(KGTV) - NOAA's Climate Prediction Center released the updated outlook for winter 2020-2021 expectations, and the report shows the increased confidence for a moderate La Nina winter.National Weather Service Meteorologist Alex Tardy said La Nina winters mean cold water along the equator, which are already present in October. These cold waters can have a domino impact on the globe, including warmer waters in the Atlantic and ultimately a higher risk of hurricanes, and also a more northern jet stream over the west coast, keeping moisture isolated more north and leading to dry conditions in Southern California.This dry winter coupled with San Diego’s recent weather history could be a recipe for disaster. The last two winters have been wet in San Diego, with most areas in San Diego County getting 1.5 times their usual rainfall during the most recent winter. This increased moisture helped vegetation grow, then the summer of 2020 brought record-breaking heat, drying that vegetation out. That, coupled with a lack of monsoon moisture in 2020, means there is dry vegetation that could be fuel for fires.“Any type of fire is going to be a problem in Southern California because the conditions are so dry,” said Tardy.He added that a new water year just began Oct. 1, 2020, so while the last water year had impressive rain totals, a new year has started.“So regardless of what happened last winter, we kind of reset now. Now we’re in a whole new year and unfortunately, things are looking very stressed as far as fire conditions,” said Tardy.He said rain is not out of the question for a La Nina year, but it will be more variable. Winter is the best time for Southern California to accumulate rain, and with the decreased chances of rain, Southern California could move into drought conditions by the end of the winter. 1850

SAN DIEO (KGTV) - Parole agents checked on child sex offenders Thursday night to ensure they were in compliance, as part of the 26th Annual Operation Boo.10News rode along with California Department of Corrections and Rehabilitation Agents who went knocking on 7 doors Halloween night."The gates were closed, the lights were turned off, they kind of know what is expected of them," Parole Agent Matthew Holmes said.Some of the stops took us to National City, City Heights, even a marina where a house boat was docked."Most of the time they're compliant, occasionally somebody has to go back to jail, but we just try to hold them accountable for their conditions," Holmes said.That means no alcohol, drugs, weapons, or pornography.Thursday night everyone checked out.One parolee told 10News he's excited to take the next step after his release, "I feel fantastic, the program is great, State Parole is great. It's definitely worth it. I think all this tax payers expense, they're getting their money's worth, I'll tell you that."Operation Boo is just a small part of agents' role of checking in on parolees. SAN DIGEO (KGTV) - The number of calls to San Diego County’s Child Abuse Hotline has dropped by more than half since schools across the region closed to prevent the spread of the coronavirus disease.County data provided to 10News shows a more than 50 percent decrease in calls regarding allegations of child abuse or neglect.According to the county, for the week of March 9 to 15, there were 1,859 calls. A week later, when schools closed beginning March 16 to 22, there were only 863 calls.RELATED: Multiple San Diego nursing homes dealing with coronavirus cases“In normal times, I would be thrilled, but this isn’t a good news story,” said Sheila Boxley, who’s the president of the Child Abuse Prevention Center. “This is something of grave concern because we know that children are now not in school, they are not in childcare. SAN DIEGO, Calif. (KGTV) - Honor Flight is a National organization that takes older veterans to Washington D.C. to visit war memorials, and the nonprofit just announced that all flights in 2020 will be postponed. For Honor Flight San Diego, the two canceled trips in 2020 means 160 World War II and Korean War veterans will have to wait until May of 2021 to take the trip, putting a year and a half between trips. Nationally, an estimated 20,000 veterans are being impacted by 2020’s cancellations.Holly Shaffner is the Director of Public Relations for Honor Flight San Diego and said the local chapter is still trying to find ways to keep the excitement for the veterans who are unable to travel this year. She said one of the emotional surprises for the veterans on the trip is “mail call,” when they surprise the group with a package of letters from family, friends and strangers thanking them for their service. This is to pay tribute to getting letters from home while they were in the service.“In World War II they didn’t have the technology that we have today where you can do FaceTime and emails,” said Shaffner.Honor Flight San Diego has already collected about 1,900 letters that they had planned to give out to the veterans on the 2020 trip, so organizers decided to use these letters to lift the spirits of the veterans who now have to wait a year for the trip. Honor Flight will be putting together mail call packages to mail to the veterans homes for them to open, hopefully giving them something to look forward to.Shaffner said one of the hardest realizations for them is acknowledging that of the World War II veterans on the list, not all of them will still be alive.“The reality for us is that when we start making the phone calls for them to go on that trip in May, there will be veterans that have passed away and there will be veterans that cannot travel,” she said.She hopes sending the letters to their home will help keep their spirits high during this lull.Winona Ruth Gunther is 100 years old and is one of the World War II veterans who was supposed to go in 2020. She said she’s worried about public places right now so she respects the decision to wait until 2021.“At my age you really take a chance when you get into a crowd and an airplane particularly,” she said.She worked as a corpsman in the Hospital Corps of the Navy in World War II. She has stories of caring for injured people in California and says those hard memories are the ones that stay with her. She’s already seen many of the memorials in Washington D.C., but said she was looking forward to going with the Honor Flight group because of the connection they all will feel seeing these memorials together.“It’s the camaraderie that you have with people that have similar experiences that you look forward to,” she said.Now, she waits for May of 2021, with some surprise letters heading her way thanks to Honor Flight.Shaffner said another obstacle the nonprofit is facing is keeping funding up. When the veterans are taken to Washington D.C., they don’t pay a dime. Everything, from the flight to the food, is paid for by donations. She said it costs about 0,000 for the two trips from San Diego. Shaffner said right now, they only have enough money raised for one trip in 2021. She said if they could, they would take even more than the planned 160 people next year to make up for the two lost trips in 2020, but that would be dependent on funding, which isn’t possible right now. 3487
