(KGTV) — Oceanside Police are asking the public for help finding a missing, at-risk woman who disappeared early Friday following a distressing phone call.Police said Yolanda Michelle Combs, 42, was last heard by her daughter over the phone Friday morning, before her phone suddenly disconnected. Combs' daughter said her mom sounded like she was in distress and needed help. No one has been able to reach Combs since, police said.She is described as a white female, standing 5-foot-2, and weighing about 140 pounds. She has shoulder-length red hair and hazel eyes. Not only do Florida investigators say Daniel Santos was ripping hundreds of people off, but they say he flaunted it on social media.“He holds stacks of cash, firearms. And he’s not scared to show you the lifestyle that he’s living using other people’s hard earned money,” said Pasco Detective Spencer Hubbell.Hubbell has a whole file cabinet dedicated to catching Santos. He’s been arrested 55 times just in Pasco County, Florida.And he’s says this latest arrest should finally stick.Investigators said Santos was running a fraud operation, using stolen debit and credit cards, and bogus checks to bring in millions of dollars.“It’s feasible he was doing between ,000 to ,000 a day at times,” Hubbell said.Detectives said Santos, a suspected members of the Bloods gang, would raid accounts until the bank realized what was happening.In most cases, those banks would take the loss and the customers didn’t actually lose any money.US Marshall’s arrested Santos in Miami where he was living in a luxury condo.“Mr. Santos has never had a job. He’s never paid taxes. But he’s living the high life on everybody else's dime,” he said.Along with the fraud, investigators said Santos has a violent criminal history including sexual battery on a victim under 16, and trying to run down a police officer during a traffic stop.They said he was always able to bond out and go back to his criminal behavior. “He’s treating it as a game. OAK PARK, Mich. — The city of Oak Park, Michigan will host its annual Boo Bash Halloween event next Wednesday, but they are not allowing anyone to come as a clown.On the event page, the city says people can bring children in their favorite Halloween costumes, collect candy down the trick-or-treat street and enjoy cider and donuts. They also say that clown costumes are not allowed.Oak Park Recreation Director Laurie Stasiak told the Oakland County Times the ban stems from fear and anxiety over clowns for some children."In the past few years, many clown costumes have been given a very scary and evil look. Many scary and horror movies are centered around these types of characters. About three years [ago] there were national incidents in the news where people were dressing up as clowns and scaring people and in some cases assaulting them," she told the Oakland County?Times. For those who still want to go abroad, things will likely look very different.Carol Bryant, a travel advisor, just returned from a trip to Mexico.“I went for a few reasons. One, because I love it down there. I've been going there for years,” Bryant said. “I also wanted to see what it was like, so I could tell people what my experience was.”Mexico is one of the few countries currently allowing Americans in without restrictions.“I felt safer there than I feel here," Bryant said. "I think it was a much more consistent enforcement. My feeling is this isn't going away anytime soon and we need to find a way to live with it.”Each country is responding differently to American visitors.“There is a ban on Americans traveling to any of the countries in the Schengen area so that does leave Ireland and Britain open as far as European countries go,” Hannah Oreskovich, a travel influencer and marketing consultant, said.Since COVID-19 started spreading, she hasn’t traveled outside the U.S.“There’s definitely some countries who are taking advantage of those opportunities right now who probably need the tourism,” Oreskovich explained.The airline Emirates is a prime example, recently announcing passengers will receive free COVID-19 insurance. This could include medical expenses and quarantine costs. But countries change their rules about who is allowed in, and who must quarantine upon arrival, depending on case numbers.“Their numbers look good so they loosen things. Their numbers start to go up, they tighten it down,” Bryant said.“Lots of what I’m seeing, you have to test before you go and test when you get there and you're still quarantining maybe,” Sherry Ott, a travel blogger, said. ”They have to have a way to be able to check people in quarantine.” Ott is talking about Ireland, a country allowing Americans in with restrictions. One of those restrictions includes being in self-quarantine for two weeks upon arrival.“They haven't been checking it very much, so it hasn't been really as effective as they would've liked it to be,” said Ott, who has been a travel blogger since 2006. “There is a wide range," said Bryant of international restrictions. "Bahamas recently was going to start letting people in, and then they said, 'We will let you in, but you have to stay in a government-run facility at your own expense. Not just because it can help slow the spread of the virus, but can also help you get to where you need to be, and it’s a trend that could continue to grow.“If you don’t have that test, you may not be able to allowed to enter the country or state, be forced into quarantine, or even be fined a fee both for testing and for non-compliance for the requirements,” said Dr. Kelly Cawcutt, Assistant Professor of Medicine & Infectious Diseases of the University of Nebraska Medical Center.It’s becoming more common to have paperwork proving you’ve had a negative COVID-19 test just days before your arrival to a destination overseas, and states could soon follow suit.“Several states are starting to ask for very similar requests where you’ve had a negative COVID test within the last 3-5 days, or you’ve been in a full quarantine either on arrival, or you pay for a test on arrival,” said Cawcutt.Proving you’ve tested negative can help slow the spread, including in areas that can’t afford to pay the price of an outbreak.“Some of the areas that for vacation, maybe smaller areas, and they may not have a health care system that can maintain an outbreak brought in by travelers,” said Cawcutt.So if you’re traveling, whether for work or vacation, it’s essential to lookup that pandemic related information before you even reach that spot.“Really vetting out what you’re doing, where you’re going, and what the requirements are both for travel but also for the actual location you’re planning to attend could be things to think about and plan ahead for in ways that we haven’t routinely had to plan,” said Cawcutt.“I would look to see if there are a lot of cases in that area and really reevaluate whether you want to go or not, if you don’t have to go and there is a lot of coronavirus things spread there, I would seriously reconsider it,” said Anne O’Keefe, Senior Epidemiologist with the Douglas County Health Department.It’s also critical to remember that getting test results back can take a few days, so planning ahead is crucial in fighting against this deadly pandemic.“You don’t want to go somewhere and make other people you’re visiting, whether its family, your co-workers, or business colleagues.
