LOS ANGELES (AP) — A technical problem has caused a lag in California’s tally of coronavirus test results, casting doubt on the accuracy of recent data showing improvements in the infection rate and hindering efforts to track the spread. State Health and Human Services Secretary Dr. Mark Ghaly said Tuesday that in recent days California has not been receiving a full count through electronic lab reports because of the unresolved issue. The state’s data page now carries a disclaimer saying the numbers represent an underreporting of actual positive cases per day. The latest daily tally posted Tuesday showed 4,526 new confirmed positives, the lowest in more than six weeks. 685

LONDON — A woman was killed and at least four other people were injured when a 65-foot crane collapsed in east London, authorities say.The London Fire Brigade says the crane fell onto a block of apartments under development and two houses on Wednesday. The brigade says the deceased woman was found on the first floor of one of the houses and confirmed dead at the scene.The London Ambulance Service has confirmed that two people have been taken to hospital with head injuries and two others were treated at the scene.The brigade’s assistant commissioner, Graham Ellis, says urban search and rescue crews were undertaking “a complex rescue operation” and using specialized equipment to search the properties, including a drone to provide aerial imagery.Crews and a team of specialist paramedics who work in hazardous environments were also at the scene in the Bow neighborhood. LOS ANGELES (CNS) - The Automobile Club of Southern California says it's expecting this year's Thanksgiving holiday to be the busiest in Southern California since 2005, with 4.2 million residents expected to get away for the long weekend.That's a 5.1 percent increase over last year, the AAA said in a statement. The vast majority of Southern California travelers -- 3.6 million or 86 percent of all travelers -- will drive to their destinations, a 5.1 percent increase over last year. Another 476,000 Southern Californians are expected to fly, which is an increase of 5.9 percent from the 2017 holiday, while 123,000 will go by other means, such as train, bus or cruise, which will represent a 1.2 percent increase over last year.The Thanksgiving holiday travel period is defined as five days from Wednesday, Nov. 21 to Sunday, Nov. 25, and a holiday trip is defined as one of at least 50 miles from home.The all-time record number of Thanksgiving travelers was set in 2005, when 58.6 million nationwide, 6.9 million statewide and nearly 4.3 million in Southern California took holiday trips.RELATED: Check?traffic conditions for your holiday trip``Even with an average 5 percent increase in Thanksgiving holiday airfares over last year, consumer confidence has continued to increase demand for air-travel destinations,'' said Filomena Andre, the Auto Club's vice president for travel products and services.Anaheim is expected to be the third most popular destination for Thanksgiving travelers nationwide, according to AAA's online and travel agency bookings.  A survey of the Auto Club's travel agents reveals the top five destinations for Southern Californians this holiday are: 1) Las Vegas  2) San Diego  3) San Francisco  4) Grand Canyon  5) Anaheim.The transportation analytics firm INRIX, in collaboration with AAA,predicts drivers will experience the greatest amount of congestion Thanksgiving week during the early evening commute period, with travel times starting to increase on Monday.In general, the Auto Club recommends travelers plan an early morning start. If travelers' schedules are flexible, the best days to travel during Thanksgiving week will likely be early today, Friday and Saturday.``No matter when drivers leave for their holiday trips, we remind them, `Don't Drive Intoxicated,'' said Auto Club spokesperson Jeffrey Spring.``An increase in traffic requires extra focus on the road ahead and we want drivers to remember texting while driving could lead to the same deadly consequences as alcohol-impaired driving.''According to INRIX, the heaviest congestion period in Southern California will be between 2:30 and 4:30 p.m. Wednesday, Nov. 21, on southbound Interstate 5 between Pacific Coast Highway in south Orange County (Exit 79) and Coast Highway in Oceanside (Exit 54B). The worst time to leave from downtown Los Angeles for LAX via I-110 South over this holiday period, according toINRIX, will be Tuesday, Nov. 20 between 7 p.m. and 9 p.m.Southern California gas prices are dropping at a fairly steady pacefrom their highest levels since 2014 but are expected to still be 50 to 60 cents higher per gallon than during last year' holiday. The Auto Club recommends that travelers use a free app like AAA Mobile to shop virtually for the cheapest gas prices along their route.AAA expects to help 101,000 stranded drivers in California and nearly 360,000 at the roadside across the country during this Thanksgiving holiday.Dead batteries, flat tires and lockouts will be the main reasons for members to call AAA for a roadside rescue. AAA recommends motorists take their vehicle to a trusted repair facility to perform any needed maintenance before heading out. 3750

  

LOS ANGELES (CNS) - Uber and Lyft will keep operating in San Diego and across California -- for now -- with a state appeals court Thursday putting on hold a ruling requiring the ride-hailing companies to classify their drivers as employees instead of independent contractors.The decision by the state's 1st District Court of Appeal averted threats by Uber and Lyft to shut down all California operations at midnight. Uber officials said earlier this week they would likely shut down, and Lyft issued a statement earlier Thursday saying its operations would be halting at midnight.In a blog post on Thursday morning, Lyft stated: “At 11:59PM PT today our rideshare operations in California will be suspended. This is not something we wanted to do, as we know millions of Californians depend on Lyft for daily, essential trips.”Lyft added: “This change would also necessitate an overhaul of the entire business model -- it’s not a switch that can be flipped overnight.”The dispute traces its roots to the state's passage of Assembly Bill 5, which effectively required the companies to classify their drivers as employees, a move supporters said would guarantee their wages and assure them of other benefits and workplace protections.The companies, however, said the move would require a complete overhaul of their operations and would actually hurt drivers -- forcing them to work set schedules instead of giving them the flexibility to work only when they wanted. The companies also said the move would result in many drivers losing their jobs unless they could work standard hours, and would likely also harm overall service for riders.California Attorney General Xavier Becerra, and the city attorneys of San Diego, Los Angeles and San Francisco argued in court that Uber and Lyft have misclassified their drivers as independent contractors, preventing them from receiving "the compensation and benefits they have earned through the dignity of their labor" such as the right to minimum wage, sick leave, unemployment insurance and workers' compensation benefits.On Aug. 10, San Francisco-based Judge Ethan P. Schulman ruled against the companies, but he stayed his decision for 10 days to give them time to appeal. They did so, resulting in Thursday's last-minute ruling putting Schulman's ruling on hold.The court, however, warned the companies to continue preparing for the possible switch to employee drivers, saying each company must submit a sworn statement by Sept. 4 "confirming that it has developed implementation plans." The companies must also affirm they are prepared to actually implement those plans and switch to the employee system within 30 days if they ultimately lose their appeal and a company-sponsored measure on the November ballot fails.That ballot measure, Proposition 22, would allow ride-hailing drivers to work as independent contractors.The court scheduled oral arguments in the appeal for Oct. 13.Lyft contends that four out of five drivers prefer working as independent contractors so they can have more flexibility. 3056
