(AP) — South Dakota health officials say a number of people who attended the 10-day Sturgis Motorcycle Rally this month, including some who came from out of state, have come down with COVID-19. State Department of Health officials on Thursday didn't give an exact number of rallygoers who tested positive, but they said it was under 25. State epidemiologist Josh Clayton says the health department has received reports from other states that people who traveled from the rally have tested positive. Contact tracers have been able to work with most people to determine who they were around and may have infected. But the health department has issued public warnings for two bars — one in Sturgis and the other at a popular stop for riders along U.S. Highway 385 near Mount Rushmore. Clayton said they did not know how many people were exposed at the bars.The health department did not immediately reply to a question about what other states have reported infections in people who attended the rally.The rally, which ended Sunday, brought hundreds of thousands of people from far and wide to Sturgis. Before it kicked off, some locals and officials worried that it could cause an outbreak that could follow rallygoers after they went home. 1263

SOLANA BEACH, Calif. (KGTV) -- Solana Beach’s alternative to San Diego Gas and Electric appears to be in store for financial headwinds. A new city report says that the Solana Energy Alliance could run at a deficit for the next two years, which look to be more challenging than originally forecast. The city launched the alliance in June to help the city reach its goal of 100 percent renewable energy by 2035 and provide competition to SDG&E. Currently, more than 90 percent of Solana Beach energy and businesses buy their electricity from the alliance. It saves them about 2 percent from SDG&E. “They’re definitely stepping into deep water to try to do this themselves,” said Solana Beach resident Ed Radcliffe. “I hope they do it right.”Solana Beach City Councilman Peter Zahn said overall the energy program is healthy. It has high enrollment and is paying off expenses from the launch. He said it had higher revenues than expected while also having higher expenses than expected. Zahn said the report examined the alliance’s first three months, so it’s still early. He added a big hit came from a recent Public Utilities Commission decision to hike the exit fees residents pay SDG&E to buy it elsewhere. The Solana Beach city report says the fees could rise by as much as 50 percent. “While we are not happy with some of the factors that have influenced this - like the exit fee - we are really optimistic about going out into the future,” Zahn said.The report said higher energy prices and lower SDG&E electricity generation rates are also impacting revenue.In October, the city of San Diego announced plans to create its own alternative to SDG&E, called a Community Choice Aggregator. A spokesman for Mayor Kevin Faulconer says comparing Solana Beach’s organization to what is in store in San Diego is apples to oranges. SRINAGAR, India (AP) — A border clash high in the Himalayas between the world’s two most populated countries has claimed the lives of 20 Indian soldiers.It was the first deadly violence between China and India since the two nuclear armed neighbors faced off in a border dispute 45 year ago.Indian officials say the troops fought each other with fists and rocks along the high-altitude terrain before the two sides “disengaged” from the area where the fighting happened.Along with those killed, India said that about 17 of its soldiers were also critically injured.
