SAN DIEGO (KGTV) - A Valencia Park dog owner is looking for the person that took his dog from his front yard Tuesday morning. Jayden Ryan’s five-month-old french bulldog, Greyson, was last seen playing in their driveway. His security camera shows Greyson walking over to the fence, but then the camera jumps to footage of a man wearing a hood walking away, and he appeared to be carrying the dog in his arms. Ryan says there were about three to four minutes of missing footage, that might have shown the man’s face, as well as how he ended up with his dog. He says the camera company told him there was an issue on the way the video uploaded. However, a neighbor saw the incident. He told Ryan, as well as 10News, that he saw the hooded man reach over the fence, pet the dog for about a minute, then grab him and walk away. The security footage picked up audio of the neighbor yelling at the hooded stranger and then chasing after him. “(My neighbor) says he tried to run after him, but he is 54 years old. He was no match for him, so he ended up getting away,” Ryan said. Neighbors said they recently saw the man in the neighborhood. Ryan says French bulldogs are expensive so they can be enticing to thieves. He would be surprised if he were casing the neighborhood. Ryan is putting up fliers, hoping someone will have information about Greyson, or the man in the video. “They didn’t just steal my dog, they stole the happiness from me,” Ryan said. San Diego Police say no suspects have been identified at this time and no arrests have been made. 1561

SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. For months, San Diego police agencies have been working to release past records related to officer misconduct, following last year's groundbreaking order by the courts. It came after ABC10 News and other media sued to keep some police unions from blocking departments from giving up files.Fischer pleaded guilty last year to multiple assault charges, following accusations that he groped, hugged or tried to kiss more than a dozen women while he was on-duty.Records released show copies of texts from a woman who he pulled over. They read, in part, “He asks me if I wanted to make out. I swear to God [redacted] every single word of this is true."Several times throughout the audio recordings, he's asked about women who he had met while he was on calls or doing traffic stops. "Did you, um, ask her, if [she] were older if she would ever go on a date with you?" asked the interviewer. "I don't believe I did. No,” he responded. "Is it possible you asked her that?" she asked. He replied, "[I’m] probably [going to] say ‘no’. I don't remember asking her that."This May, Fischer was released from jail on custody credits, just months after being sentenced to four years behind bars. 2351

SAN DIEGO (KGTV) -- An investigation is underway to find the driver in a hit-and-run crash that injured two passengers in City Heights.Police say the female driver crashed into multiple parked cars on Fairmount Avenue just after midnight on Wednesday.Witnesses told police they heard the crash, and then saw the driver jump out of the car and run, leaving the two female passengers behind.Both women managed to crawl out of the mangled car with the help of nearby neighbors. One of the passengers was seriously injured, but neighbors say they kept her calm and stable until paramedics arrived.Police are investigating what led up to the crash.This is a developing story stay with ABC 10news for updates. 711

  

SAN DIEGO (KGTV) — An appeals court Friday granted a stay against a San Diego judge's recent ruling allowing strip clubs and restaurants to reopen despite the state's coronavirus restrictions.The decision by the Fourth District Court of Appeals, District One, freezes an earlier ruling, forcing restaurants to again only offer takeout and delivery service, per California's recent health order. Any opposition to the state's filing must be submitted by noon Wednesday.Lawyers for the state argued against the Superior Court ruling, saying it was overreach since no restaurants were parties in the suit filed by two strip club operators.RELATED: San Diego County to appeal ruling on strip clubs, restaurants amid health ordersCounty Supervisor Jim Desmond said in a statement the decision one day after some restaurants reopened was "tragic." "Today's decision to close restaurants one day after they were allowed to open is tragic for San Diego's workforce. The seesawing of people's livelihoods one week before Christmas is devastating," Desmond said in a statement.Supervisor Nathan Fletcher said in his own statement that the appeals court made the right call as cases surge."This is the right decision to protect our communities given the severity of cases and hospitalizations we are experiencing in San Diego County. Everyone should stay home unless it is absolutely essential," Fletcher said. This week, a judge ruled in favor of Pacers Showgirls and Cheetahs Gentleman's Club, which were forced to close in October due to coronavirus restrictions. But the Board directed County Counsel to only argue that the order is incorrect as it relates to the continued operation of strip clubs and the allowance of indoor dining. We support outdoor dining with appropriate safety protocols that have been previously established. We remind everyone that the virus is still out there. Please continue to cover your face, wash your hands and avoid gatherings," Chairman Greg Cox said in a statement.The recent restaurant closures come after the regional dipped under the state's ICU bed capacity threshold. SAN DIEGO (KGTV) - An autopsy report released Friday by the San Diego County Medical Examiner indicated a young woman who died after being arrested by San Diego Police had PCP, THC, morphine, and meth in her system. The Medical Examiner determined Aleah Jenkins, 24, died of hypoxic-ischemic encephalopathy, due to resuscitated cardiopulmonary arrest while in custody and acute methamphetamine and fentanyl toxicity. Jenkins was arrested during a traffic stop in University City on Nov. 27. Officers determined she was wanted on an outstanding warrant for meth possession and arrested her. They also found a bag of methamphetamine in the car, according to the autopsy report. During the traffic stop, police called paramedics because Jenkins vomited. She said it was due to an upset stomach, and officers said they canceled the ambulance call. RELATED: San Diego woman dies in the hospital after arrestJenkins was taken to SDPD headquarters, where police went to get water for her, the autopsy indicated. When the officers returned, they found Jenkins unresponsive. There was a bag of white powder on the ground near her, and a glass vial and another bag of white powder in her clothing, the autopsy report said. The Medical Examiner’s report indicated the officers administered CPR, and she had a pulse when paramedics arrived to take her to the hospital Jenkins died at UC San Diego Medical Center on Dec. 6. The Medical Examiner’s autopsy summary indicated Jenkins had no injuries which would have contributed to her death.
