BERLIN, July 29 (Xinhua) -- China is gradually learning and absorbing ideas on human rights that can grow on its soil, and remains opposed to attempts by the West to impose its standards on China, says Chinese Vice Foreign Minister Fu Ying.In a recent interview with the German weekly newspaper Die Zeit, Fu said it seems "controversial and illogical" that Western countries acknowledge China's economic success and contributions to efforts against the global financial crisis, while "definitely" turning a blind eye to China's political progress. It seems as if the West wants to say that China has achieved all these without the leadership of the government and the Communist Party, maybe in total anarchy, Fu said."I still remember when I was an interpreter in the 1980s, human rights was always on the menu in our dialogues and our European guests brought lists of names with them," she said."Thirty years later, China has moved on, and so much has changed. In 2004, protection of human rights was incorporated into China's constitution. Many relevant laws and rules have been amended accordingly," Fu said. However, European delegations still come to China with the same stance, accusing China in a commanding way, Fu said."I really don't hear much mentioning of China' s human rights progress," she said.Yet, those political extremists seem to be presenting the whole picture of China's human rights for European countries, she said.Fu believes that to know the real China, it's not enough to "single out things you are interested in, or only listen to people who talk your talk."The most important is to look at the benefits of the majority of the people, she said.
BEIJING, June 21 (Xinhua) -- China's top legislator, Wu Bangguo, met Monday with a delegation from the Ethiopian House of Federation, pledging closer links between the two countries on the occasion of the 40th anniversary of diplomatic ties.Meeting with the delation led by Speaker Degefi Bula, Wu, chairman of the Standing Committee of the National People's Congress (NPC), described bilateral ties as an example of friendship between China and African countries.Since the two countries established diplomatic relationship 40 years ago, China and Ethiopia had seen consolidated and progressive friendly cooperation in the spirit of mutual respect and equality, said Wu.The establishment of a comprehensive cooperative partnership in 2003 set the direction for the future development of relations, said Wu.Wu said China was willing to work with Ethiopia to tap cooperative potential and boost traditional friendship.Wu said parliamentary exchanges between the two countries had played positive roles in promoting nation-to-nation relations.Wu urged the two countries to deepen cooperation between special committees and friendly groups within both parliaments in a bid to introduce new energy into China-Ethiopia ties.Degefi expressed his appreciation for China's assistance to African countries, including Ethiopia, saying the Ethiopian government and parliament highly valued relations with China and would learn from China in its economic development, technological progress and national unity.Ethiopia would make joint efforts with China to enhance cooperation in areas like agriculture, science and technology, and infrastructure, said Degefi.
BEIJING, July 31 (Xinhua) -- China's armed forces will continue to enhance its capabilities and military readiness to safeguard sovereignty, security and development of the nation, Defense Minister Liang Guanglie said Saturday.Liang made the remarks while addressing a reception held in Beijing to mark the 83rd anniversary of the founding of the People's Liberation Army (PLA) on Aug. 1."We will continue to strengthen the PLA's capability to accomplish diversified military tasks, particularly for winning regional wars under informationized circumstances, to firmly safeguard national sovereignty, security and development," he said.He said China's core security interest will always guide the development of the Chinese army.Representatives attend a reception hosted by the Ministry of National Defence of the People's Republic of China, to mark the 83rd anniversary of the founding of the People's Liberation Army, in Beijing, capital of China, July 31, 2010.He said the army should strengthen military training, adopt more high and new technology weapons and equipment, improve military logistics and increase combat capabilities by using information technology. The PLA will actively take part in and support economic development, keep sabotage of hostile and separatist forces at bay, and contribute to the development and stability of the country, he said.Liang, also a member of the Central Military Commission (CMC) and a state councilor, said the army will continue to devote itself to the country's complete reunification while promoting a peaceful development of relations between the Chinese mainland and Taiwan."We will continue to oppose separatist activities of 'Taiwan independence' forces, while firmly safeguarding national sovereignty, security and territorial integrity," Liang said."The PLA will enhance exchanges and cooperation with armed forces of all countries, in accordance with the principles of mutual respect, equal negotiation, and reciprocity," he said."The Chinese army will also actively fulfill international responsibilities and obligations, and will contribute to the world peace and development," Liang said.In August 1927, armed forces led by the Communist Party of China held an uprising against warlords. BEIJING, Aug. 4 (Xinhua) -- China's foreign exchange regulator Wednesday pledged to continue efforts to manage illegal capital inflows in the second half of the year.In a statement on its website, the State Administration of Foreign Exchange (SAFE) said it had investigated up to 3.5 million cases of international trade transactions, involving a total of 440 billion U.S. dollars, during its hot money monitoring campaign, which began in February. The statement said it had identified 197 cases of illegal capital inflow, but it gave no exact sum for the cases.SAFE said earlier last month that its investigations had found 190 cases, involving 7.35 billion U.S. dollars, of hot money inflows.Capital flows into and out of China for purposes other than import and export payments are strictly controlled by SAFE, which manages the country's 2.45 trillion U.S. dollars in foreign exchange reserves. The statement also said it would introduce new foreign exchange instruments to meet domestic market demand and support China's currency reforms.China's central bank announced on June 19 that it would further the reform of the formation mechanism of the yuan exchange rate to improve its flexibility. The hot money campaign was launched amid concerns that speculators were betting on an appreciation of the Chinese currency and rising asset prices.
