SAN DIEGO (KGTV) — Sick and tired over school shootings, a Point Loma High School junior is trying to make change through one of his passions.He participated in Public Service Announcement contest, a collaboration between San Diego Crime Stoppers and the San Diego Unified School District Police Department. Students were required to create a PSA about an issue schools deal with, like bullying or substance abuse.Tim Fraher's 40-second PSA addressed school shootings, raising awareness about the ways it's easier to get a gun than a driver's license. He also wants people to take notice if a friend or classmate is getting bullied or seems depressed.Fraher says he wants people to take school shootings seriously."We need to do something. We can't just sit around and pray that it will go away because it won't. We need to actually get out there and actively reform and make changes so that this won't happen," said Fraher.Fraher won the competition, and his PSA will air on television in the San Diego region this June. "It felt good to know that the message will get across, that it will be out there," said Fraher.He hopes the 40-second message will encourage others to take a chance at making a change. 1216

SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

SAN DIEGO (KGTV) -- Since they got the call for help a week ago, San Diego Border Dreamers has been working around the clock to set up an emergency medical clinic in Tijuana.Board Director Milad Torabi says he's getting word migrants have conditions including fevers, rashes, blisters and bad sunburns. On a Go Fund Me, they're raising money for basic medical, first aid, and sanitary supplies.The advocacy group is partnering with two UC San Diego organizations which specialize in this area: Flying Samaritans and the International Health Collective.They're accepting monetary donations as well as medical supplies.San Diego Border Dreamers is also seeking doctors, nurses, medical students, acupuncturists, physical therapists and medical translators willing to volunteer their time. 799

SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic. It looks like people are not able to do that," Wooten said. "We will be issuing an amendment to our health office's order that if jurisdictions are not able to enforce social gatherings then we will close beaches," Wooten said. Supervisor Nathan Fletcher added that people are encouraged to get exercise, but "what we don't want is the mass congregating of multiple social units."San Diego Mayor Kevin Faulconer, however, didn't wait to see how that warning will play out around the county. "I have directed the [city] to move forward with closing all City-owned parks, beaches and trails. There were far too many ignoring physical distancing rules this weekend. Also late Monday night, the City of Encinitas announced it would be closing beaches. "The City of Encinitas is closing all City beaches, access points to beaches, and parking lots adjacent to beaches until further notice," city officials said in a news release.Imperial Beach followed suit, saying it would close its beaches "due to the inability to enforce social distancing," beginning Tuesday at 12 p.m.Sunday, San Diego Police officers shut down beach parking lots and discouraged large crowds from gathering. Officers began closing off parking lots, and even Fiesta Island, after dense crowds were seen at local beaches."The intention is to decrease the transmission of COVID-19," Wooten told reporters. SAN DIEGO (KGTV) - Several US Navy Sailors put on their uniforms on their days off to help deliver meals to San Diego-area military veterans. Meals on Wheels President Debbie Case said they deliver 500,000 meals every year and about 42 percent of those meals go to veterans.“To see the active duty and the respect that they have for these veterans is incredible,” said Case.Meals on Wheels makes 1,400 deliveries every day. That means more than 500 are for veterans.Case added they also started delivering to disabled veterans no matter how old they are or when they ended their service. 610
