CHICAGO, Ill. – In 2016, some 33 million ballots were cast by mail, about one quarter of all votes cast. With pandemic protocols and precautions in place, experts estimate a record-breaking number of mail-in votes this election cycle.Voting by mail has been in place for more than 150 years – since the Civil War.“It's become so common in the United States that since 2010, about a quarter of the electorate has voted by mail in federal elections,” said Lawrence Norden, director of the Election Reform Program at the non-partisan Brennan Center for Justice.Some states have what’s known as a universal vote-by-mail system, which means they mail ballots to all their voters. But in most states, voters must request an absentee ballot.“Most of them have made exceptions for 2020, because of COVID and so what we have left is only a handful of states where you need an excuse to vote by mail,” said Norden.According to the National Conference of State Legislatures, normally 34 states and Washington, D.C. allow no-excuse absentee/mailed ballot voting. Those include: Alaska, Arizona, California, Colorado, District of Columbia, Florida, Georgia, Hawaii, Idaho, Illinois, Iowa, Kansas, Maine, Maryland, Michigan, Minnesota, Montana, Nebraska, Nevada, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Dakota, Utah, Vermont, Virginia, Washington, Wisconsin, and Wyoming.Five automatically mail ballots to voters: Colorado, Hawaii, Oregon, Utah, and Washington. And specifically, for 2020, at least four more have done the same: California, New Jersey, Nevada, and Vermont.For months, President Donald Trump has claiming that mail-in voting leads to mass fraud.“The mailed ballots are corrupt, in my opinion. And they collect them, and they get people to go in and sign them. And then they — they’re forgeries in many cases. It’s a horrible thing,” he said to reporters in April.Experts say that’s not true. While there have been a few examples of fraud committed in mail voting, in modern history, studies indicate it’s not common at all.“The chances of somebody committing fraud in mail voting is about the same as somebody getting struck by lightning,” said Norden. “It's extremely rare.”Rejection is more common.According to the Brennan Center, during the midterm elections, nationwide more than 430,000 mailed ballots were rejected due to delays, minor defects, and voter errors. In some states, rejected ballots affected minorities at higher rates than white voters.Norden recommends voting as early as possible when using a mail-in or absentee ballot.“Do it early, so you can avoid the kind of last-minute complications that sometimes we've seen,” he said. “The number one reason that mail ballots don't count is because people get them in late.”Even with the vote-by-mail expansion, there are still variations in deadlines and rules. CAMP PENDLETON, Calif. (KGTV) - A massive training exercise coordinated between three Marine Corps. Air Stations in the Southwest took flight Monday.The goal is to ensure Marines and Sailors are ready if they need to move hundreds of troops and supplies fast. The exercise is comprised of about 1,300 troops, from MCAS Miramar, Camp Pendleton and Yuma. It took three months of planning."It really stretches all the muscles for all of the units to support something big like this," Lt. Col. Nathan Storm said.The training is almost twice as big as prior similar trainings."It gives I Marine Expeditionary Force the opportunity to get together and practice large scale operations like this for operations wherever the Marine Corps may send us in order to defend the United States," Lt. Col. Storm said.This particular mission is to take over an airbase and secure it as a supply route, "not that we’re necessarily planning for anything like that but we always have to be ready and be lethal for that eventuality," he said.Dozens of aircraft were meticulously coordinated to come in and take off in waves. Rows of MV-22 Osprey sat on the flight deck loading up Monday afternoon. Earlier two of the Marines' biggest assault support helicopters, the CH 53E Super Stallions, loaded up with dozens of troops and took off.The flights Monday were the crux of the past two weeks of training for the Marines and Sailors. "Fantastic! It is absolutely great to see these all of these different communities come together the way that they are supposed to, the way that they’re designed in the Marine Corps to support the war fighters of the 1st Marine Division," Lt. Col. Storm said.The aircraft will all meet in Twentynine Palms, near Joshua Tree, where they will train in a mock town, in scenarios similar to what they would see overseas. They will be extracted and brought back home Wednesday.Neighbors should not notice any difference in the amount of noise during the exercise. Lt. Col. CAMPO, Calif. (CNS) - A man suspected of setting fire to a historic commercial structure in downtown La Mesa during a police brutality protest that devolved into rioting last spring was jailed Tuesday on suspicion of arson and felony vandalism.Daniel Louis Sandoval, 43, was arrested Tuesday morning near his Campo home in connection with the fiery destruction of the Randall Lamb and Associates Building on Palm Avenue, according to the La Mesa Police Department.The structure, which had been designated as historically significant by the La Mesa Historical Society, was one of several buildings, including two banks, burned to the ground during the unrest.Two other men have been arrested in connection with the fires and the looting of stores during the chaotic demonstration.The May 30 protest was sparked by the Memorial Day in-custody death of George Floyd in Minneapolis and the arrest of another Black man, Amaurie Johnson, in La Mesa a few days later.Johnson's rough arrest by a white La Mesa police officer was captured on video and proliferated over social media, prompting extensive backlash and a federal lawsuit filed by Johnson against the city.The demonstration began with protesters marching onto Interstate 8 in the afternoon, stopping traffic, before moving on to La Mesa police headquarters.Though the protest began peacefully, confrontations began breaking out at nightfall, with some demonstrators throwing things and officers firing beanbag rounds and tear gas to disperse the crowd.Sandoval was booked into San Diego Central Jail, where he was being held on 0,000 bail pending his initial court appearance. CHICAGO (AP) — Chicago White Sox manager Tony La Russa says he doesn't have a drinking problem. He also says he has to prove that with his behavior. The 76-year-old La Russa has pleaded guilty to a lesser charge to resolve misdemeanor drunken driving charges stemming from his arrest nearly 10 months ago on a freeway in metro Phoenix. La Russa said he feels "deep remorse and regret" about what happened. He underwent 20 hours of alcohol counseling after his arrest, which he described as "very helpful." 513
