BEIJING, Dec. 27 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its week-long meeting on Saturday, with approval of the amendments of the Earthquake Prevention Law and the Patent Law.     President Hu Jintao has signed on the two amendments for them to take effect.     The session was presided by Wu Bangguo, chairman of the NPC Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     A resolution was adopted at the meeting, deciding that the Second Session of the Eleventh NPC will be inaugurated in Beijing on March 5, 2009. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao recently made a site tour in Ansai County, Shaanxi Province, to publicize a campaign for the Scientific Concept of Development.     It's an ideology with the same principles of the previous Party leaders' theories known as Mao Zedong Thought, Deng Xiaoping Theory and the Important Thought of "Three Represents". The theories all say the CPC has always represented the most advanced productivity and culture in China, as well as the most fundamental interests of the majority of the Chinese people.     During his tour, which took place October 29-31, Hu explained the Scientific Concept of Development which was adopted at the Third Plenary Session of the Seventeenth CPC Central Committee.     While talking with villagers in Hougoumen, Ansai County, Hu said the new policies, based on a practice of the Scientific Concept of Development, will bring substantial benefits to farmers by allowing them to lease their rights to contract cultivated land and forests. Yan'an served as the capital for the CPC-led revolutionary base during the 1930s-40s, before the Party took over the power in 1949.     During his stay in Hougoumen this Oct., Hu learned about new progress made by the leadership of the village's Party branch. The villagers have had their income remarkably increased and their living standards much improved, Hu was told.     The village insisted on a Party Member Promise System. All the village cadres and applicants for Party membership are required to make the promise, according to Yang Fengqi, head of the village's Party branch.     Hu called the Party Member Promise System a good way to help Party members and cadres display their exemplary role.     "We must do what we have promised to do by actions," he stressed.     Hu visited a class of the local elementary school and talked with Kang Haifa, a villager whose family spent the 2006 Lunar New Year's eve with the leader at their cave house. Hu encouraged Kang, an agricultural technician, to help villagers with his skills on vegetable planting.     While in Ansai, the leader also visited Longshitou and Fangta villages and a rural hospital in Jianhua Town.     Showing concern for the heath care of rural people, Hu said the recent Third Plenary Session of the 17th CPC Central Committee decided to form a three-level medical network in the countryside. He said a health center will be set up and perfected for each town or township.     During his tour, Hu also visited the county government's complaints reception bureau and talked with officials about rural people's concerns. The officials told him that local villagers mainly cared lawsuits, land confiscation, reclamation of cultivated land to forests and contracting rights for farmland.     In meeting with the leader, local officials and villagers informed Hu of current reform of the managerial rights in the tree-planting sector. BEIJING, Jan. 6 (Xinhua) -- China's rural areas have the biggest potential in boosting domestic demand, said Chinese Vice Premier Wang Qishan during visits to the countryside concluded on Tuesday.     China should "especially place priority on tapping the rural market and developing the countryside" when spreading global financial crisis blunted the country's economic growth, said Wang.     He made the remarks when visiting towns, rural stores and farmers in central China's Henan Province on Monday and Tuesday.     More chain stores should be set up in the countryside to facilitate rural consumption, Wang said.     He also urged local officials to well implement policies to subsidize farmers' purchase of home appliances.     Financial institutions should develop more services targeting the need of farmers and rural enterprises, he said.     In its latest effort to boost rural consumption, China has decided to roll out a 13-percent subsidy nationwide for farmers who buy home appliances, starting from Feb. 1.     China has announced a 4 trillion-yuan (586 billion U.S. dollars) fiscal package to stimulate domestic demand.

BEIJING, Nov. 19 (Xinhua) -- Tax rebates for China's light industry should be increased to alleviate cost burdens on exporters, the cabinet said here on Wednesday.     China also plans to remove unreasonable administrative fees and charges on industry players, and offer more, said a statement released after the executive meeting of the State Council presided over by Premier Wen Jiabao.     Through the foreign trade development fund, set up by the central government, active assistance will be made to boost exports and help companies' promotion and acquisition efforts in the international market, members said at the meeting.     The tax rebate rate has been raised three times this year in China. The most recent increase came Monday. It covered a list of 3,770 items which account for 27.9 percent of the country's total exports.     Items include labor-intensive, mechanical and electrical products. The rebate takes effect Dec. 1.     The previous two rebates were made in August and at the beginning of this month.     Official data showed that China's October export growth slowed to 19.2 percent from 21.5 percent in September.     "Light industry is China's strong point and its stable and healthy development would be of prime importance," members said while explaining the reason behind the move.     The industry is suffering severely from changes in the domestic and international economic environment in recent months. Concrete measures should be taken to support the industry to weather the difficulties.     China levies value-added tax on most products, but refunds varying amounts of that tax on goods that are exported. The government usually adjusts the size of export tax rebates for different types of goods when it is trying to encourage or discourage growth in particular industries.     Several other policies were passed at the meeting to support the development of the light industry. Financial subsidies were offered to rural residents and people in quake-hit regions and remote areas in China in an effort to boost domestic demand on their products.     More funding would be allocated to support the development of small and medium-sized enterprises, as well as to encourage technical innovations and upgrades in these companies.     The draft of arbitration law on land contract related disputes, which, after revision, would be submitted to the standing committee of the National People's Congress for approval, was also discussed at the meeting.
