SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. Next time, he may go inside the house and decide to do something more than looking in a window," said Steve.Though charges haven't been filed, anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1719

SAN DIEGO (KGTV) -- The California Department of Public Health is warning the public after a recall was issued for nearly 50,000 pounds of sausage products due to contamination.According to the department, the products may contain pieces of white, hard plastic. Eddy Packaging Co. Inc. recalled the smoked sausage products due to the contamination.The products were sold at Walmart stores in San Diego, Chula Vista, National City, Oceanside, Poway, Santee and La Mesa.The products being recalled have the establishment number "EST. 4800" inside the USDA mark of inspection. The products were also shipped to food service and retail locations in Georgia, Illinois, New Mexico, Oklahoma and Texas. So far, there have been no reports of illness due to the products. Check below for a list of products or click here for a full list of locations where the products were sold: 888

SAN DIEGO (KGTV) - The City of San Diego is planning on expand its designated scooter parking zones to Ocean Beach. The Mayor’s staff recently sent a list and map of 106 prospective locations to the Ocean Beach planning board. The scooter corrals are similar to the on-street parking the city has already installed downtown. The ‘Micro Mobility Parking Corrals’ - as the city calls them - are installed at red curb spaces that do not block traffic, fire hydrants or impede visibility. The Mayor’s office says it is working with community groups to find suitable locations in OB and they plan to have feedback by June 10th. 630

SAN DIEGO (KGTV) - The Barrio Logan College Institute is moving into a newer, bigger location, thanks to the generosity of an area businessman.Nicholas Aguilera, who's father started Diego and Son Printing in 1972, is letting the BLCI lease the company's old building for 20 years, with an option to buy."I think it's awesome, it's fantastic," Aguilera says. "I think my dad would be very, very happy and proud."Aguilera says his father always wanted the business to be part of the community. Turning it's original location into an educational site fits with Diego's vision and passion for improving the Barrio."I see a future for our students," says BLCI Interim CEO Barbara Ybarra.The Institute works with kids from the 3rd grade through high school. It helps mentor them as they try to become the first person in their family to go to college. Ybarra says 100% of the students that complete the program go to college.The new building will allow the BLCI to serve even more students."These upgrades are going to help them compete technologically with the other students they're competing against to get into college," says Ybarra.She also says there's symmetry in taking over the old printing building."Diego used to print notebooks and pads of paper for the students to use and take to school," she says. "I see it coming full circle. It's a great legacy for their family."The BLCI is trying to raise .5 million to buy the building. So far they've been able to secure .1 million in donations. SAN DIEGO (KGTV) — The Confederate monument at the center of an emotional debate has been removed from inside a city-owned cemetery in San Diego."It's a relief. I'm glad," said Amanda Bergara.Amid the recent protests aimed at racial injustice, Bergara was one of nearly 2,800 people to sign an online petition calling on San Diego's mayor to take down a confederate monument from inside Mount Hope Cemetery."It's a symbol of hate and disrespect for those who fought with their lives to end slavery," said Bergara.RELATED: Online petition seeks removal of Confederate memorial in San Diego cemeteryBuried in the cemetery are both Union and Confederate soldiers, who later lived in San Diego. The memorial, erected in 1948, names General Stonewall Jackson. In June, ABC 10News discovered the stone on the monument heavily damaged, with vandalism an ongoing issue. Unlike other Confederate markers removed in San Diego, the plot on which the monument sits is privately owned, and the city has maintained its hands are tied. The owner, United Daughters of the Confederacy, and supporters have said such markers are monuments to history.In the end, a city spokesperson says it was removed weeks ago at the request of the Confederate group, presumably to protect it from vandals. The monument is being stored by the city."Hopefully ending the hurt and pain for those who would have seen it and felt that hurt and pain. I hope it never sees the light of day," said Bergara.Not all the hurt is gone. A flagpole remains, along with a marker that includes the name, Stonewall Jackson.
