SAN DIEGO (CNS) - Voters will decide whether a controversial North County housing development goes forward, the Board of Supervisors decided Tuesday.After a public hearing, the board voted 4-0 -- Ron Roberts was absent -- to place the Newland Sierra project on the March 3, 2020, ballot. The board's action came two months after a Sept. 26 vote amending several provisions in the county general plan that allowed for Newland Communities to build in the Miriam Mountains area, directly west of Interstate 15 and near the cities of Escondido, San Marcos and Vista. The proposed development is in an area noted for wildlife and a tranquil ambience. The development would also feature 81,000 square feet of commercial space, a six-acre school site, 35.87 acres of public and private parks, 19.2 miles of multi- use community trails, an equestrian staging area and 1,209 acres of open space. The project would include numerous eco-friendly features, including solar panels, electric-vehicle charging stations, xeriscaping and gray-water systems, according to the developers. Opponents gathered roughly 117,000 signatures and presented their petition to the county. RELATED: County approves North County housing developmentSupervisor Dianne Jacob -- who was not at the Sept. 26 meeting -- said the public will vote on whether the board made the right decision on Newland Sierra and ``sound off on the general plan and a project in a high-fire zone, with 2,000 homes over what the general plan allows.'' Board Chairwoman Kristin Gaspar said putting the Newland Sierra development on the ballot ``lets voters do their homework.'' She said the signature-gathering campaign was impressive, adding that while out in some locations, ``I could barely get a leg out of my vehicle door before encountering signature gatherers, although some were not as well-informed.'' Rita Brandin, senior vice president and development director of Newland Communities, told the supervisors the company is confident that voters ``will embrace the plan when they hear the truth and many benefits.'' Development opponents earlier in the meeting urged the supervisors to approve a referendum. SAN DIEGO (CNS) - Warning that the change would pose serious threats to public health and safety, the San Diego County Police Chiefs' and Sheriff's Association Monday announced its opposition to a state bill that proposes extending California's daily alcohol sales cutoff time from 2 a.m. to 4 a.m.Chula Vista Police Chief Roxana Kennedy, vice president of the law enforcement group, asserted that Senate Bill 58 -- which calls for allowing bars in 10 cities throughout the state to keep serving drinks for an extra two hours a day as part of a pilot project -- would have negative effects on communities ``that are within driving distance of the cities where the bars (would) stay open later.''``Extending alcohol sales means more drunk drivers during early-morning commutes, more DUI crashes, more injuries and more deaths,'' Kennedy said, adding that the change would ``impact our ability to respond quickly to other emergencies.''Under SB 58, bars in Cathedral City, Coachella, Fresno, Long Beach, Los Angeles, Oakland, Palm Springs, Sacramento, San Francisco and West Hollywood would be cleared to remain open two hours longer each night.The change would affect more than three-quarters of the state's population, according to a letter sent from the police association to the author of the bill, Sen. Scott Weiner, D-San Francisco.Weiner introduced the proposed legislation in December, three months after outgoing Gov. Jerry Brown vetoed a similar bill.Proponents contend that the change would be an economic boon for areas with vibrant night-life scenes and high tourism levels.Alcohol-related problems cost California more than billion annually, including expenses related to public safety, crime, street collisions, injuries and illnesses, the San Diego-area law enforcement agency stated, citing studies by the nonprofit Pacific Institute for Research and Evaluation.That fiscal hit would increase dramatically under the proposed extended alcohol-sales hours, resulting in an estimated 230 percent increase in fatalities and a 179 percent increase in injury traffic crashes, according to the association. 2126

SAN DIEGO (KGTV) - A distinctive pair of sneakers helped San Diego Police find a man suspected of threatening a Pacific Beach bar bouncer with a knife Tuesday.The man went to Open Bar on Mission Boulevard near Grand Avenue at 1 p.m. and said he was going to kill the employee, officers said.Police got a detailed description of the man, which included purple Air Jordan Nike shoes.An SDPD lieutenant who responded to the scene spotted the man - and his sneakers - and officers arrested him near Mission Boulevard and Pacific Beach Drive.Witnesses identified the suspect at the scene.During the search for the knife-wielding man, police said a drunk bar patron jumped on top of a patrol car and stomped on its roof. The man was arrested on suspicion of felony vandalism for substantial damage to the SDPD vehicle. 820
