The shrine reportedly stated that Japan's engagement in past wars was for "self-preservation and self-defense."
"Building of comprehensive relations of strategic cooperation and partnership between China and Russia and their armed forces will help the two countries cope with new threats and challenges, develop concrete cooperation between their navies and jointly maintain and promote peace and stability in the region," he said.
Over 3,000 representatives participated in the meeting and reached broad consensus on topics including health, combating corruption, food, customs, disaster mitigation, forestry and quality inspection, he said.
During the meeting, the two leaders exchanged ideas on governance and regional and international issues of common concern.
Special envoy Wu Sike said China is deeply concerned about the escalating conflict between the two sides, which should be resolved through peace talks.
