CHULA VISTA, Calif. (KGTV) - Chula Vista Police officers and San Diego County Sheriff's deputies surrounded a South Bay home Friday in a SWAT standoff.San Diego Sheriff's deputies stopped a vehicle near Orange Avenue and Interstate 805 in Chula Vista for a vehicle violation at about 12 p.m., according to SDSO. Deputies were working a multi-agency narcotics operation when the stop occurred.A passenger, identified as Fernando Salas, fled the vehicle shortly after the stop was initiated. Salas resisted deputies' attempted to detain him, SDSO said, resulting in minor injuries to one deputy.Salas fled into a home in the 1400 block of Camellia Court, prompting a standoff.The occupants of the home forced Salas to surrender and he was taken into custody by deputies on charges of resisting a deputy, according to SDSO. The driver of the stopped vehicle, identified as Daniel Garcia, was arrested on charges of possession of a controlled substance and possession of metal knuckles.A person inside the home, identified as Angel Garcia, was also arrested for felony child endangerment for "his actions during the incident," according to SDSO.Several individuals ran from the home. Officers and deputies handcuffed as many as 12 people and placed them in U.S. Border Patrol or Sheriff's department vehicles. A child and dog were also removed from the home.Only Salas, Daniel Garcia, and Angel Garcia were arrested though, SDSO said.Sheriff's deputies and Chula Vista Police officers cleared the scene around 3 p.m. but didn't brief media on the situation before leaving. 1621

(KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. (KGTV) - A fire in a drainage tunnel had Chula Vista firefighters donning protective masks Thursday.The fire broke out about 4:30 Thursday afternoon at Eastlake Parkway and Otay Lakes Road, near the Vons and Lowe's shopping centers. It was quickly knocked down."Witnesses reported smoke billowing from a storm drain and several people running from the area," Chula Vista Fire IAFF local 2180 officials posted on twitter. "Please give our firefighters room while they work."The Chula Vista Fire Department said juveniles started the fire in the drain and left the area. No one was hurt.Officials are searching for two teens who may be involved in the incident.Firefighters are battling a tunnel fire off of Otay Lakes Road.
