year-old Earl Whitney.Whitney was found shot and killed inside a home in the 500 block of North Tacoma Avenue just after 6:30 p.m. on March 8.According to a probable cause affidavit filed Monday, a witness told police that Whitney had brought home his longtime friend, Sims. Both appeared to be possibly intoxicated, according to the witness.At one point in the evening, Whitney reportedly attempted to get Sims to leave. Sims, the witness said, had dozed off. When Whitney tried to rouse him, Sims reportedly said, “Who is you?”Whitney reportedly responded, “It’s me, cuz” – at which point Sims allegedly shot him. According to the witness, Sims shot Whitney once, paused, then shot him two more times. Sims then allegedly fled the residence.An autopsy of Whitney determined he died of a gunshot wound to the torso.According to the affidavit, Sims was on GPS monitoring through Marion County Community Corrections at the time the shooting took place. The device “reported insufficient,” though, meaning that it “did not have a clear view of satellites to report a valid location.”As of Friday evening, Sims was being held without bond at the Marion County Jail. INDIANAPOLIS — A special prosecutor chose not to press charges against Indiana Attorney General Curtis Hill, after four people accused him of sexual misconduct. The alleged sexual misconduct happened in the early morning hours of March 15, 2018, at a party at A.J's Bar in Indianapolis. The alleged behavior included suggestive statements and unwanted touching by Hill.  Hill did not deny touching occurred but said it was either incidental to conversation or movement in the bar, according to the prosecutor's report.The special prosecutor, Daniel Sigler, investigated a potential charge of misdemeanor battery. Fifty-six witnesses were interviewed during the investigation, and a video statement was obtained by Curtis Hill."Mr. Hill was cooperative with my requests throughout the process as were all witnesses interviewed," Sigler wrote in his statement. Sigler said he found the women's claims as "true and credible.""Their motives appeared sincere and I found all to be credible in their belief that Hill touched them in a way that was inappropriate," Sigler wrote. "The decision made today should not and does not reflect on their credibility," Sigler wrote at the end of his statement. "They addressed their concerned in an appropriate fashion and forum and should be subjected to no criticism."The Indiana Inspector General also released a report about the investigation. The Inspector General's report is more detailed in those interviewed, and the exact allegations against Hill. Of the 39 people interviewed who attended the party at A.J.'s Bar, 20 of them said Hill appeared to be intoxicated. When asked why they believed that, some said he was slurring his words or had trouble standing up. One witness described him as "acting like a freshman at a college frat party," while another said he behaved in a "predatory, intoxicated manner." Another 15 people at the party said they couldn't comment, weren't sure, or couldn't remember if Hill was intoxicated. Four said they didn't believe he was intoxicated. The initial accusation against Hill came from Mara Candelaria Reardon, an Indiana State Representative from Munster, Indiana. She told investigators Hill put his hand on her back at the party, then slid it down her dress and grabbed her buttocks. She said she told him to back off, then left the conversation.Later in the evening, Reardon said Hill returned to her and touched her back. She reported that Hill said "that back, that skin" when he touched her.The investigators interviewed a male witness to the incident, who said he saw Hill touch her "with his own two eyes." Other witnesses said they saw them together and saw Hill touching her back, but didn't see how far down his hands went. One of those witnesses said Reardon approached him and said that Hill was "a creep," but said she didn't elaborate further.Hill's second accuser told investigators he approached her and started rubbing her back. She told investigators "she felt trapped," and was uncomfortable and embarrassed, and afraid of how others would see what happened. A third accuser told investigators Hill approached her and made her uncomfortable with the conversation. She said she told him "it's really hot in here," and Hill replied, "Yes, you're really hot."In addition to the known four public accusations, investigators also learned of two more incidents where people stated they were made uncomfortable by Hill's actions at the party, according to the Inspector General's report.“While the findings of our investigation did reveal unacceptable behavior by a state officeholder, and which significantly impacted those affected, we respect the grounds on which Special Prosecutor Sigler made his decision,” Inspector General Lori Torres said. In an announcement shortly after Sigler's, the women who accused Hill said they are pursuing a civil lawsuit against him. Hill's attorneys released a statement about the announcement.
