TOKYO, Oct. 1 (Xinhua) -- Japanese Prime Minister Naoto Kan highlighted Friday the importance of relations between Japan and China, saying it was essential to deepen the mutually beneficial relations. While Kan was explaining his concerns regarding China at the opening session of the Japanese Diet."As neighboring countries separated by a thin strip of water, Japan and China are of great importance to each other. It is acknowledged that relations between the two countries are of critical importance to the Asia-Pacific region and, I might say, the entire world," he said.He urged both countries to proceed calmly with current issues, including the recent maritime collisions in the East China Sea that sparked a diplomatic spat, saying that cooperation was indispensable."In terms of the relationship between Japan and China as a whole, it is essential we work together to deepen our mutually beneficial relationship based on common strategic interests from a broad perspective, including peace and prosperity in the Asia-Pacific region and increasing cooperation in the economic field," Kan said.Seperately, Japanese Foreign Minister Seiji Maehara said Friday Japan was open to discussions with China in order to prevent further maritime incidents as strained bilateral ties between Japan and China were "not productive.""It is necessary that Japan and China reach an accord on how to avert an incident," Maehara said at a meeting hosted by Kyodo News."We are required to strategically establish a win-win relationship between the two countries, considering that tensions and confrontations are disadvantageous for both," he said.

BEIJING, Oct. 27 (Xinhua) -- A signed article published in Wednesday's People's Daily said China's political reform must be conducted in a step-by-step manner under a socialist system and the leadership of the Communist Party of China (CPC).The article, written by Zheng Qingyuan, said China's political reform should be conducted in accordance with the development of the country's economic, historical and cultural background. The article was carried by the CPC Central Committee's official newspaper after the Party concluded a key policy-setting meeting that stressed the need for political reform."Great impetus will be given to economic restructuring, while vigorous yet steady efforts should be made to promote political restructuring," the communique, issued by the fifth plenary session of the 17th CPC Central Committee, said. The article starts with noting that the kind of political system a country chooses "depends on the will of the overwhelming majority of the country's people and its particular national condition, as well as its historical and cultural background."It cited late leader Deng Xiaoping's remarks about the three key indicators to assess a country's political system: whether its political situation is stable; whether the system can enhance unity among its citizens and improve their lives; and whether the country's productivity can be sustainably developed. The article said that since 1979, the CPC has announced a comprehensive reform policy which included consistent political reform over the past three decades, and added that China had achieved some experience in political reform now.It also stressed that China's political reform should not blindly adopt western-style practices such as having multiple parties which hold office in rotation and separating administrative, legislative and judicial powers.

WASHINGTON, Oct. 6 (Xinhua) -- China's growth is projected to average 10.5 percent in 2010 and 9.6 percent in 2011, driven by domestic demand, the International Monetary Fund (IMF) said in a report Wednesday. The Washington-based international lending agency made the projection for the annual fall meetings this weekend of the 187-nation IMF and its sister lending organization, the World Bank."The slight moderation in recent activity is expected to continue through 2011 in light of tighter quantitative limits on credit growth, measures to cool off the property market and limit bank exposure to this, and the planned unwinding of fiscal stimulus in 2011," the IMF said in its report. The report said this year's sustained growth in retail sales and industrial production confirms that private sector activity has advanced beyond the lift from government stimulus."On average over 2010-11, private domestic demand is poised to contribute two-thirds of near term growth, and government activity about one third, whereas the contribution from net exports will be close to zero," the report said.Despite the robustness in domestic demand, the pickup in inflation in 2010 reflected mainly higher food prices rather than core inflation, the report said. The report said China's increasingly wide trading network is driving growth in numerous economies, especially commodity exporters. The report said Asia's medium-term growth depends on the rebalancing of drivers of growth -- greater reliance should be put on domestic markets instead of foreign demand. The report said such a rebalancing in China, the world's second largest economy, is critical to enhance the role of household consumption in domestic growth. The report also recommended that China implement reforms to health care, education, and pension systems to enhance the social safety net.

BEIJING, Oct. 13 (Xinhua) -- China's safety record has improved in the first nine months of 2010 with fewer accidents and deaths compared with one year ago, Luo Lin, director of the State Administration of Work Safety (SAWS), said Wednesday. From January to September this year, China reported 16,091 fewer accidents, or a decline of 5.8 percent over the previous year, while deaths caused by accidents were down by 5,869 in the same period, Luo said during a a national video conference regarding the country's work safety record. While Luo did not provide the actual figures of accidents or deaths caused during this period, he said: "Though we have made new progress in work safety, the total number of accidents is still too high and the accidents with heavy casualties and caused by illegal production activities were rising dramatically."According to SAWS, China's work safety death ratio per 100 million yuan (14.9 million U.S. dollars) of gross domestic product (GDP) was down 18.6 percent year on year to 0.21 during the January-September period. In other words, every 10 billion yuan of China's GDP will cause 21 deaths in the process of production. In addition, the death ratio per million tonne of coal output dropped 13.3 percent to 0.78 in the same period.According to the last figures released by SAWS in July, workplace accidents had killed 33,876 people in the first half of this year.

BEIJING, Sept. 24 (Xinhua) -- Premier Wen Jiabao's three-day U.N. visit this week has been fruitful as a major diplomatic effort at a time when new changes are emerging in the world economy and politics, Foreign Minister Yang Jiechi told reporters Friday.Wen was in New York from Tuesday to Thursday for the U.N. Summit on the Millennium Development Goals (MDGs) and the general debate of the 65th session of the U.N. General Assembly, a summit of the U.N. Security Council member states, and a high-level discussion panel on AIDS and MDGs. He also met with U.S. President Barack Obama on bilateral ties and regional and world issues, calling for more cooperation.Yang said Wen made the New York trip as the world economy stabilized and started to show improvement but the recovery remained unbalanced and was still not solid. The international community has, in general, made significant progress on meeting the Millennium Development Goals (MDGs), the minister said. he said, however, more imminent is the imbalance in international development and there are new challenges in international cooperation and development. The developing countries want more attention from the international community on the development issue, the minister said, and countries are ever more willing to promote peace, development and cooperation. They, he said, expect a greater role for the United Nations in safeguarding world peace, promoting mutual development and advancing international cooperation.Wen's trip also came at a time when there are some misunderstandings and misinterpretations about China, which had led the global economic recovery and was put in the global spotlight, Yang said.Wen's visit was also important given that the handling of ties between China and the United States, in particular the appropriate handling of the differences and the advancing of mutual trust and cooperation, is of great importance to the health of their bilateral relations, the foreign minister added.PRESENTING CHINA AS IT ISPremier Wen tried to present China as it is at the U.N. meetings, the welcome banquet in his honor organized by friendly organizations, meetings with foreign leaders and guests, and in media interviews. The premier was sincere and objective about the true condition, challenges and development strategy of China. He made it clear that there had been no change to the fundamental fact that China remains a developing country and that it will stick to the policy of reform and opening up to the outside and the long-term pursuit of peaceful development, Yang said.It is widely agreed, Yang said, that Premier Wen responded with clear and definitive answers to questions about the developing country status, development strategy and international role of China. His words had been sincere and his arguments convincing, helping the international community better understand China as it is and increasing their confidence in the country, Yang said.ADVANCING MDGS FULFILLMENTAddressing the U.N. summit on MDGs, Premier Wen introduced China's achievement in fulfilling the MDGs in slashing poverty and promoting cooperation among developing countries. He laid out a package of proposals to further advance the fulfillment of the MDGs, calling on the international community to prioritize African development and poverty alleviation, as well as promoting U.N.'s leading role in international cooperation.Wen pledged to help developing nations with improving their livelihoods, reducing or erasing debts, enhancing links in such fields as finance, economy and trade, agriculture and human resources training. He announced China will, on top of previously pledged assistance, provide an additional 200 million U.S. dollars in aid to flood-stricken Pakistan. The premier also witnessed the signing of a memorandum of understanding on boosting cooperation between China and the U.N. Development Program (UNDP).As most countries believe, despite all kinds of difficulties, Yang said, China has made positive contributions to achieving the MDGs. China's economic and social progress would certainly encourage other developing nations. In the eyes of the world, China always keeps its promises by taking substantial, sincere and selfless measures.Premier Wen's presence at a U.N. panel on AIDS, the first appearance of senior Chinese leadership to such gatherings, has demonstrated a China that is open, self-confident, emphasizing human dignity, social justice and harmony, as well as balanced development, Yang said. While meeting with the U.N. Secretary General Ban Ki-moon, Wen said China pledged to play a more active role in U.N. affairs in various sectors and to strengthen its partnership with the U.N.PROMOTING PEACE AND STABILITYAttending the U.N. Security Council meeting, Wen presented China's views on world security, and expressed China's willingness to continue supporting the U.N.'s leading role in safeguarding international peace and security.
