SAN DIEGO (KGTV) - With Black Friday signaling the beginning of the holiday shopping season, it is important to be mindful of how to protect your finances from potential thieves. Card skimming is a common method used to steal credit card information, but safeguards can be taken, such as recognizing suspicious ATMs or gas station pumps, or simply paying in cash. The San Diego County division of Agriculture, Weights and Measures released an informational?video in 2017 providing tips on how to protect yourself from card skimmers.If you decide to stick with plastic at the pump, pay attention to signs of tampering, such as the removal of security seals placed over the pump panel door and frame. Anytime the panel has been opened the label should read "void." You can also inspect ATM machines by wiggling the card slot to see if it is loose, a sign it has been tampered with. The best way to keep your finances safe may be to simply pay attention to your statement and card activity, and immediately notify your bank or credit bureau if you find any charges you don't recognize. City News Service contributed to this story 1209

SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777

SAN DIEGO (KGTV) – Two bystanders were hurt in a shooting Saturday evening in Paradise Hills.San Diego Police said two Hispanic men were shooting at each other around 5:30 p.m. in the 2300 block of Reo Dr. 10News spoke to witness Jauhn Hinkle, who was waiting to get his hair cut at the Fade Factory across the street. “Small caliber pops started going off across the street. I saw a muzzle flash,” he said. Hinkle said the fight began near the corner of Reo Drive and Cumberland Street. It escalated, as the two began to yell obscenities. Then one of the men started to chase the other while shooting at him. Hinkle recalled seeing five or six shots, all of which seemed to miss the intended target. Instead, two innocent bystanders were hurt. A bullet hit a 15-year-old boy in the thigh, and shrapnel hit a 48-year-old woman in the leg, police said.Hinkle ran toward the woman, who took cover in the La Palapa Market. “I asked where she was shot. She didn't know because of adrenaline and shock. She was on the phone screaming,” Hinkle said. The woman was transported to the hospital from the scene. The 15-year-old boy was transported to a different hospital, at a later time, San Diego Police said. Both suffered non-life threatening injuries.Hinkle said it is disappointing to see his neighborhood be the scene of a violent crime.  “Project Reo is doing an excellent job. Shout out to them," Hinkle said. "We want this place to pick up. and I think it is, so it's not reflective of what this neighborhood is like.”The shooters ran away. SAN DIEGO (KGTV) - Video shows a brutal fight outside a Pacific Beach bar and restaurant that sent a bouncer to the hospital with critical injuries. The assault happened at about 9:20 p.m. at the Firehouse, 722 Grand Ave., according to San Diego Police. Four men tried to get into the restaurant through a side entrance but the main bouncer told them to use the main door, officers said. One of the men picked up a metal crowd barrier stanchion pole and struck the bouncer over the head, said police. The bouncer suffered a skull fracture and brain bleed. Officers said he is currently in critical but stable condition in the hospital. After the pole strike, the three other men in the group began fighting with security staff members. One of the bouncers suffered a broken nose and the other two had bumps and bruises, police said. The man responsible for the pole attack is described as African-American, in his 30s, 6’0” tall, 250 pounds with a muscular build. He was wearing a white t-shirt and jeans. SAN DIEGO (KGTV) -- Wendy Caceres smiled as two salon workers doted over her hair and makeup. It was a momentary break from the last two-and-a-half months when she's been worried about many things, least of all herself.On August 15, Caceres gave birth to her son Santino at 29 weeks. He's been in the NICU at Sharp Mary Birch Hospital ever since."Very traumatizing, honestly," Caceres said over the hum of hair dryers at Robert Cromeans Salon downtown. "I don't take time for myself really," she said. "It's really cool they did this, honestly."Caceres was one of eight NICU moms treated to a hair and makeup makeover at the salon Monday during an event organized by March of Dimes.The event came on the same day the March of Dimes released a report card showing the premature birth rate in the U.S. rose for the fourth straight year to 10.02 percent.Preterm birth rates worsened in 30 states. California fared better than the national average. In San Diego County, the rate actually improved year-over-year to 8.4 percent.It's still largely a mystery why some women deliver early. Still, March of Dimes says there are several known risk factors, including poverty, lack of health insurance, and inadequacy of prenatal care.The March of Dimes issued a number of policy recommendations nationally, including: Expanding group prenatal care.Ensuring that women have access to public health insurance programs.Expanding Medicaid to cover individuals with incomes up to 138 percent of the federal poverty level to improve maternal and infant health.Making sure all women have Medicaid coverage for at least one year postpartum.To read the full report, click here. 1667
