BEIJING, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged beefing up late rice planting in the wake of floods to ensure a good rice harvest.Hui stressed that soil in the flood-affected regions should be drained as soon as possible. Local authorities should restore damaged farmland to good conditions and make sure late rice is planted on time.In his recent instructions on late rice production and flood relief in agriculture, he also ordered local authorities to improve service for farmers and ensure seeds are supplied for planting.Efforts should also be made to strengthen field management and to intensify disaster and pest disease prevention, said Hui.As of July 21, more than 7 million hectares of farmland in China had been destroyed by torrential rains and floods, according to data from the State Flood Control and Drought Relief Headquarters.

BEIJING, Aug. 19 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged food quality authorities to strengthen supervision in order to significantly improve food safety.Li, who also chairs a national food safety commission, made the remarks at a recent conference of the commission. He further called for efforts to optimize the supervision and accountability system for food safety, which would be made up of local governments, food companies and other related government departments.Authorities must constantly crackdown on unsafe food, with specific operations to uncover and destroy "problem milk powder" .Chinese Vice Premier Li Keqiang (2nd L, back) presides over a plenary meeting of the food safety commission under the State Council in Beijing, capital of China, Aug. 16, 2010.The government would hold accountable related officials in areas recording repeated food safety incidents and those who committed dereliction of duty in food safety supervision, he said.A long-term mechanism must be formed to ensure the safety of "major products" such as diary products and edible oil, he said.At the conference, senior officials from the health ministry and other central departments described the ongoing work of uncovering "problem milk powder" and the plans to establish a long-term mechanism to ensure the safety of diary products. The establishment of the commission early this year followed a string of nationwide crackdowns and arrests in the wake of new melamine-tainted milk products being found in Shanghai as well as Liaoning, Shandong and Shaanxi in recent months. The melamine milk scandal occurred in 2008. Milk laced with melamine led to the deaths of six babies and sickened 300,000 others who had been fed with baby formula made from tainted milk.

TORONTO, Canada, June 27 (Xinhua) -- Chinese President Hu Jintao and other leaders of the Group of Twenty (G20) members gathered in Toronto on Sunday for the group's fourth summit, which will focus on ways to secure the world economic recovery and address the economic challenges and risks. At the summit, the leaders will exchange views on ways to consolidate the recovery from the global economic and financial crisis and implement commitments from previous G20 summits while laying the foundation for sustainable and balanced growth. They will discuss a wide range of issues, including the world economic situation, the European debt crisis, "the Framework for Strong, Sustainable and Balanced Growth," the reform of the international financial institutions, the global trade and the strengthening of financial regulations, said a senior Chinese official. At the Pittsburgh summit, leaders of G20 members agreed to take action to address imbalances in the global economy by launching the Framework for Strong, Sustainable and Balanced Growth. The framework committed G20 members to evaluating their national policies to ensure they are collectively consistent with more sustainable and balanced trajectories of growth.President Hu is expected to deliver a speech at the summit to explain China's propositions on the world's major economic and financial issues, such as financial reforms and balanced economic growth, said Chinese officials. The Chinese president has participated in all the previous G20 summits -- the Washington summit in November 2008, the London summit in April 2009 and the Pittsburgh summit last September. The Toronto summit is being held at a time when the world economy is recovering but economic challenges and risks remain, posing threats to healthy growth."The global economy continues to recover faster than anticipated, although at an uneven pace across countries and regions. However, the recent volatility in financial markets reminds us that significant challenges remain and underscores the importance of international cooperation," said G20 finance ministers and central bank governors in a communique when they met in Busan, the Republic of Korea, early this month to prepare for the Toronto summit. At the previous three summits, leaders of G20 members coordinated a global response to the financial and economic crisis, implemented stimulus measures to revive the world economy, and agreed on actions to strengthen financial regulation and the reform of international financial institutions. They also agreed to promote trade and resist protectionism.

ENSHI, HUBEI, Aug. 18 (Xinhua) -- China's most difficult mountain railway was linked up in Enshi Prefecture, central China's Hubei Province, and is expected to open within the year, according to officials at the railway's construction headquarters Wednesday. The Yichang-Yiwan Railway, totalling 377 km in length, runs from the Yiwan District in southwest China's Chongqing Municipality to Yichang City of Hubei Province. It was designed to greatly shorten the journey between the mountainous regions in the southwest and the eastern parts of China, according to Zhang Mei, head of the engineering administration center of the Ministry of Railway. The railway trip from Chongqing to Wuhan, the capital of Hubei Province, for example, will take only five hours once the link is open to rail traffic, instead of the previous 22 hours, said Zhang. The railway was first laid out in 1903 by Sun Yat-sen, founder of the Kuomintang party, over 100 years ago.The reason the construction had not begun till 2003 is that the railway must travel one of the most mountainous regions in China's southwest, whose difficult terrain made the construction work the most difficult in China's railway history, said Zhang."Beneath the luxuriant mountains we encountered myriad natural barriers, such as underground rivers, limestone caves, and coal seams," said Zhang. To link the line, workers had to build 253 bridges and dig 159 tunnels, which account for 74 percent of the total railway length, winning the railway the title of the "tunnel and bridge museum."Starting in late 2003, it took seven years for the construction to be completed, said Zhao Hui, project manager of China Tiesiju Civil Engineering Group, which undertook the construction."I joined the project at the age of 25, and now I'm 32. I've dedicated my youth to this railway," said Zhao.
