These days, a growing number of those who relocate to find better jobs in Beijing tend to stay longer or even resettle with their entire families, according to a study by the Renmin University of China. The investigation revealed that this "floating population" in Beijing, currently at 3.57 million, stays an average of 4.8 years in the city. In addition, over 51 percent of those remain for more than five years while over 41 percent bring the whole family. "It is getting trendier for them to come and reside with the whole family," said Zhai Zhenwu, dean of the School of Social and Population Science. Representing 23 percent of local residents, most migrants live in the nearby suburban areas and villages within downtown. The thriving low-skilled labor market in Beijing has been a major source of jobs for unskilled migrants. Zhai said the most basic jobs in the city offer higher wages that far exceed what migrants would have earned in rural areas. But city life also means a poor quality of life and inadequate social services. For example, statistics show that the urban per capita disposable income in Beijing is five times more than the average in rural areas of neighboring Hebei Province and 6.7 times more than that in Anhui Province. China's hukou system, established in the 1950s, divided the Chinese into two categories: rural and non-rural households. The policy was established to control population migration, largely from rural to urban areas. Under the policy, rural people are not granted social security in cities and are restricted from receiving public services such as education, medical care, housing and employment. On the other hand, their urban compatriots have no access to farmland in the countryside. For years, non-rural residency, especially in cities like Beijing and Shanghai, has been a difficult goal for outsiders, particularly rural migrant workers. According to Zhang Chewei, vice-president of the Research Institute of Population Science at the Chinese Academy of Social Sciences in Beijing, the system needs work. He referred to the "unfair treatment in social recourses and justice, also it hinders market development in both rural and urban areas." For example, each migrant worker must fork over 20,000 to 30,000 yuan (,597 to ,896) for a child to enrol in a local primary or middle school. And they're often turned down if they try to buy affordable homes in urban areas. It is estimated that more than 120 million rural workers live in cities throughout China. "Hukou has played a significant role as basic data provider and identification registration in certain historical periods, but it has become neither scientific nor rational," Zhang said. Reform of the hukou system began in 1992, but the policy remains complicated and unfair for many. Last month, the Ministry of Public Security said the country will reform the system, but did not offer any details. Yu Lingyun, a professor with the Law School of Tsinghua University, called for the system to be abolished. "It is not hukou that has robbed the social welfare of the 'floating population,' but the discriminating system itself, and most fundamentally the limited public finance," Yu told China Daily yesterday. "If not for the hukou system, schools can find other reasons to decline a rural student," he said. "Under current conditions, at least we should not bear any prejudice against them," he said.

Wen's three-day trip, the first by a Chinese premier in nearly seven years, comes six months after Abe went to Beijing to mend ties chilled by his predecessor Junichiro Koizumi, who repeatedly visited Yasukuni Shrine that honors Japan's war criminals of World War II. Yesterday, the two leaders declared their firm intention to move forward on rebuilding relations, signed agreements on energy and the environment and issued a joint statement that spelt out issues for cooperation. An environmental accord called for the two to work on a successor to the Kyoto Protocol on climate change by 2013. The other agreement committed the two nations to cooperate on developing energy resources and building nuclear power plants in China. In the joint statement, the two vowed to seek ways to jointly develop gas deposits in disputed waters, pursue the denuclearization of the Korean Peninsula, and strengthen defense cooperation. During their talks, Wen said that the history issue is crucial for bilateral relations as it affects the national feeling of the Chinese people. It could be an obstacle to improved ties if not handled well, he added. He urged the Japanese leaders to face up to history and "open up good, forward-looking relations toward a beautiful future". Wen also reiterated China's position on the Taiwan question, hoping the Japanese side can realize the acute sensitivity of the issue and deal with it properly. Abe reiterated Japan's commitment to the principles enunciated in the three joint documents directing bilateral relations. On disputed waters in the East China Sea, the two sides agreed to speed up the negotiation process to seek a solution that is acceptable to both. The two sides pledged to make the area "a sea of peace, cooperation and friendship". Wen arrived in Tokyo just hours after the two countries signed an accord lifting Beijing's four-year ban on Japanese rice imports. China banned imports in 2003, claiming Japanese rice did not meet the requirements of its revised quarantine system. Wen is scheduled to address Japan's parliament today. He will also meet Emperor Akihito and co-chair an inaugural meeting with Abe on a high-level economic dialogue that will involve officials at the ministerial level and above. He will even join in a game of baseball - a popular sport in Japan - tomorrow with college students in western Japan before returning. Meanwhile, Abe accepted an invitation to visit China again this year. JINAN - Seven fishermen on two boats were rescued on Saturday off east China after their boats lost control in high gales, local rescue sources said. The engine of a fishing boat with six people aboard at the Bajiao offshore area near Yantai city, Shandong Province stopped working around 1:20 p.m. Saturday as its screw propeller was enlaced by aquatic plants amid sudden gales on the sea. A helicopter from the Beihai No. 1 Rescue Flying Squad was dispatched to the site and rescued the six in 20 minutes. The helicopter saved another fisherman on a separate boat on its way back. All the rescued fishermen were sent to Penglai, an island city near Yantai, Saturday afternoon.

SHENZHEN: A student at an IT college in Zhuhai, South China's Guangdong Province, ran amok on Tuesday, stabbing six of his classmates, police said Wednesday.One of the victims suffered a deep gash to the neck, which required intensive care treatment, but he is said to be in a stable condition.The 21-year-old attacker, surnamed Chen, was later arrested and is now in custody. He is believed to be suffering from a mental illness, a spokeswoman for the Zhuhai public security bureau told China Daily yesterday.She refused to give any further information, however, as the case is still under investigation.According to a report by the Guangzhou-based Southern Metropolis Daily, the incident happened at about 10:40 am at the start of a new class.Witnesses said Chen pulled out a 15-cm-long fruit knife and "casually" stabbed the two people sitting next to him and in front of him."I saw blood gushing from one boy's throat and another had been stabbed in the right side of his neck," the newspaper quoted one witness, who asked not to be named, as saying.Chen then attacked four other classmates, as they and their teacher attempted to escape the room, the witness said.After the attack, Chen remained in the classroom.A teacher locked the door from the outside and called police, the Guangzhou Daily reported.Police arrived soon after and arrested him.The victims were taken to a nearby hospital. Three of them had been stabbed in the neck while the others had suffered wounds to their arms and wrists, a source from the hospital said.A spokeswoman for the school, surnamed Cui, said the school authorities will issue a formal statement once the police have concluded their investigation.Students and teachers were receiving counseling to help them deal with the incident, she told China Daily.According to the Guangzhou Daily, Chen, who lives in Zhuhai, attacked a classmate while he was at university in Wuhan, in Central China's Hubei Province. He was later expelled.
