VISTA, Calif. (KGTV) - Kellen Winslow Jr. affirmed his innocence to 10News Thursday as he appeared in court to face a third charge of rape.The son of a Chargers legend, Winslow pleaded not guilty to the alleged rape a 17-year old girl in 2003.  10News was able to capture a few words with Winslow as he walked to his car in the parking lot outside court. When reporter Jim Patton asked about the new rape charge, Winslow responded it would all come out in court. Then asked if he was innocent of the other allegations of raping two women in Encinitas, Winslow said, "I'm advised by my lawyer to not speak on much. But yes, I am innocent." The new charge involves a woman who was 17 years old at the time. Winslow was 19. She claims he raped her while she was unconscious. Winslow Jr.'s attorney has previously said their relationship was consensual.  Thursday, the defense repeated a request for the woman's psychological history.Thursday's court hearing lasted no more than 15 minutes as attorneys debated whether this new case should be tried along with the other two rape allegations. Winslow Jr.'s attorneys argued the new charge could prejudice the other two.The judge allowed the cases to remain joined for now for efficiency but said the trial judge would make the ultimate decision.  Winslow is currently free on a million bond, while required to wear a GPS monitoring bracelet. His trial date was set for March 19th, 2019. 1507

The Walla Walla Public Library can relate, and they have a real life mystery on their hands after moving the mystery books section.According to a post on social media, the Washington town’s library was moving their mystery collection as part of a larger library layout change, when a facilities crew member discovered a secret panel.“Along with the usual dust and dead bugs, he found five unopened cans of ‘the beer refreshing’ and some monstrously stale gum still in its vibrant packaging, along with a moldering paper bag,” the post reads.The library is assuming someone stashed their loot behind the shelving and wasn’t able to retrieve it.Some good old-fashioned sleuthing leads the library to believe the snacks have been sitting in the secret panel for about 30 years.“Godzilla Heads gum dates to the late 1980s, and the rule that requires warnings to be printed on alcohol containers was enacted in November 1988. WASHINGTON — President-elect Joe Biden introduced his picks for top health positions in his administration Tuesday, and listed three goals his administration will take to fight the COVID-19 pandemic in his first 100 days.The first of those goals has already been widely reported — Biden says he will ask American to "mask up" for the first 100 days of his administration. He said Tuesday that he will enact mask mandates where he can, like on federal property or on airplanes and other inter-state travel. But he said he's asking the rest of the country to join him in wearing masks even where they are not mandated.Biden also said Tuesday that he hopes to administer 100 million doses of COVID-19 vaccines in his first 100 days. In order to aid his administration in his goal, he says he hopes Congress can pass additional funding that would assist in distribution. Finally, Biden said he hopes to get as many children back into schools for in-person learning as he can within his first 100 days.Biden ended his remarks by reminding Americans that while a vaccine is coming, there are a few difficult months ahead."It's daunting, but I promise we will make progress starting on Day 1 ... we can beat this," Biden said.The health care team assembled by President-elect Joe Biden points to stronger federal management of the nation's COVID-19 response, a leading role for science and an emphasis on fair and equitable distribution of vaccines and treatments.With Monday's announcement of his health secretary and a half dozen other key officials Biden is aiming to leave behind the personal dramas that erupted under President Donald Trump. VISTA, Calif. (KGTV) -- Jury selection is expected to take all week in the trial of former NFL tight end Kellen Winslow II. The San Diego football star and son of Chargers Hall of Famer Kellen Winslow Senior pleaded not guilty to charges that he raped two homeless women in Encinitas last year. He's also charged with raping an unconscious seventeen-year-old girl back when Winslow was nineteen. Prosecutors say he was out of custody on million bail in connection with the felony case when he got in trouble again. Prosecutors say he fondled himself in front of a 77- year-old woman at a Carlsbad gym, asked her if she liked it, and groped her while she was in a hot tub at the same gym.Jan Ronis is a San Diego defense attorney not affiliated with the case, but watching it closely. "From what I've seen at the preliminary examination, everyone that testified seemed to have a lot of credibility. These were older women, you would extend the greatest credibility to that kind of witness," said Ronis. Winslow played ten seasons with the NFL. His defense team is reportedly planning to call two psychiatrists to testify. It's unclear if CTE, or Chronic traumatic encephalopathy will play a role in that defense. Ronis says it might not make a difference. "You can still be responsible for your conduct , criminally responsible, after having sustained a traumatic brain injury or something of that nature. It's different than say, your mental health issue was such that rendered you incapable of understanding the nature of your conduct that you couldn't understand the difference between right and wrong, " said Ronis. WASHINGTON — Senate Republicans are proposing changes to police procedures and accountability, according to a draft of a bill obtained by The Associated Press.The JUSTICE Act — Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 — would establish an enhanced use-of-force database, restrictions on chokeholds and new training and commissions to study law enforcement and race.In addition to the use-of-force database, the JUSTICE Act would also begin tracking — but would not ban — the use of no-knock warrants. In March, a Louisville woman named Breonna Taylor was killed when police entered her home on such a warrant.The JUSTICE Act is the most ambitious GOP policing proposal in years. It's a direct response to the massive public protests over the death of George Floyd and other black Americans.The package is set to be introduced Wednesday. As the outlines emerged, Democrats said it didn't go far enough.The Justice in Policing Act, a bill introduced by Democrats in the House last week, would introduce more sweeping changes, including a ban on police chokeholds. The Democrats' bill would also amend federal law to make it easier to charge police officers with civil rights violations.The introduction of the GOP bill will be introduced a day after President Donald Trump signed an executive order aimed at changing police practices. Trump's order calls on police departments to utilize social workers in some emergency calls. It also encouraged the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them. 1643
