SAN DIEGO (CNS) - A group of civic leaders will gather Monday to announce a proposed outreach program intended to help people experiencing homelessness with a rapid response team.Mayor Kevin Faulconer, City Council President Georgette Gomez, City Councilmembers Chris Ward and Monica Montgomery Steppe and San Diego Housing Commission President and CEO Richard Gentry will meet at Officer Jeremy Henwood Memorial Park in City Heights to discuss the program, which will be presented to the City Council on Tuesday.The Coordinated Street Outreach Program marks a new approach to conducting homelessness outreach in the City of San Diego and addresses gaps in the existing system, while leveraging and enhancing outreach resources citywide.It builds on a 2018 pilot effort started in the Mid-City area by Gomez and Ward in partnership with the nonprofit service provider People Assisting the Homeless. The new program will incorporate a neighborhood- specific approach with proactive contacts with residents, business owners and civic organizations that is modeled after the pilot initiative.The Coordinated Street Outreach Program will consist of two main service elements: a Rapid Response Team and a Mobile Homelessness Response Team.The Rapid Response Team is intended to focus on areas with known concentrations of individuals experiencing unsheltered homelessness and provide immediate intervention and problem-solving resources while working to improve the person's sense of safety and helping to meet their basic needs.The Mobile Homelessness Response Team will provide street-based case management and prioritize interactions with individuals who are among the city's most vulnerable. The plan is for this team to work to identify individuals who may already be connected to a housing resource and are on a localized list developed in collaboration with the Regional Task Force on the Homeless. This team's efforts are intended to help individuals address barriers to getting housing -- such as obtaining identification, accessing primary care and seeking employment resources.PATH would operate the proposed program through a contract with the San Diego Housing Commission on behalf of the city.The program will attempt to support the city's community action plan on homelessness and work toward achieving the goal of reducing unsheltered homelessness in San Diego by 50% over the next three years. 2413

San Diegans were reminded again this weekend that what was formerly known as Qualcomm Stadium is not the city's most glamorous place. The lights just turned off in the middle of San Diego State’s game winning drive against Stanford on Saturday. But the aging San Diego Stadium, as its currently known, appears to be primed for yet another new chapter - even as public officials debate how the site should be redeveloped.  San Diego County Credit Union, which already sponsors the Holiday bowl, is stepping up with 0,000 to place its name on the stadium until the end of next year.  But that's not all.  The credit union’s proposal to the City Council outlines plans to market the venue. Sam’s Club is going to hire 2,000 seasonal workers to aid with the upcoming holiday season.In a press release, the retail company said they are looking for extra help as they gear up for more days of deals and an influx in shoppers.“We take our cues directly from our members, and they’re telling us they’re ready for and excited about holiday shopping this year,” said Megan Crozier, Chief Merchandising Officer, Sam’s Club in the news release. “Our merchants are making this holiday extra special for our members across categories – from food and holiday décor to one-of-a-kind gifts – with more high-quality items at amazing members-only values, and special experiences they can’t find anywhere else.”The positions will be in their fulfillment and distribution centers.Sam’s Club said the positions would be full-time. SAN DIEGO (CNS) - A hit-and-run driver struck a motorcyclist early Wednesday morning in the Fairmont Village neighborhood, leaving the rider with a broken leg, police said.The crash was reported around 12:10 a.m. at the intersection of Lantana Drive and Euclid Avenue, San Diego police Officer John Buttle said.A 33-year-old man was riding a Yamaha motorcycle northbound on Euclid Avenue when a vehicle pulled out from Lantana Drive and struck the right side of the motorcycle, Buttle said.The rider was taken to a hospital for treatment of a fractured tibia and fibula, the officer said.The suspect vehicle, described as a white Honda sedan, was last seen heading southbound on Euclid Avenue, Buttle said.A description of the hit-and-run driver was not immediately available. 784

SALEM, Ore. – Authorities responding to a hostage situation in Oregon found three people dead from gunshot wounds in an Oregon home Monday.The Marion County Sheriff’s Office said in a press release that its deputies responded to the hostage situation at a home in Salem at about 12:30 p.m. local time.At the home, Oregon State Police says deputies were able to establish communications with the suspect, 34-year-old Jose Jesus Lopez-Tinoco, in an attempt to resolve the situation peacefully.But upon hearing gunshots inside the home, officers forced their way inside in a rescue attempt. During the rescue, police say one deputy fired an undetermined number of shots.Inside the home, police say deputies located the body of Lopez-Tinoco with what appeared to be a self-inflicted gunshot wound. The officers also found a deceased 24-year-old, Diari Rocio -Bustos, and the body of an 11-year-old boy. Both suffered fatal gunshot wounds.A 13-year-old boy and a 43-year-old woman were also found alive in the home. The boy was unharmed, but the woman was seriously injured and was transported to a hospital.No law enforcement officers were injured and there’s no reason to believe there is any outstanding danger to the Salem community, officials say.The 2-year deputy who fired shots during the incident, Ricky Kittelson, has been placed on administrative leave, as is protocol.The investigation into the incident is being turned over to the Oregon State Police, concurrent with state policy regarding officer-involved shootings. 1534
