GUANGZHOU: Doctors in this city have developed a new birth control surgery for men that could be made available to the public starting next year.The method involves making a small incision along the testicle. Doctors then place a tiny tube, about the size of a match, into the opening.The tube functions as a filter that blocks sperm, Wu Weixiong, the director of Guangzhou Family Planning Technology Center, said.The surgery has already been patented, and the health department will promote it as soon as it is approved by the National Food and Drug Administration, Zhu Jiaming, the vice-president of the Guangzhou Sexology Association, said.He expects approval to be granted by next year."The success rate for this form of birth control is 97 percent," he said.The tube can be removed without negatively affecting a man's sexual health, he said.Wu said the operation takes just 10 minutes. However, it is very difficult and requires highly skilled doctors.He said only a few hospitals have the staff and facilities necessary to carry out the procedure. However, training courses will soon be made available to local doctors.Wu said he believed enough facilities and manpower would be available to handle the demand for such operations by the time the procedure is officially approved."The success rate of the operation is almost 100 percent," Duan Jianhua, an official of Guangzhou population and family planning commission, said.Research on the operation started four years ago in Beijing. It was led by the science and technology institute of the National Population and Family Planning Commission and Guangzhou family planning science and technology institute.Wu said the technique was developed through more than 1,600 clinical trials all over the country. More than 500 men in Qingyuan, a city in Guangdong Province, have already had the operation. All the trials were successful and none of the subjects has experienced any side effects.Zhu Jiaming said the operation costs just a few thousand yuan, which is affordable for most people in China."When the technique is available, couples will have one more option for birth control, and married women do not have to install an intrauterine device (IUD) anymore," Zhu said.The public seems ready."I welcome this technique. CHANGSHA -- China will spend 16.5 billion yuan to protect and restore its wetlands during the 11th five-year-plan period (2006-2010). Addressing a recent forum on the Yangtze River held in Changsha, the capital of Central China's Hunan Province, Zhu Lieke, deputy head of the State Forestry Administration, said China has made an inventory of 173 wetlands, most of which are in northeast China and the Yangtze River Valley. Thirty of the country's wetlands are listed in the international wetland catalogue, and one third of them are situated along the Yangtze. "Phenomena such as the rapid drop in the number of lakes and fast shrinkage in lake area got worse as China's economy tears through resources," said Zhu, who warned that wetlands in the Yangtze River Valley face uNPRecedented ecological threats. "The problems that plague wetlands in the Yangtze River Valley include pollution, ecological degradation and dwindling water resources," said Zhu. "The protection of our wetlands is urgent." The 6,300-km-long Yangtze, the country's longest, originates in the Tanggula Range on the Qinghai-Tibet Plateau and passes through Qinghai, Tibet, Sichuan, Yunnan, Chongqing, Hubei, Hunan, Jiangxi, Anhui, Jiangsu and Shanghai before emptying into the East China Sea. Wetlands in the Yangtze River Valley include salty plateau lakes and plateau marshlands, the galaxy of lakes on the middle reaches of the Yangtze, and the coastal wetland near Chongming Island at the estuary of the river. Dongting Lake, which flows into the Yangtze River and also serves as an important wetland, for instance, is shockingly polluted. Marine life has been decimated and people are catching a disease called schistosomiasis -- caught by swimming or wading in water where there are parasitic worms. The water area of Dongting Lake has shrunk from 4,350 sq km in 1949 to present 2,625 sq km as a result of silting and land reclamation for farming. According to Zhu, the country has already launched three programs to protect the wetlands in the Yangtze River Valley, including the national program for conservation of wildlife, plants and nature reserves, and the program to protect the Sanjiangyuan wetland in Qinghai Province. But much remains to be done.

BEIJING -- China regrets that the United States requested the World Trade Organization (WTO) to set up a dispute settlement panel to solve the intellectual property rights (IPR) disputes between the two sides.Wang Xinpei, spokesperson of the Ministry of Commerce, made the remarks in a news conference here Thursday.The Chinese government has always been firm in protecting IPR and tried to solve IPR protection problems through dialogues, Wang said.China has detailed and clarified problems raised by the US and showed great sincerity, Wang said.China's laws regarding IPR protection completely meet WTO requirements, Wang said, adding China is opposed to any WTO member's move of making developing members shoulder extra obligations through dispute settlement system, Wang said.China is studying the US request and will act actively, Wang said.The United States on Monday requested the WTO to establish a dispute settlement panel regarding so-called China's deficiencies in intellectual property protection.The US initiated the dispute over the issue by requesting consultations with China on April 10, 2007.Under WTO rules, the WTO Dispute Settlement Body (DSB) will consider the US request for the establishment of a panel at its next meeting on August 31.

A pair of young giant pandas will soon call Adelaide Zoo in South Australia home.The couple will be the first pandas to settle down in the southern hemisphere - the last time the endangered species were seen was nearly two decades ago during a visit to the Australasian region .President Hu Jintao and Australian Prime Minister John Howard signed an agreement yesterday formalizing the 10-year loan in Sydney.Hu said the move is a friendly gesture and the pandas will become a symbol of friendship.Australian Foreign Minister Alexander Downer said after the signing ceremony that he played a key role in working with the Chinese to borrow the pandas as part of a global survival program."I love animals and I think the giant panda is one of the truly great animals of the world," said Downer.A native of Adelaide, Downer was excited that China agreed to send the pandas to the zoo where his grandfather was once the chief.It is hoped that the two-year-old male "Wang Wang", or "Net" and one-year-old "Funi", or "Lucky Girl", will breed when they reach sexual maturity.The two pandas are from the Wolong Nature Reserve in Sichuan Province and they were named by the public earlier this year, said Zhang Guiquan, a director at the reserve.Chris West, CEO of the Royal Zoological Society of South Australia, said that the pair's presence in Australia will signify international collaboration to secure a future for wildlife."We will send our staff to Wolong to receive training," West said.
