SAN DIEGO (CNS) - The driver of a minivan was sought this morning for leaving the scene of a Middletown hit-and-run that left a 66-year-old bicyclist hospitalized with a life-threatening head injury, police said.The victim was riding near the intersection of India and West Washington streets at 1:30 p.m. Friday when he was struck by a blue or gray 2005 Dodge Caravan, Georgia license number RRJ7004. The vehicle may have a shattered windshield or front-end damage, according to San Diego police.Following the collision, the driver of the minivan fled, possibly back toward Interstate 5, police said. SAN DIEGO (CNS) - Prosecutors Friday announced charges against 10 alleged members of a San Diego auto insurance fraud ring, who are accused of buying damaged vehicles and staging car thefts in order to collect more than 0,000 in fraudulent claims.The defendants -- four were arrested this week, while a half-dozen others remain at large -- are accused of buying already-damaged vehicles with high mileage, then submitting false damage or theft claims, defrauding a dozen insurance companies in the process, according to prosecutors and the California Department of Insurance.Investigators allege the suspects filed about three dozen false claims over the course of four years, with 56 vehicles used in the alleged scheme. The 2010 rate was 68.2%.State census officials touted the success of their outreach campaign, particularly given California is considered one of the ``hardest-to-count'' states in the country due its size and a high number of people who are difficult to contact for census purposes, such as recent immigrants, people who lack high-speed internet access or people with limited English proficiency.Campaign efforts will continue until the Sept. 30 deadline.``It is through the collective efforts of millions of Californians that we have surpassed our 2010 self-response rate. SAN DIEGO (CNS) - San Diego County Treasurer-Tax Collector Dan McAllister announced his office is accepting penalty cancellation requests for homeowners and small business owners who were impacted by COVID-19 and missed the Dec. 10 property tax deadline.Property taxes unpaid after Dec. 10 incurred a 10% penalty. To qualify for penalty cancellation, the property must either be residential and occupied by the homeowner or owned and operated by a taxpayer that qualifies as a small business."COVID-19 has affected many in San Diego -- especially our small businesses, so we want to do what we can to help those who did not have the funds to pay their taxes on time," McAllister said. "We want to be as lenient as we can and show compassion for those who need it."To complete a penalty cancellation request, a taxpayer must:-- complete the request form, print it and sign it-- include copies of printed evidence proving how the taxpayer was impacted by the coronavirus pandemic and unable to pay the property taxes by the delinquent date-- include a check for the base amount of the property taxes owed.
