Congress returned to work this week with two major things on its plate: pass a budget bill to avoid a government shutdown and get to work on another stimulus bill legislators have been talking about for months.Congress has until Dec. 11 to pass a budget bill, but there is no timeline on another stimulus package, as both Democrats and Republicans have failed to agree to terms on one.“I just want, more than anything, to be represented by people that understand,” said Ryan Nisly.In March, Nisly lost his job bartending. Only a few weeks later, he found a new one. But after the most recent round of shutdowns in his home state of Colorado, he has been relegated to working 5-10 hours a week.“I’ve had some bad moments,” said Nisly. “No matter your amount of resolve, it’s not enough sometimes if the entire deck is stacked against you.”Nisly, like so many millions of Americans, says he has been waiting for Congress to act and pass another stimulus bill. Since the CARES Act pumped more than trillion into the U.S. economy in late March, including a ,200 stimulus check to most Americans, Congress has stumbled to give any sort of meaningful relief to those, like Nisly, who need it.The Economic Policy Institute estimates between now and 2022, trillion in relief is needed, with an additional 0 billion annually through the end of 2024.“Americans could hardly be more cynical about government and its inability to act and this is a perfect example,” said Howard Gleckman, a fiscal policy expert at the Urban-Brookings Tax Policy Center.Gleckman says despite the need for financial help, he thinks the prospect of a new stimulus bill, with individual stimulus checks, is bleak at best until President-elect Joe Biden is sworn into office on Jan. 20.He says Democrats and Republicans are having trouble agreeing on where money from a stimulus should go. Republicans want a smaller package, while democrats want a larger one that gives money to cities that have been hit by declining tax revenue.“It’s really pretty simple. It’s not about substance it’s all about politics,” said Gleckman. “I think the best bet is that they’ll make an effort at this [and] fail. Colgate, Cream of Wheat and Mrs. Butterworth are the latest brands reckoning with racially charged logos. New York-based Colgate-Palmolive say it's reviewing its Darlie toothpaste brand, which is popular in Asia. Prior to 1989, the brand was known as Darkie and featured a singer in blackface as its logo. New Jersey-based B&G Foods, which makes Cream of Wheat hot cereal, said it’s reviewing its logo, which features a smiling black chef holding a bowl of cereal. Cream of Wheat's packaging includes an image of a black chef. In early advertisements, copy refers to the chef as "Rastus" — a term now considered a slur. The name refers to a minstrel show caricature of a stereotypically happy black man. Uncle Ben's rice, which also uses a black man's portrait on its packaging, said it planned to "evolve" the brand, but did not offer specifics.And Chicago-based Conagra Brands says its female-shaped Mrs. Butterworth's bottles are intended to evoke a “loving grandmother.” But the company said the packaging could be misinterpreted. "We stand in solidarity with our Black and Brown communities and we can see that our packaging may be interpreted in a way that is wholly inconsistent with our values," the company said in a statement. CINCINNATI, Ohio — Body camera videos from the two police officers sent to investigate a 911 call from a teenager trapped inside a mini-van in a school parking lot don't show the officers exit their patrol car.The two videos show about three minutes of the search for Kyle Plush from two different perspectives. Police previously said the officers spent about 11 minutes searching. Plush's gold Honda Odyssey is not visible in the video.Plush, 16, called 911 twice on the afternoon of April 10. Officers Edsel Osborn and Brian Brazile, riding double as Unit 2232, responded to the school after his first call.Police said the officers didn't find anything, and received no answer when they tried calling Plush. The body camera videos, which police released Friday in response to a public records request, show the officers driving around a parking lot, but never getting out of their vehicle.The videos show the officers turn into the parking lot south of the Seven Hills School Resale Shop. Plush's van was parked in the lot north of the shop, on the same side of Red Bank Road. CODY, Wyo. – During an interview with Forbes, Kanye West elaborated on his decision to run for president of the United States and made several more head scratching comments.Over the course of four “rambling” hours of interviews, the magazine says the rapper confirmed that he was serious when he tweeted Saturday that he would pursue the White House.West disclosed that he would be running under a new political party, the “Birthday Party.” He reportedly said, “because when we win, it’s everybody’s birthday.” He said his campaign slogan is “YES!” and he’s already chosen his running mate – an obscure Wyoming preacher named Michelle Tidball.In the past, West has voiced his support of President Donald Trump, who has been seeking reelection since he took office in 2017. However, West told Forbes that he no longer supports Trump and that he was “taking the red hat off” with the interview.With West apparently entering the presidential race, many Democrats are concerned he could spoil former Vice President Joe Biden’s prospects of winning. West is OK with that and isn’t shy about it, calling Biden “not special,” like him, former President Barack Obama and Trump.West went on to say that it’s “a form of racism and white supremacy and white control to say that all Black people need to be Democrat and to assume that me running is me splitting the vote.”Another revelation – West told the magazine that he was sick with COVID-19 in February. He described having chills, shaking in bed and looking up videos to see what he was supposed to do to get over it.Also regarding COVID-19, West said he’s “extremely cautious” about the potential coronavirus vaccine and he went as far as calling it “the mark of the beast.”“They want to put chips inside of us, they want to do all kinds of things, to make it where we can’t cross the gates of heaven,” West told Forbes. “I'm sorry when I say they, the humans that have the Devil inside them. And the sad thing is that, the saddest thing is that we all won’t make it to heaven, that there’ll be some of us that do not make it. COLORADO SPRINGS, Colo. - Coronavirus has been on everyone's mind this year, and it can be difficult to avoid the topic. However, there is also shame associated with a positive test result. KOAA spoke with Jessica Rodriguez when she was with her children at a local park on Tuesday. She explained how she would feel if diagnosed with coronavirus. "I think it's a little bit of a shame thing... I'd hope I didn't get anybody sick. It'd almost be embarrassing," said Rodriguez, who has lived in Colorado Springs for almost two decades. Another person at the park, Sheila Martin, told KOAA she would not feel ashamed if she got the virus, and encouraged people to tell their close contacts if they experience symptoms. "Try to stop the spread, and then eventually, we'll get there," said Martin.Jonathan Baer was also at the park on Tuesday, and said he would not be afraid to talk about test results, and told people to stop their irrational fear of the virus. "I understand that it's real, it has the potential to be very serious, but that doesn't change my thoughts on it... There's been a tremendous fear campaign for the American public," said Baer, who said the media has helped spread that fear. The Clinical Program Manager of Child and Family Services for AspenPointe, Heather Lea, said fear related to the virus and confusion on best practices for safety protocols both contribute to increased anxiety about a positive test. "If I tell somebody that I had COVID, or that I have COVID, automatically, you know, the judgment pieces can come into play. There are embarrassment factors that can come into play for people too, about feeling like maybe there was something I could have done that I didn't, although that's often not really the case for most people," said Lea. Lea discussed how the virus has different layers of guilt associated with it, and said telling close contacts can help relieve some of it. "Regardless of how anxiety-provoking this is, how nervous you are, you are doing the right thing... I would rather get it over and done with, almost like ripping off the band-aid, instead of carrying that around with me forever," said Lea. Lea described it like walking a tightrope when trying to decide who to tell when symptoms first surface, but before a positive test result has actually been received. "It's hard to say. I personally carry that responsibility and would want people to know, as quickly as possible, if I'm waiting days to receive a test," said Lea. She also said any feelings the person who is learning of potential exposure is experiencing are valid, but it's important to move through stages of anger and decide upon the next steps. "This is how stigmas get attached to things, and when we stigmatize things, people don't get help. And they only spend time suffering and hurting when they don't need to be... This is not something you should have to do alone," said Lea. As soon as Public Health receives the notification of a positive case (typically these are received through lab reports), we will reach out to let the individual know, and answer any questions. Public Health can work with you to talk about the next steps and to help identify who you might have been in contact with. You can also call (719) 578-3220 to speak to a communicable disease epidemiologist. It’s important to follow the guidance of Public Health. If you test positive, you should isolate at home for at least 10 days since symptoms first appeared AND until no fever for at least 24 hours without medication AND symptoms are improving.Should I notify my friends and family?With COVID-19, we are looking for anyone who may have had prolonged exposure to you – anyone who may have been within six feet or less, for a period of 10-15 minutes or longer. Any household contacts should quarantine for a period of 14 days, and seek testing if they begin experiencing symptoms. Again, when Public Health reaches out, our trained experts will talk through this process with you and help identify who you may have been in prolonged contact with.Here are examples of some of the things we may talk through: Did you go to work while you were ill? Did you attend a social gathering recently? Were you in your prolonged contact with anyone? Did you have long conversations with anyone while standing less than six feet apart? Were you and other people wearing masks? If you may have had prolonged contact with other friends or social contacts, you may want to let them know out of an abundance of caution. Public Health can also work with you throughout this process to identify whether or not additional contacts need to be notified.What if I get a test and am awaiting my results – should I notify the people I’ve been in contact with?One of the things you can do while you’re awaiting test results is to make sure you’re staying home, to prevent spreading illness. Again, it can be helpful to think through who you may have had prolonged contact with; you may want to let close contacts know that you are experiencing symptoms and awaiting test results.
