BEIJING, Feb. 23 (Xinhua) -- A senior official of the ruling Forces pour la Defense de la Democratie (FDD) of Burundi said Tuesday the FDD hopes to strengthen cooperation with the Communist Party of China (CPC) and to further enhance the "brotherly friendship" with the CPC.Mohamed Rukara, vice president of the Council of Elders, the top decision-making body of the FDD, said in an interview with Xinhua that there are a lot of ruling experiences of CPC that the FDD can learn from.He said the CPC has gained great achievements in China's reform and opening up, realizing sustainable development, developing science and technology and striking corruption.He said Burundi has set "sustainable development" as the slogan for the 2010-2015 period, and he believed that his country can learn from China's successful experiences of reform and opening up and realize the goal of shaking off poverty by 2020-2025.Rukara, who is also a ombudsman, said corruption has been a big challenge facing his country, and he believed the FDD can learn from the CPC in this regard, as the latter has been combating corruption very hard and effectively.Appreciating China's aid and contribution to the development of Burundi, Rukara said the two parties and the two countries have had very good relations based on mutual respect.He welcomed more Chinese enterprises to invest in Burundi to support its development, and "the door will always be open to our brother."At the invitation of the CPC, Rukara is heading an FDD delegation for a visit to China starting from Saturday.

BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation.The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities.The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work.The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval.Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation.The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations.An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.

  

UNITED NATIONS, Jan. 26 (Xinhua) -- China on Wednesday welcomed the smooth development of the south Sudan referendum, voicing its hope that the parties in south and north Sudan could reach a consensus at an early date on the outstanding issues through dialogue and consultations.Li Baodong, the Chinese permanent representative to the United Nations, made the statement in an interview with Xinhua after he spoke at the UN Security Council about the Chinese stance on the situation of Sudan.Earlier on Wednesday, the Security Council met to hear briefings from Atul Khare, UN assistant secretary-general for peacekeeping operations, and Ibrahim Gambari, the joint special representative of the African Union-United Nations Mission in Darfur (UNAMID), on the current situation in Sudan."China welcomes the smooth development of the south Sudan referendum, this is the result of the joint efforts of north and south Sudan and the international community," Li said."At present, priority should be given to the following work: First, continuous efforts should be made to fully maintain peace and stability in Sudan to enable the country to realize its long- term peace, stability and development," he said. "Second, efforts should be made to encourage the parties in south and north Sudan to continue their efforts for the full implementation of the Comprehensive Peace Agreement (CPA), particularly for a consensus at an early date on the outstanding issues."The referendum, with its week-long polling period ending on Jan. 15, will determine whether south Sudan remains a part of Sudan or becomes independent, in accordance with the 2005 CPA that ended a long-running north-south civil war.The referendum's preliminary results are expected to be announced by Feb. 2, and depending on whether appeals are launched in the courts, the final result will be declared on Feb. 7 or 14.

  

CANBERRA, May 10 (Xinhua) -- Technology may have a harmful effect on children's development and creativity, Australia's report found on Tuesday.The Pilot Pen Australia Creativity Report found that children could be depending too much on technology such as computers.Written by psychologist Kimberley O'Brien, the report suggested that students are becoming scared of handwritten tasks as there is no spelling or grammar check tool to pick up their mistakes as they go along."Children who develop this kind of dependency on computer software are less likely to write using a pen and paper given that they will feel a vulnerability to failure," the report said.It said using software that immediately tells children to correct errors like spelling and grammar could disrupts their thought patterns and stunts their ideas, and children who hand write are able to produce almost twice as many ideas as those using computer technology to write a creative story.The report studied 300 Year five and six children, and found handwritten essays were completed significantly faster and contained a higher standard of sentence structure, grammar, punctuation, cohesion, ideas development and organization than those completed using keyboards.A further study found students in Years two, four and six produced up to twice as many ideas writing on pen and paper as those on computers.O'Brien said the results were due to computers putting extra pressure on writers to edit as they go rather than get their ideas down first and edit minor mistakes later.O'Brien said children were most likely to develop their handwriting skills between the ages of eight and 10, and she urged all teachers and parents to ensure their children met community standards for legible handwriting.However, she said that computers are a good support tool, and they should not replace handwriting entirely.
