ABUJA, Jan. 28 (Xinhua) -- China and Nigeria celebrated the 40th anniversary of the establishment of diplomatic relations on Thursday evening in Nigeria's capital city Abuja.More than 600 Chinese and Nigerian guests, including Nigeria's former Head of State Yakubu Gowon, attended the gala event.On Feb. 10, 1971, the two most populous developing countries in Asia and Africa set up their diplomatic relations, said Deng Boqing, the Chinese ambassador to Nigeria.The frequent high level visits from both sides built up the mutual trust, the exchanges and cooperation in the fields of economy, culture, science, education and health, he said.The bilateral trade volume in 2010 is expected to break the record 7.5 billion U.S. dollars in 2008. The total Chinese investment in Nigeria has been nearly 8 billion dollars by the end of 2010, he said.Deng also gave tribute to the indispensable efforts made by the overseas Chinese and Chinese companies in Nigeria.Yakubu Gowon, former head of state in the 1970s, told Xinhua that he was delighted to witness the establishment of diplomatic ties between China and Nigeria in 1971 during his term. SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. LOS ANGELES, March 3 (Xinhua) -- More and more American adults are suffering from a decline in overall sleep duration, the U.S. Centers for Disease Control and Prevention (CDC) said on Thursday.It's recommended that adults should sleep seven to nine hours a night to maintain good health, but more than one-third of Americans do not meet that requirement, according to the CDC.Insufficient sleep poses a long-term heath threat and impairs work performance and the ability to drive safely, the CDC said.Chronic sleep loss also is associated with obesity, increased risk of death and other health problems, according to the CDC."Over the last 20 years there has been a decline in overall sleep duration in adults," said Lela McKnight-Eily, a clinical psychologist and epidemiologist at the CDC's National Center for Chronic Disease Prevention."Within our culture there seems to be a belief that sleep isn't a part of overall essential health," she said.McKnight-Eily and her colleagues studied the sleep habits of 74,571 adults in 12 states, 35.3 percent reported sleeping less than seven hours.In addition, 48 percent reported snoring, 37.9 percent said they fell asleep at least once during the day the previous month and 4.7 percent admitted to falling asleep at the wheel at least once.Drowsiness or nodding off while driving accounts for 1,550 deaths and 40,000 injuries a year, according to the U.S. Department of Transportation.To get enough sleep, Americans have to change lifestyle habits, including longer workdays and late nights on the computer, McKnight-Eily said, noting that too much screen time paring away much-needed sleep time.

BEIJING, Jan. 30 (Xinhua) -- A total of 248 people were arrested in China last year for involvement in food safety cases, food safety authorities said Sunday.The country dealt with 130,000 cases involving food safety last year, including 115 criminal cases, according to a statement of the National Food Safety Regulating Work Office.The cases touched upon such areas as production of edible agricultural produce, food production, food circulation, catering services and food exports and imports,"No major incident occurred last year, and the overall food safety situation maintained stable," said the statement.Last year also saw a nationwide crackdown on "gutter oil", usually made from discarded kitchen waste that has been refined, after media reports that it was commonly used by small restaurants.Since July when the State Council, or Cabinet, ordered the eradication of "gutter oil", 165.7 tons of edible oil has been confirmed to have been disqualified and produced by unknown sources.Chinese authorities since July last year have also cracked down on the use of undisposed tainted milk powder produced before the melamine scandal of 2008.About 2,132 tonnes of melamine-tainted milk powder was seized in the latest crackdown, the statement said.A total of 191 officials were punished for failing to do their duty in food safety enforcement, with 26 of them fired, it said.In July last year, Dongyuan milk powder, produced in west China's Qinghai Province, was found to contain excessive levels of melamine, a toxic chemical normally used in the manufacturing of plastics, which triggered the nationwide crackdown.It is the latest blitz on tainted milk products since 2008 when melamine-tainted milk powder killed at least six infants and sickened 300,000 children across the country.

WASHINGTON, Feb. 4 (Xinhua) -- Major trading partners of the United States, including China, did not manipulate their currencies to gain an unfair advantage in international trade in 2010, according to a report released by the U.S Treasury Department on Friday."Based on the resumption of exchange rate flexibility last June and the acceleration of the pace of real bilateral appreciation over the past few months," China's behavior did not qualify under the official definition of manipulation, the Treasury said in its long-delayed semiannual report to the Congress on International Economic and Exchange Rate Policies.With respect to exchange rate policies, ten economies were reviewed in this report, accounting for nearly three-fourths of U. S. trade. Many of the economies have fully flexible exchange rates. A few have more tightly managed exchanges rates, with varying degrees of management."No major trading partners of the United States" met the standards identified by the Congress as currency manipulator, concluded the report.Since the June 19, 2010 announcement by China's central bank of greater exchange rate flexibility, its currency, also known as renminbi (RMB) has appreciated 3.7 percent against the dollar, or about 6 percent annualized. The renminbi has appreciated 26 percent in total against the dollar since 2005.The Treasury said that because inflation in China is significantly higher than it is in the U.S., the RMB has been appreciating more rapidly against the dollar on a real, inflation- adjusted basis, at a rate which if sustained would amount to more than 10 percent per year.The U.S. accuses Beijing of keeping its currency undervalued, flooding the country with cheap exports and costing U.S. jobs. But many economists believe that the appreciation of RMB will help little to the U.S. employment."Treasury today again made the right call on China's currency policy in its latest exchange rate report," John Frisbie, President of the U.S.-China Business Council (USCBC) said in a statement after the U.S. Treasury Department'report."While USCBC believes that China should allow its exchange rate to better reflect market forces, designating China as a ' manipulator' would achieve nothing.
