SAN DIEGO (KGTV) -- Attorney General Jeff Sessions visited the U.S.-Mexico border Monday for a news conference. During the conference, Sessions announced that he would be referring all illegal border crossings to the Department of Justice. Sessions said he will be implementing a "zero tolerance" policy and that any people crossing the border illegally will be prosecuted. RELATED: President Trump visits border wall prototypes?"The American people are right and just and decent to ask for this. They are right to want a safe and secure border and a government that knows who is here and who isn't," Sessions said. During the news conference, a protestor interrupting Sessions shouting, "Do you have a heart? Do you have a soul? Why?"Immigration and Customs Enforcement Deputy Director Thomas D. SAN DIEGO (KGTV) - Authorities have identified the pilot killed in a plane crash in the Kearny Mesa area Wednesday morning as 61-year-old Dr. John Serocki. According to authorities, just after 6:30 a.m., a Cirrus SR22T crashed nose-first in a construction site in the 4400 block of Ruffin Road, blocks away from Montgomery Field.San Diego Fire-Rescue Department officials confirmed Serocki, who was the plane's lone occupant, died in the crash. Officials said no injuries on the ground were reported.Fire officials said the pilot appeared to have made an attempt to deploy a parachute, but it did not fully open.TIMELINE: Small plane crashes in San Diego CountyOfficials did not immediately confirm the plane's destination, but a witness told 10News the plane took off from nearby Montgomery Field and was heading east when it went down.Due to the emergency response, Ruffin Road is closed between Ridgehaven Court and Balboa Avenue. National Transportation Safety Board (NTSB) and FAA investigators, as well as the county Medical Examiner, were heading to the scene. 1095

SAN DIEGO (KGTV) - County officials created a Dia de los Muertos altar to honor the lives of 891 San Diegans who died from the coronavirus, and put a face and heart into the fight.Supervisor Nathan Fletcher and Assemblywoman Lorena Gonzalez championed the altar as a way to send a message."We wanted to honor those families and honor those lives lived and acknowledge the tremendous impact it's had, but also pay particular tribute to the impact that covid has had on the Latino community," Fletcher said.Saying more than half of those who died in the county are Latinos. This is extremely disproportionate considering only 30% of the population is Hispanic, according to the 2019 Census."When we start looking at the actual human toll and our relatives who have moved on now as a result of this virus it becomes more real and reminds us why it's so important to stay so vigilant," Gonzalez said.Vigilance is what Treasure Felder said would have saved her mom Ronda."She was our angel on earth and is now our angel in heaven, that's how we like to refer to her," said Felder. Felder says her mom was a social worker with the county, caring for foster youth and a strong woman in her 60s."She was never really ill, in the hospital, or hurt. Even if she had a little pain she'd always push through. So to see her in a place where she could barely stand up and also having to be put in a chemically induced coma was something that none of us prepared for." she said.She said she walked into her mother's room on July 4th and found she couldn't stand and was breathing heavily. She called an ambulance, even though her mother didn't want to go to the hospital, and never saw her again.Felder said her mother always had her hand out to help others and is so incredibly proud of how her mother led her life. She hopes sharing her story of pain and emptiness, now that her mother is gone, will stir others to take steps like wearing a mask and social distancing to stop the spread of the coronavirus.The altar will stay up through Tuesday morning. 2048

  

SAN DIEGO (KGTV) - As San Diego doctors sound the alarm on potential dangers of motorized scooters, some victims are now turning to personal injury lawyers.A woman walking downtown was recently hit by a scooter and left with ,000 in medical bills.Unfortunately, a personal injury attorney tells 10News in cases like this, victims will likely be on their own.RELATED: Mother, daughter seriously injured in scooter crash"The scooter operator is responsible for your injuries. Now, does that mean you’re going to be compensated for them? Probably not," said Mike Bomberger with Estey & Bomberger. "Most scooter operators don't have insurance to cover them for the operation of the scooter."While scooter riders must have a driver's license, they are not required to have insurance. Bomberger says it's also unlikely the scooter companies would be held liable in accidents.RELATED: Electric scooter rider injured in crash, cited for DUI“The waivers and disclaimers you sign are very, very detailed in favor of the company, almost under no circumstance can you go after company unless there’s a malfunction of the scooter itself," said Bomberger.While attorneys are advertising they can help scooter victims, Bomberger believes compensation will be few and far between.“We’ve gotten 10-12 calls and have only taken one case; they were hit by a car," said Bomberger.RELATED: Police crack down on scooter riders without helmetsDowntown resident Jonathan Freeman has been a staunch opponent of scooters coming to San Diego. His dog was hit and he's had close calls himself.“I have elderly neighbors; they tell me they don’t want to walk. SAN DIEGO (KGTV) -- Before the sun rose Friday, cars already packed parking lots at San Diego beaches to kick off Labor Day weekend and what's expected to the some of the hottest days of summer.However, San Diego County leaders said no matter where you are this weekend, they want to emphasize people must still follow CDC guidelines to prevent the spread of COVID-19.ABC 10News was at La Jolla Shores on Friday morning as beachgoers wearing masks secured spots far enough to stay socially distanced.Beachgoer and Santee resident Kris Moberly, “We know we can find a spot if we come early."It's the new norm, but also a way to ensure San Diego stays off the state's watchlist after just getting off of it two weeks ago.Moberly said she hopes everyone will follow the rules this weekend, telling ABC 10News, "I'm sure there's people who push the limits but you're responsible for your own health and I think most people are considerate of others."San Diego Lifeguards said they won't be regulating when it comes to social distancing or masks."We're going to be focused on keeping people safe in the water, but social distancing is everyone's responsibility,” a lifeguard told ABC 10News.County Supervisor Nathan Fletcher said the status of our county depends on people's actions this weekend. In a press conference earlier this week, he said people should avoid indoor parties and continue to follow CDC guidelines.To ensure added safety, beaches like Carlsbad will also be handing out masks and teaching visitors about safety guidelines.Lifeguards said in addition to COVID-19 restrictions, the heat will also be a big safety factor.
